An evaluation tool for design quality: PFI sheltered housing

The complex procurement process entailed by the private finance initiative (PFI) means that clients need new capacities to manage their relationships with bidders and to assess project proposals if the desired level of design quality is to be achieved. To assist local authorities in their client role, a new Architectural Design Quality Evaluation Tool was developed. The aim was to improve the quality of design in residential sheltered housing, procured through the PFI. The tool was developed for and applied to a programme that will see the replacement of a local authority's entire sheltered housing stock. The tool has two functions: (1) to inform the client's assessment process and assist with the selection of the preferred bidding consortium through a series of stages in the PFI process; and (2) to improve the quality of all the submitted designs through an iterative process. Although several existing mechanisms are available for evaluating the performance attributes of buildings, few also tackle the less tangible amenity attributes, which are vital to the feeling of home. Resilient seed systems for climate change adaptation and sustainable livelihoods in the East Africa sub-region: Report of training workshop, Addis Ababa Ethiopia, 17-21 September 2019

Bioversity International is implementing a Dutch-supported project entitled: Resilient seed systems for climate change adaptation and sustainable livelihoods in the East Africa sub-region. This work aims to boost timely and affordable access to good-quality seed for a portfolio of crops / varieties for millions of women and men farmers’ and their communities across east Africa. A first project training: i) contextualized farmer varietal selection, ii) provided practical demonstrations of tools for climate-change analysis, iii) introduced policy issues associated with managing crop diversity, iv) outlined characterization and evaluation of genetic resources, and v) articulated associated gender issues, and issues related to disseminating elite materials. The training concluded with a contextualizing field trip. In the workshop evaluation, 98% participants declared their overall satisfaction level to be high (74%) or medium (24%), indicating the training furnished them with good ideas for networking and using the tools and methods they learned about

Localism and energy: Negotiating approaches to embedding resilience in energy systems

Tensions are evident in energy policy objectives between centralised top-down interconnected energy systems and localised distributed approaches. Examination of these tensions indicates that a localised approach can address a systemic problem of interconnected systems; namely vulnerability. The challenge for energy policy is to realise the interrelated goals of energy security, climate and environmental targets and social and economic issues such as fuel poverty, whilst mitigating vulnerability. The effectiveness of conventional approaches is debateable. A transition to a low carbon pathway should focus on resilience, counter to vulnerability. This article draws from on-going work which evaluates the energy aspects of a Private Finance Initiative (PFI) project to refurbish and re-build a local authority’s entire stock of sheltered accommodation to high environmental standards. Initial findings suggest that whereas more conventional procurement processes tend to increase systemic vulnerability, a user focussed process driven through PFI competitive dialogue is beginning to motivate some developers to adopt innovative approaches to energy system development. Conceptually these findings strongly suggest that embedding ‘Open Source’ principles in energy system development acts to work against systemic vulnerabilities by embedding resilience

The growth of worldwide competition and expansion of business markets especially in Eastern Europe and the third world have triggered several formidable problems for the global information systems (GIS) manager. Numerous multinational corporations have failed to meet their objectives beyond their national borders. This study identifies the major recurrent problems and critical influencing factors, discusses their symptomatic characteristics and impacts on the corporate business and information systems management, streamlines appropriate recommendations for combating each problem, and finally, develops a matrix of factors, characteristics, domain classifications, and suggested recommendations for easy reference for managers

Designing Information Systems Security Policy Methods: A Meta-Theoretical Approach

Information systems security policy (ISP) is the critical foundation of information systems security. Despite the criticality of the ISP, information systems security scholars have expressed concerns about the lack of theory and limited methodological support for the development of ISP. Existing literature on ISP Development (ISPD) is scattered and lack meta-theoretical approach toward designing ISPD Methods (ISPDM). This paper aims to fill the gap by consolidating extant ISPD approaches and put forth a systematic way by adopting a meta-theoretic approach in defining essential principles for designing ISPD method.
