    Method Engineering as Design Science

    In this paper, we motivate, devise, demonstrate, and evaluate an approach for the research-based development of information systems development methods (ISDMs). This approach, termed “method engineering as design science” (ME-DS), emerged from the identified need for scholars to develop ISDMs using proper research methods that meet the standards of both rigor and relevance. ISDMs occupy a position of central importance to information systems development and scholars have therefore invested extensive resources over the years in developing such methods. The method engineering (ME) discipline has developed different frameworks and methods to guide such development work and, for that purpose, they are well-suited. Still, there remains a need for applications and evaluations of ISDMs based on the demands for knowledge justification. Unfortunately, in many cases, scholars come up short with regard to how ISDMs are generated and empirically validated. While design science (DS) stresses knowledge justification, prominent DS approaches seem to be biased toward the development of IT artifacts, making this approach ill-suited for the development of method artifacts. We therefore propose eight principles that marry ME and DS, resulting in a process model with six activities to support research-based development of ISDMs. We demonstrate and evaluate ME-DS by assessing three existing research papers that propose ISDMs. These retrospectives show how ME-DS directs attention to certain aspects of the research process and provides support for future ISDM development

    Managing Requirements Engineering Risks: an Analysis and Synthesis of the Literature

    Requirements engineering is recognized as a key discipline in developing business software. Practitioners are, however, facing a steady stream of new techniques and an increasingly differentiated portfolio of requirements engineering risks. The purpose of this paper is to propose a model that links the available repertoire of techniques to the situations in which practitioners find themselves. To this end, the paper reviews the software development and requirements engineering literature to understand the risks that characterize requirement engineering situations, to classify available techniques to resolve these risks, and to identify key principles by which tactics can be applied to resolve requirements risks. The paper synthesizes the findings from the analysis into a contingency model for managing requirements engineering risks. The model sets the scene for future research and practitioners can use it to navigate the requirements engineering landscape

    Flood hazard hydrology: interdisciplinary geospatial preparedness and policy

    Thesis (Ph.D.) University of Alaska Fairbanks, 2017Floods rank as the deadliest and most frequently occurring natural hazard worldwide, and in 2013 floods in the United States ranked second only to wind storms in accounting for loss of life and damage to property. While flood disasters remain difficult to accurately predict, more precise forecasts and better understanding of the frequency, magnitude and timing of floods can help reduce the loss of life and costs associated with the impact of flood events. There is a common perception that 1) local-to-national-level decision makers do not have accurate, reliable and actionable data and knowledge they need in order to make informed flood-related decisions, and 2) because of science--policy disconnects, critical flood and scientific analyses and insights are failing to influence policymakers in national water resource and flood-related decisions that have significant local impact. This dissertation explores these perceived information gaps and disconnects, and seeks to answer the question of whether flood data can be accurately generated, transformed into useful actionable knowledge for local flood event decision makers, and then effectively communicated to influence policy. Utilizing an interdisciplinary mixed-methods research design approach, this thesis develops a methodological framework and interpretative lens for each of three distinct stages of flood-related information interaction: 1) data generation—using machine learning to estimate streamflow flood data for forecasting and response; 2) knowledge development and sharing—creating a geoanalytic visualization decision support system for flood events; and 3) knowledge actualization—using heuristic toolsets for translating scientific knowledge into policy action. Each stage is elaborated on in three distinct research papers, incorporated as chapters in this dissertation, that focus on developing practical data and methodologies that are useful to scientists, local flood event decision makers, and policymakers. Data and analytical results of this research indicate that, if certain conditions are met, it is possible to provide local decision makers and policy makers with the useful actionable knowledge they need to make timely and informed decisions

