    I submit herewith the annual reports from the Agricultural and Forestry Experiment Station, School of Natural Resources and Agricultural Sciences, University of Alaska Fairbanks, for the period ending December 31, 2013. This is done in accordance with an act of Congress, approved March 2, 1887, entitled, “An act to establish agricultural experiment stations, in connection with the agricultural college established in the several states under the provisions of an act approved July 2, 1862, and under the acts supplementary thereto,” and also of the act of the Alaska Territorial Legislature, approved March 12, 1935, accepting the provisions of the act of Congress. The research reports are organized according to our strategic plan and by broad subject, focusing on geography, high-latitude agriculture, forest sciences, and the interaction of humans and the environment.     An Overview of Remote Sensing in Russian Forestry

    The Russian Federation possesses vast forested areas, containing about 23% of the world's closed forests. A significant part of these forestlands is neither managed nor regularly monitored. This is due in part to the absence of developed infrastructure in the remote northern regions, which hampers the collection of data on forest inventory and monitoring in all areas by precise and expensive on-ground methods. As a result, the former Soviet Union conducted intensive research on remote sensing during the last few decades, resulting in significant achievements. However, there has been a noticeable decline in remote sensing research and applications in the Russian forest sector from 1990-1998. Russia needs a new system of forest inventory and monitoring capable of providing reliable, practical information for sustainable forest management. Such a system should take into account current national demands on the Russian forest sector as well as the international obligations of the country. Remote sensing methods are an indispensable part of such a system. These methods will play a crucial role in critical applications such as ensuring the sustainability of forest management, protecting threatened forests, fulfilling the countrys Kyoto Protocol obligations, and others. This paper presents an overview of past and current remote sensing methods in the Russian forest sector, including both practical and scientific applications. Based on this overview, relevant applications of remote sensing methods in the Russian forest sector are discussed. This discussion considers current Russian economic conditions and the direction of political and social development of the country

    The Ecological Restoration Institute at Northern Arizona University used the Fiscal Year 2001 funds to design, implement and test scientifically credible ecological restoration treatments designed to reduce hazardous fuels while simultaneously restoring the ecological and economic integrity of frequent fire landscapes. The approach we used integrated the best research-based evidence with the practical experience of natural resource management professionals and the values of stakeholders. These treatments are the first replicated ponderosa pine restoration treatments at a landscape scale. This funding prompted many new discoveries and action on the ground. These discoveries span a wide spectrum of disciplines from bio-physical to social science. Restoration requires the integration of many forms of knowledge in a practical hands-on approach. The diversity of information in this report reflects that fact. Such an interdisciplinary approach has resulted in a broad range of advances, including, for example: the link between treatment design and fire behavior, the economic benefits of treatments and wildfire avoidance, ecosystem health changes resulting from removal of hazardous fuels, the relationship between wildlife and restoration, and especially the expanded public acceptance of, and support for, restoration treatments

    Improving efficiency in emergency response for construction site fires: an exploratory case study

    This study proposes an approach to assist construction managers with fire management. Since accidental fires at construction sites often go undetected until they begin to spread, they can cause serious damage. Although researchers have applied information technology to construction site safety management, few studies have focused on the relation­ship between information techniques and construction site fires. After investigating this relationship, the results revealed two problems: difficult fire detection and disorderly emergency response. Therefore, the intent of this study was to build an intelligent construction site fire management platform by integrating image recognition for automatic fire detection and knowledge models for immediate emergency response. Based on several tests on three common types of acciden­tal fires at construction sites, the results demonstrated that the platform can detect fires and alert construction manag­ers quickly. Through mobile information transmission, the construction managers were able to understand the status of on-site fires and respond appropriately.     Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    NASA as a Catalyst: Use of Satellite Data in the States

    NASA revolutionized our view of the world in 1972 with the launch of the first satellite to monitor the Earth. Recognizing the importance of states in governing the United States, NASA then established a program in the late 1970s to educate and assist states in using satellite data products. This report reviews this brief, but beneficial program that laid a foundation and catalyzed satellite data work that continues today in several states. More recently, outreach efforts as part of NASAs Mission to Planet Earth program and growing state government roles, responsibilities, and initiatives led NASA to begin a new effort in 1994 to understand and work effectively with states. This effort included an investigation and synthesis of current satellite data conditions in each of the 50 states that are included in this report. It provided strong evidence that some state governments are applying satellite data to an increasing array of government needs, while other states have very limited applications to date. A wide range of satellite data applications in executive branch agencies are described, as well as the recent status of the Gap Analysis Program in each of the states with this program. The report also reviews the status of satellite data and geographic information coordination efforts in each of the 50 states. In addition to this investigation, NASA convened a meeting of representatives of 12 states experienced with satellite data to identify future satellite data uses and needs, as well as NASA opportunities to enhance the utility of satellite data products. The findings and recommendations from this meeting, the 50 state investigations, and NASAs past state programs are also included in the report; they provide the rationale for NASA to establish a new outreach effort with state governments in the late 1990s
