    Chinese Satellite Diplomacy: China\u27s Strategic Weapon for Soft and Hard Power Gains

    China signed its first turn-key communication satellite contract with Nigeria in 2004. The contract stipulated that China would design, build, integrate, launch, and complete in-orbit checkout for the Nigcomsat-1 communication satellite and then transfer control over to Nigeria. By 2018, China had contracted and launched another six communication satellites for various foreign customers. The customers, who are foreign governments, are geographically dispersed throughout South America, Europe, Africa, and Asia. The satellite sales have occurred during China\u27s unprecedented economic growth, a time in which China has been granted additional foreign policy options as its power increases relative to others. This thesis utilizes lateral pressure theory to suggest that China has strategically signed contracts with foreign governments for the sale of communication satellites to further its foreign policy objectives. Examination of China\u27s space history, its foreign policy goals, and key variables shed light on China\u27s intentions and possible future actions

    Trialing project-based learning in a new EAP ESP course: A collaborative reflective practice of three college English teachers

    Currently in many Chinese universities, the traditional College English course is facing the risk of being ‘marginalized’, replaced or even removed, and many hours previously allocated to the course are now being taken by EAP or ESP. At X University in northern China, a curriculum reform as such is taking place, as a result of which a new course has been created called ‘xue ke’ English. Despite the fact that ‘xue ke’ means subject literally, the course designer has made it clear that subject content is not the target, nor is the course the same as EAP or ESP. This curriculum initiative, while possibly having been justified with a rationale of some kind (e.g. to meet with changing social and/or academic needs of students and/or institutions), this is posing a great challenge for, as well as considerable pressure on, a number of College English teachers who have taught this single course for almost their entire teaching career. In such a context, three teachers formed a peer support group in Semester One this year, to work collaboratively co-tackling the challenge, and they chose Project-Based Learning (PBL) for the new course. This presentation will report on the implementation of this project, including the overall designing, operational procedure, and the teachers’ reflections. Based on discussion, pre-agreement was reached on the purpose and manner of collaboration as offering peer support for more effective teaching and learning and fulfilling and pleasant professional development. A WeChat group was set up as the chief platform for messaging, idea-sharing, and resource-exchanging. Physical meetings were supplementary, with sound agenda but flexible time, and venues. Mosoteach cloud class (lan mo yun ban ke) was established as a tool for virtual learning, employed both in and after class. Discussions were held at the beginning of the semester which determined only brief outlines for PBL implementation and allowed space for everyone to autonomously explore in their own way. Constant further discussions followed, which generated a great deal of opportunities for peer learning and lesson plan modifications. A reflective journal, in a greater or lesser detailed manner, was also kept by each teacher to record the journey of the collaboration. At the end of the semester, it was commonly recognized that, although challenges existed, the collaboration was overall a success and they were all willing to continue with it and endeavor to refine it to be a more professional and productive approach

    China\u27s Soft Power Aims in South Asia: Experiences of Nepalese Students in China\u27s Internationalization of Higher Education

    Internationalization of higher education is a major characteristic of China\u27s higher education policy. Accordingly, the Chinese government is fervently encouraging the spread of Chinese language and culture through Confucius Institutes, student exchange programs, recruitment of international students, and international collaborations. South Asia is no exception to China\u27s higher education outreach. Against this background, this qualitative study examined experiences of South Asian students with regard to China\u27s higher education program(s) in relation to the explicit and implicit aims of China\u27s soft power policy. Soft power refers to the power of attraction and co-optation, which is based on a nation\u27s intangible resources such as culture, ideology and institutions (Nye, 1990). A case study approach was employed by using Nepal as the site for an in-depth investigation into academic, socio-cultural and political experiences of Nepalese students in relation to China\u27s higher education policy and programs. Soft power constitutes the theoretical framework. Data sources included interviews with 20 Nepalese students (including alumni) and six experts, You Tube videos, images, news stories, books, journal articles, documents, and reports. Findings indicate that whereas the Chinese political system--specifically governance--and foreign policy as well as certain traits of the Chinese society drew admiration from the Nepalese students, the Chinese education program was found deficient in brand reputation and Chinese cultural penetration remains challenging, while such issues as racism and color discrimination stood out as social ills in the Chinese society. The study bridges a critical gap in the existing literature that is largely exclusive of the South Asian region where China is rapidly strengthening its strategic foothold, as well as making a significant contribution to the literature on linkages between soft power and education by employing the educational soft power model. The findings should be useful to education policy analysts, specifically those who are associated with international education, Nepalese and Chinese policy makers, China observers and specialists, prospective foreign students in China, and students and scholars of international relations

    Pervasive graft, widely observed throughout Chinese history but deprived of proper outlets and suppressed in the years following the Communist Revolution, resurfaced on massive scale when partial marketization of the economy was embraced in 1978 and beyond. The authorities had endeavored to alleviate the problem, but in an uneven and less than determined fashion. The battle against corruption has greatly intensified after Xi Jinping ascended to power in 2012. The multiyear antigraft campaign that has unfolded has been carried out in an iron-fisted and relentless fashion. It has yielded some tangible benefits, yet the negative side of the ledger is heavily loaded. Absent broad-based institutional reengineering, the ambitious and costly program’s long-term future may not be assured

    The Asia-Pacific has become the Indo-Pacific region as the US, Japan, Australia and India have decided to join forces and scale-up their political, economic and security cooperation. The message coming from Washington, Tokyo, Canberra and New Delhi is clear: China’s Belt and Road Initiative (BRI) is no longer the only game in town and Beijing’s policymakers better get ready for fierce competition. Japan’s ongoing and future “quality infrastructure” policies and investments in the Indo-Pacific in particular make it very clear that Tokyo wants a (much) bigger slice of the pie of infrastructure investments in the region. China’s territorial expansionism in the South China Sea and its increasing interests and presence in countries in South Asia have done their share to help the four aforesaid countries expand their security and defence ties. Beijing, of course, smells containment in all of this and it probably has a point. Who will have the upper hand in shaping and defining Asian security and providing developing South and Southeast Asia with badly-needed infrastructure: the US and Japan together with its allies or the increasingly assertive and uncompromising China and its Belt and Road Initiative