    The integration of postmodern values and rhetorical analysis: A case study

    Both traditional preaching theory and the listening context of the hearers have undergone radical changes within the last thirty years. Contemporary preachers no longer can assume the authority inherent in their position or preaching methods, and postmodern listeners exhibit the desire for increased diversity and points of view in sermons. This thesis will address these challenges by advancing the notion that attention to rhetorical criticism in the exegesis of biblical texts sheds new light on the nature of preaching in terms of form and function. The resulting multi-vocal and non-hierarchical leadership orientation has application for postmodern audiences. The methodological structure of theological interpretation undergirding this thesis involves four tasks of the hermeneutical cycle adapted from Richard Osmer’s approach. This approach engages in the task of contextual interpretation that connects with both Christian tradition and Scripture, and furthermore leads to the construction of a pragmatic plan for future homiletics. Chapter 1 introduces the problem facing contemporary homileticians: the changed context of preacher and hearer. The chapter advocates that one way forward for preaching involves the use of rhetorical criticism as the exegetical basis for a values-based homiletic, and then finishes with an overview of the thesis chapters. Chapter 2 demonstrates the fourfold task of the hermeneutical cycle by establishing the provenance of the method, critiquing it and grounding the approach of the thesis in the contemporary postmodern setting. Chapter 3 engages in a contextual interpretation of historic shifts in the fields of rhetoric, biblical studies and homiletics, analyzing and evaluating these trends. The chapter concludes by constructing a pragmatic plan for future biblical studies, a rhetorical-critical-narratological methodology that will be applied to the text of Ezekiel. Chapter 4 demonstrates that a contextual interpretation, evaluation and analysis of the New Homiletic results in the formation of a values-based approach to preaching and leadership orientation that is appropriate to postmodernity. Chapter 5 builds upon a contextual interpretation of synchronic and diachronic methodologies and advances a complementary approach to exegesis. The chapter then applies the rhetorical-critical-narratological approach developed in Chapter 3 to the discourse of Ezekiel to establish its contextual and rhetorical situation. The chapter then engages in a close rhetorical-critical-narratological reading of the literary unit of Ezekiel 15. Chapter 6 engages in a contextual interpretation and evaluation of three Ezekiel commentaries and sermons from Ezekiel 15, locating them along the pendulum-like series of shifts identified within Chapter 3. Chapter 7 demonstrates the integration of biblical studies and homiletics with the production of a sample multiple point-of-view sermon based upon the exegesis of Ezekiel conducted in Chapter 5. The chapter critiques the sermon and provides an example of the rhetorical-critical method applied to a discursive genre from 1 Corinthians 4.18-5.13. Chapter 8 concludes the thesis by reviewing the contributions made by the study, proceeds to interpret contextually the challenge of postmodern homiletics, and finishes with recommendations for areas of future studies outside the scope of the thesis

    Building a Strong Undergraduate Research Culture in African Universities

    Africa had a late start in the race to setting up and obtaining universities with research quality fundamentals. According to Mamdani [5], the first colonial universities were few and far between: Makerere in East Africa, Ibadan and Legon in West Africa. This last place in the race, compared to other continents, has had tremendous implications in the development plans for the continent. For Africa, the race has been difficult from a late start to an insurmountable litany of problems that include difficulty in equipment acquisition, lack of capacity, limited research and development resources and lack of investments in local universities. In fact most of these universities are very recent with many less than 50 years in business except a few. To help reduce the labor costs incurred by the colonial masters of shipping Europeans to Africa to do mere clerical jobs, they started training ―workshops‖ calling them technical or business colleges. According to Mamdani, meeting colonial needs was to be achieved while avoiding the ―Indian disease‖ in Africa -- that is, the development of an educated middle class, a group most likely to carry the virus of nationalism. Upon independence, most of these ―workshops‖ were turned into national ―universities‖, but with no clear role in national development. These national ―universities‖ were catering for children of the new African political elites. Through the seventies and eighties, most African universities were still without development agendas and were still doing business as usual. Meanwhile, governments strapped with lack of money saw no need of putting more scarce resources into big white elephants. By mid-eighties, even the UN and IMF were calling for a limit on funding African universities. In today‘s African university, the traditional curiosity driven research model has been replaced by a market-driven model dominated by a consultancy culture according to Mamdani (Mamdani, Mail and Guardian Online). The prevailing research culture as intellectual life in universities has been reduced to bare-bones classroom activity, seminars and workshops have migrated to hotels and workshop attendance going with transport allowances and per diems (Mamdani, Mail and Guardian Online). There is need to remedy this situation and that is the focus of this paper
