    Forecasting environmental equity: Air quality responses to road user charging in Leeds, UK

    Sustainable development requires that the goals of economic development, environmental protection and social justice are considered collectively when formulating development strategies. In the context of planning sustainable transport systems, trade-offs between the economy and the environment, and between the economy and social justice have received considerable attention. In contrast, much less attention has been paid to environmental equity, the trade-off between environmental and social justice goals, a significant omission given the growing attention to environmental justice by policy makers in the EU and elsewhere. In many countries, considerable effort has been made to develop clean transport systems by using, for example, technical, economic and planning instruments. However, little effort has been made to understand the distributive and environmental justice implications of these measures. This paper investigates the relationship between urban air quality (as NO2) and social deprivation for the city of Leeds, UK. Through application of a series of linked dynamic models of traffic simulation and assignment, vehicle emission, and pollutant dispersion, the environmental equity implications of a series of urban transport strategies, including road user cordon and distance based charging, road network development, and emission control, are assessed. Results indicate a significant degree of environmental inequity exists in Leeds. Analysis of the transport strategies indicates that this inequity will be reduced through natural fleet renewal, and, perhaps contrary to expectations, road user charging is also capable of promoting environmental equity. The environmental equity response is however, sensitive to road pricing scheme design

    Health impacts from diesel freight emissions: Development of a geospatial analytical framework for policy evaluation with a case study of Sacramento, CA

    Diesel particulate matter, emitted by many types of freight transport, poses a health risk to populations living near freight activity. Accurate information about the magnitude and location of health impacts would help inform policy decisions at a number of levels. Existing methods, including atmospheric dispersion modeling, epidemiology or air quality measurement can estimate the magnitude of harm experienced by populations but these methods often require resources or expertise beyond the reach of some stakeholders, particularly those at local levels. This thesis describes a framework by which health impact estimation can be carried out utilizing readily available models and methodologies in a more simple fashion. This framework postulates that significant parts of the analytic process can be automated by computer scripts or other programmatic structures, thereby reducing the time, expertise and resource requirements for health impact analyses. These analyses will allow policy makers to more effectively evaluate the expected health impacts of transport policy and incorporate public health considerations into other policy making activities. This thesis assembles the analytic tools required for these analyses and outlines the ways in which they might be joined into a single piece of software; though the actual creation of this software is left to future work. A case study of on-highway truck activity in Sacramento, CA utilizes this analytic framework. This case study demonstrates framework and also highlights some possible policy directions for transport in the region

    Investigation to enhance sustainable improvements in high speed rail transport

    Transport systems are essential for the life of modern societies and economies. A sustainable transport system can shape a sustainable development pattern and socio-economic attributes of urban centres and regions. The use of private cars and trucks is increasing in most countries, creating more congestion, accidents, pollution and energy consumption. Many governments desire to achieve growth in public transport to overcome these adverse trends. A massive shift toward an environmentally sound type of transport is crucial and railways are deemed to be one of the most sustainable modes. All over the world the railway industry is involved in a renewal to reform and up-date rail, prompted largely by environmental concerns. The trend is to develop speed-competitive systems to expand transportation capacity. The focus of the current research, which is at its commencing stages, is to investigate the opportunities to apply an alternative approach to railway operations to overcome the difficulty of high speed transport in servicing larger amounts of demand, while achieving minimum point to point travel time, in a viable and integrated environment for both passenger and freight services. The expected outcome of the research project is to present a framework that may be used to identify and evaluate the most cost-effective transport solution to service not only major cities, but also regional centres along an interregional rail corridor, thus providing greater benefits on local economies and to build a spine for future development

    Introducing willingness-to-pay for noise changes into transport appraisal: an application of benefit transfer.

    Numerous research studies have elicited willingness-to-pay values for transport-related noise, however, in many industrialised countries including the UK, noise costs and benefits are still not incorporated into appraisals for most transport projects and policy changes (Odgaard et al, 2005; Grant-Muller et al, 2001). This paper describes the actions recently taken in the UK to address this issue, comprising: primary research based on the city of Birmingham; an international review of willingness-to-pay evidence; development of values using benefit transfers over time and locations; and integration with appraisal methods. Amongst the main findings are: that the willingness-to-pay estimates derived for the UK are broadly comparable with those used in appraisal elsewhere in Europe; that there is a case for a lower threshold at 1 45dB(A)Leq,18hr1 rather than the more conventional 55dB(A); and that values per dB(A) increase with the noise level above this threshold. There are significant issues over the valuation of rail versus road noise, the neglect of non-residential noise and the valuation of high noise levels in different countries. Conclusions are drawn regarding the feasibility of noise valuation based on benefit transfers in the UK and elsewhere, and future research needs in this field are discussed
