Effectiveness of anonymised information sharing and use in health service, police, and local government partnership for preventing violence related injury: experimental study and time series analysis
Objective: To evaluate the effectiveness of anonymised information sharing to prevent injury related to violence. Design: Experimental study and time series analysis of a prototype community partnership between the health service, police, and local government partners designed to prevent violence. Setting: Cardiff, Wales, and 14 comparison cities designated "most similar" by the Home Office in England and Wales. Intervention After a 33 month development period, anonymised data relevant to violence prevention (precise violence location, time, days, and weapons) from patients attending emergency departments in Cardiff and reporting injury from violence were shared over 51 months with police and local authority partners and used to target resources for violence prevention. Main outcome measures: Health service records of hospital admissions related to violence and police records of woundings and less serious assaults in Cardiff and other cities after adjustment for potential confounders. Results: Information sharing and use were associated with a substantial and significant reduction in hospital admissions related to violence. In the intervention city (Cardiff) rates fell from seven to five a month per 100 000 population compared with an increase from five to eight in comparison cities (adjusted incidence rate ratio 0.58, 95% confidence interval 0.49 to 0.69). Average rate of woundings recorded by the police changed from 54 to 82 a month per 100 000 population in Cardiff compared with an increase from 54 to 114 in comparison cities (adjusted incidence rate ratio 0.68, 0.61 to 0.75). There was a significant increase in less serious assaults recorded by the police, from 15 to 20 a month per 100 000 population in Cardiff compared with a decrease from 42 to 33 in comparison cities (adjusted incidence rate ratio 1.38, 1.13 to 1.70). Conclusion: An information sharing partnership between health services, police, and local government in Cardiff, Wales, altered policing and other strategies to prevent violence based on information collected from patients treated in emergency departments after injury sustained in violence. This intervention led to a significant reduction in violent injury and was associated with an increase in police recording of minor assaults in Cardiff compared with similar cities in England and Wales where this intervention was not implemented
Social Simulation and Analysis of the Dynamics of Criminal Hot Spots
Within the field of Criminology, the spatio-temporal dynamics of crime are an important subject of study. In this area, typical questions are how the behaviour of offenders, targets, and guardians can be explained and predicted, as well as the emergence and displacement of criminal hot spots. In this article we present a combination of software tools that can be used as an experimental environment to address such questions. In particular, these tools comprise an agent-based simulation model, a verification tool, and a visualisation tool. The agent-based simulation model specifically focuses on the interplay between hot spots and reputation. Using this environment, a large number of simulation runs have been performed, of which results have been formally analysed. Based on these results, we argue that the presented environment offers a valuable approach to analyse the dynamics of criminal hot spots.Agent-Based Modelling, Criminal Hot Spots, Displacement, Reputation, Social Simulation, Analysis
Comparative approaches for assessing access to alcohol outlets: exploring the utility of a gravity potential approach.
BackgroundA growing body of research recommends controlling alcohol availability to reduce harm. Various common approaches, however, provide dramatically different pictures of the physical availability of alcohol. This limits our understanding of the distribution of alcohol access, the causes and consequences of this distribution, and how best to reduce harm. The aim of this study is to introduce both a gravity potential measure of access to alcohol outlets, comparing its strengths and weaknesses to other popular approaches, and an empirically-derived taxonomy of neighborhoods based on the type of alcohol access they exhibit.MethodsWe obtained geospatial data on Seattle, including the location of 2402 alcohol outlets, United States Census Bureau estimates on 567 block groups, and a comprehensive street network. We used exploratory spatial data analysis and employed a measure of inter-rater agreement to capture differences in our taxonomy of alcohol availability measures.ResultsSignificant statistical and spatial variability exists between measures of alcohol access, and these differences have meaningful practical implications. In particular, standard measures of outlet density (e.g., spatial, per capita, roadway miles) can lead to biased estimates of physical availability that over-emphasize the influence of the control variables. Employing a gravity potential approach provides a more balanced, geographically-sensitive measure of access to alcohol outlets.ConclusionsAccurately measuring the physical availability of alcohol is critical for understanding the causes and consequences of its distribution and for developing effective evidence-based policy to manage the alcohol outlet licensing process. A gravity potential model provides a superior measure of alcohol access, and the alcohol access-based taxonomy a helpful evidence-based heuristic for scholars and local policymakers
