Analysis of potential helicopter vibration reduction concepts
Results of analytical investigations to develop, understand, and evaluate potential helicopter vibration reduction concepts are presented in the following areas: identification of the fundamental sources of vibratory loads, blade design for low vibration, application of design optimization techniques, active higher harmonic control, blade appended aeromechanical devices, and the prediction of vibratory airloads. Primary sources of vibration are identified for a selected four-bladed articulated rotor operating in high speed level flight. The application of analytical design procedures and optimization techniques are shown to have the potential for establishing reduced vibration blade designs through variations in blade mass and stiffness distributions, and chordwise center-of-gravity location
A new lean change methodology for small & medium sized enterprises
SMEs find it difficult to implement productivity improvement tools, particularly those associated with Lean Manufacturing. Larger companies have more success due to greater access to resources. To provide the SMEs with a way to implement Lean sustainably, the European project ERIP develops a new lean change methodology for SMEs. In this paper the methodology is explained and three test cases show the strength of the methodology. The method is a sequence of achieving management and company support, starting with data analysis and identifying problems and consequently solving these problems. Within the workshops, training of employees is conducted. The three test cases show that even through limited efforts, a good productivity improvement can be achieved in a sustainable manner
On Evidence-based Risk Management in Requirements Engineering
Background: The sensitivity of Requirements Engineering (RE) to the context
makes it difficult to efficiently control problems therein, thus, hampering an
effective risk management devoted to allow for early corrective or even
preventive measures. Problem: There is still little empirical knowledge about
context-specific RE phenomena which would be necessary for an effective
context- sensitive risk management in RE. Goal: We propose and validate an
evidence-based approach to assess risks in RE using cross-company data about
problems, causes and effects. Research Method: We use survey data from 228
companies and build a probabilistic network that supports the forecast of
context-specific RE phenomena. We implement this approach using spreadsheets to
support a light-weight risk assessment. Results: Our results from an initial
validation in 6 companies strengthen our confidence that the approach increases
the awareness for individual risk factors in RE, and the feedback further

LTE-advanced self-organizing network conflicts and coordination algorithms
Self-organizing network (SON) functions have been introduced in the LTE and LTEAdvanced standards by the Third Generation Partnership Project as an excellent solution that promises enormous improvements in network performance. However, the most challenging issue in implementing SON functions in reality is the identification of the best possible interactions among simultaneously operating and even conflicting SON functions in order to guarantee robust, stable, and desired network operation. In this direction, the first step is the comprehensive modeling of various types of conflicts among SON functions, not only to acquire a detailed view of the problem, but also to pave the way for designing appropriate Self-Coordination mechanisms among SON functions. In this article we present a comprehensive classification of SON function conflicts, which leads the way for designing suitable conflict resolution solutions among SON functions and implementing SON in reality. Identifying conflicting and interfering relations among autonomous network management functionalities is a tremendously complex task. We demonstrate how analysis of fundamental trade-offs among performance metrics can us to the identification of potential conflicts. Moreover, we present analytical models of these conflicts using reference signal received power plots in multi-cell environments, which help to dig into the complex relations among SON functions. We identify potential chain reactions among SON function conflicts that can affect the concurrent operation of multiple SON functions in reality. Finally, we propose a selfcoordination framework for conflict resolution among multiple SON functions in LTE/LTEAdvanced networks, while highlighting a number of future research challenges for conflict-free operation of SON
GumDrop at the DISRPT2019 Shared Task: A Model Stacking Approach to Discourse Unit Segmentation and Connective Detection
In this paper we present GumDrop, Georgetown University's entry at the DISRPT
2019 Shared Task on automatic discourse unit segmentation and connective
detection. Our approach relies on model stacking, creating a heterogeneous
ensemble of classifiers, which feed into a metalearner for each final task. The
system encompasses three trainable component stacks: one for sentence
splitting, one for discourse unit segmentation and one for connective
detection. The flexibility of each ensemble allows the system to generalize

Crossing the death valley to transfer environmental decision support systems to the water market
Environmental decision support systems (EDSSs) are attractive tools to cope with the complexity of environmental global challenges. Several thoughtful reviews have analyzed EDSSs to identify the key challenges and best practices for their development. One of the major criticisms is that a wide and generalized use of deployed EDSSs has not been observed. The paper briefly describes and compares four case studies of EDSSs applied to the water domain, where the key aspects involved in the initial conception and the use and transfer evolution that determine the final success or failure of these tools (i.e., market uptake) are identified. Those aspects that contribute to bridging the gap between the EDSS science and the EDSS market are highlighted in the manuscript. A simplified method for elastic-plastic-creep structural analysis
A simplified inelastic analysis computer program (ANSYPM) was developed for predicting the stress-strain history at the critical location of a thermomechanically cycled structure from an elastic solution. The program uses an iterative and incremental procedure to estimate the plastic strains from the material stress-strain properties and a plasticity hardening model. Creep effects are calculated on the basis of stress relaxation at constant strain, creep at constant stress or a combination of stress relaxation and creep accumulation. The simplified method was exercised on a number of problems involving uniaxial and multiaxial loading, isothermal and nonisothermal conditions, dwell times at various points in the cycles, different materials and kinematic hardening. Good agreement was found between these analytical results and nonlinear finite element solutions for these problems. The simplified analysis program used less than 1 percent of the CPU time required for a nonlinear finite element analysis
Application of root cause analysis in improvement of product quality and productivity
Root-cause identification for quality and productivity related problems are key issues for manufacturing processes. It has been a very challenging engineering problem particularly in a multistage manufacturing, where maximum number of processes and activities are performed. However, it may also be implemented with ease in each and every individual set up and activities in any manufacturing process. In this paper, root-cause identification methodology has been adopted to eliminate the dimensional defects in cutting operation in CNC oxy flame cutting machine and a rejection has been reduced from 11.87% to 1.92% on an average.
