The Common Core Debate
The Common Core State Standards (CCSS) have ignited a passionate national debate about the standards that guide the education of our nation’s and state’s students. The purpose of this Arkansas Education Report is to add some clarity to the Common Core debate as well as offer a perspective that is specific to the Natural State
Dirichlet belief networks for topic structure learning
Recently, considerable research effort has been devoted to developing deep
architectures for topic models to learn topic structures. Although several deep
models have been proposed to learn better topic proportions of documents, how
to leverage the benefits of deep structures for learning word distributions of
topics has not yet been rigorously studied. Here we propose a new multi-layer
generative process on word distributions of topics, where each layer consists
of a set of topics and each topic is drawn from a mixture of the topics of the
layer above. As the topics in all layers can be directly interpreted by words,
the proposed model is able to discover interpretable topic hierarchies. As a
self-contained module, our model can be flexibly adapted to different kinds of
topic models to improve their modelling accuracy and interpretability.
Extensive experiments on text corpora demonstrate the advantages of the
proposed model.Comment: accepted in NIPS 201
Design and Development of a User Specific Dynamic E-Magazine
Internet and electronic media gaining more popularity due to ease and speed,
the count of Internet users has increased tremendously. The world is moving
faster each day with several events taking place at once and the Internet is
flooded with information in every field. There are categories of information
ranging from most relevant to user, to the information totally irrelevant or
less relevant to specific users. In such a scenario getting the information
which is most relevant to the user is indispensable to save time. The
motivation of our solution is based on the idea of optimizing the search for
information automatically. This information is delivered to user in the form of
an interactive GUI. The optimization of the contents or information served to
him is based on his social networking profiles and on his reading habits on the
proposed solution. The aim is to get the user's profile information based on
his social networking profile considering that almost every Internet user has
one. This helps us personalize the contents delivered to the user in order to
produce what is most relevant to him, in the form of a personalized e-magazine.
Further the proposed solution learns user's reading habits for example the news
he saves or clicks the most and makes a decision to provide him with the best
contents.Comment: 19 pages, 6 figure

Putting the Pieces Together: How Using Cooperative Federalism Can Help Solve the Climate Change Puzzle
Comprehensive land-use development and planning at the state or national level is necessary to curb greenhouse gas emissions. A comprehensive federal approach that employs a cooperative federalism structure would be the ideal solution to the current threat posed by global cli-mate change. In order to best implement such a system, legislators should consider the smart-growth projects in California and Georgia to ultimately decrease the emissions of greenhouse gases that result from the over-reliance on automobile transport in the United States

Understanding best practice regarding interruptible connections for wind generation: lessons from national and international experience
The aim of this study is to explore different practices for accelerating the integration of generating facilities to the electricity network using smart solutions. Case studies from Great Britain, Ireland and Northern Ireland and the Unites States were selected. The paper assesses and compares the different Principles of Access (POA) that have been implemented in these countries, such as Last-in First-out (LIFO), Pro Rata and Market-based. The social optimality of these approaches is also discussed. The paper also evaluates how the risk (regarding curtailment and investment) is allocated between parties (distributor network operators, generators and customers). Even though the cases are diverse, important findings and lessons have been identified which may assist UK distribution network operators to address the issue of increasing the connection of distributed generation while managing efficiently and economically energy exports from generators