Do sports stadiums generate crime on days without matches? A natural experiment on the delayed exploitation of criminal opportunities
Crime pattern theory claims that busy places generate crime through immediate and delayed exploitation. In delayed exploitation, offenders notice criminal opportunities during opening hours but return to exploit them later. This study investigates delayed exploitation by testing whether soccer stadiums locally increase police recorded property crime on non-game days. A soccer stadium closure created a natural experiment. We estimate linear regression difference-in-difference models to compare crime rates on non-game days around the stadium, before and after the closure. The closure reduced non-game day property crime beyond the citywide property crime drop. We conclude that criminogenic effects of busy places extend beyond their opening hours, confirming the delayed exploitation mechanism, and that crime prevention strategies should also target these places outside opening hours

“Soft” policing at hot spots—do police community support officers work? A randomized controlled trial

Objectives: To determine whether crime-reduction effects of increased police patrols in hot spots are dependent on the “hard” threat of immediate physical arrest, or whether “soft” patrols by civilian (but uniformed) police staff with few arrest powers and no weapons can also reduce crime. We also sought to assess whether the number of discrete patrol visits to a hot spot was more or less important than the total minutes of police presence across all visits, and whether effects based on counts of crime would be consistent with effects on a Crime Harm Index outcome. Methods: We randomly assigned 72 hot spots into 34 treatment units and 38 controls. Treatment consisted of increases in foot patrol by uniformed, unarmed, Police Community Support Officers (PCSOs) who carry no weapons and hold few arrest powers beyond those of ordinary citizens. GPS-trackers on every PCSO and Constable in the city yielded precise measurements of all patrol time in all hot spots. Standardized mean differences (Cohen’s d), OLS regression model, and Weighted Displacement Quotient are used to assess main effects, to model the interaction effect of GPS data with treatment, and to measure the diffusion-of-benefits of the intervention, respectively. Outcomes included counts of incidents as well as the Cambridge Crime Harm Index. Results: As intended, patrol visits and minutes by Police Constables were equal across the treatment and control groups. The sole difference in policing between the treatments groups was in visits to the hot spots by PCSOs, in both the mean daily frequency of discrete visits (T = 4.65, C = 2.66; p ≤.001) and total minutes across all visits (T = 37.41, C = 15.92; p ≤.001), approximately two more ten-minute visits per day in treatment than in control. Main effect estimates suggest 39 % less crime by difference-in-difference analysis of reported crimes compared to control conditions, and 20 % reductions in emergency calls-for-service compared to controls. Crime in surrounding areas showed a diffusion of benefits rather than displacement for treatment hot spots compared to controls. A “Reiss’s Reward” effect was observed, with more proactive patrols predicting less crime across treatment hot spots, while more reactive PCSO time predicted more crime across control hot spots. Crime Harm Index estimates of the seriousness value of crime prevented ranged from 85 to 360 potential days of imprisonment in each treatment group hot spot (relative to controls) by a mean difference of 21 more minutes of PCSO patrol per day, for a potential return on investment of up to 26 to 1. Conclusions: A crime reduction effect of extra patrols in hot spots is not conditional on “hard” police power. Even small differences in foot patrols showing the “soft power” of unarmed paraprofessionals, holding constant vehicular patrols by Police Constables, were causally linked to both lower counts of crimes and a substantially lower crime harm index score. Correlational evidence within the treatment group suggests that greater frequency of discrete PCSO visits may yield more crime reduction benefit than greater duration of those visits, but RCTs are needed for better evidence on this crucial issue
Measuring the effect heterogeneity of police enforcement actions across spatial contexts
Purpose: This study tests whether the effect of police actions is influenced by similar crime generators and attractors (CGAs) that influence crime. Said differently, in recognition that the presence of CGAs presents higher risk of crime at certain places, we test whether CGAs similarly create a situation where specific police enforcement actions are more effective at certain types of places than others.
Methods: Using longitudinal logistic regression models incorporating panel data, we measure the effect of various police enforcement actions on gun violence in Newark, NJ. Risk Terrain Modeling (RTM) was further used to test whether the effect of the enforcement activities vary across spatial contexts.
Results: When considered on their own, police enforcement actions were associated with increased likelihood of gun violence. However, certain types of enforcement actions conducted where CGAs highly co-locate, as identified through RTM, were associated with decreased likelihood of gun violence.
Conclusions: Findings suggest that where officers conduct enforcement activities may be as important as what precise enforcement activities they enact. This has implications for the place-based policing tactics. Understanding the spatial context of high-crime areas can help police design strategies in a manner that maximizes their crime prevention utility
