Encouraging LSTMs to Anticipate Actions Very Early
In contrast to the widely studied problem of recognizing an action given a
complete sequence, action anticipation aims to identify the action from only
partially available videos. As such, it is therefore key to the success of
computer vision applications requiring to react as early as possible, such as
autonomous navigation. In this paper, we propose a new action anticipation
method that achieves high prediction accuracy even in the presence of a very
small percentage of a video sequence. To this end, we develop a multi-stage
LSTM architecture that leverages context-aware and action-aware features, and
introduce a novel loss function that encourages the model to predict the
correct class as early as possible. Our experiments on standard benchmark
datasets evidence the benefits of our approach; We outperform the
state-of-the-art action anticipation methods for early prediction by a relative
increase in accuracy of 22.0% on JHMDB-21, 14.0% on UT-Interaction and 49.9% on

Digital vs. Print: Reading Comprehension and the Future of the Book
The future of books and libraries is put into question by the increasing popularity of e-books and the use of computers as text platforms. In an effort to anticipate which reading platform—print, e-readers, or computers displays—will dominate in the coming years, recent research and experimental data on the suitability of each reading platform for reading comprehension will be considered, from the perspectives of optical issues, cognition, and metacognition. It will be shown that, while printed books are most conducive to learning from longer, more difficult texts, e-readers and computer displays offer convenience and some distinct advantages to readers in particular situations. This synthesis of current research will be helpful to librarians working in digital and print book purchasing and collection development, as well as those making long-range planning decisions
Two-Stream Action Recognition-Oriented Video Super-Resolution
We study the video super-resolution (SR) problem for facilitating video
analytics tasks, e.g. action recognition, instead of for visual quality. The
popular action recognition methods based on convolutional networks, exemplified
by two-stream networks, are not directly applicable on video of low spatial
resolution. This can be remedied by performing video SR prior to recognition,
which motivates us to improve the SR procedure for recognition accuracy.
Tailored for two-stream action recognition networks, we propose two video SR
methods for the spatial and temporal streams respectively. On the one hand, we
observe that regions with action are more important to recognition, and we
propose an optical-flow guided weighted mean-squared-error loss for our
spatial-oriented SR (SoSR) network to emphasize the reconstruction of moving
objects. On the other hand, we observe that existing video SR methods incur
temporal discontinuity between frames, which also worsens the recognition
accuracy, and we propose a siamese network for our temporal-oriented SR (ToSR)
training that emphasizes the temporal continuity between consecutive frames. We
perform experiments using two state-of-the-art action recognition networks and
two well-known datasets--UCF101 and HMDB51. Results demonstrate the
effectiveness of our proposed SoSR and ToSR in improving recognition accuracy.Comment: Accepted to ICCV 2019. Code:

A Brief History of AGN
Astronomers knew early in the twentieth century that some galaxies have
emission-line nuclei. However, even the systematic study by Seyfert (1943) was
not enough to launch active galactic nuclei (AGN) as a major topic of
astronomy. The advances in radio astronomy in the 1950s revealed a new universe
of energetic phenomena, and inevitably led to the discovery of quasars. These
discoveries demanded the attention of observers and theorists, and AGN have
been a subject of intense effort ever since. Only a year after the recognition
of the redshifts of 3C 273 and 3C 48 in 1963, the idea of energy production by
accretion onto a black hole was advanced. However, acceptance of this idea came
slowly, encouraged by the discovery of black hole X-ray sources in our Galaxy
and, more recently, supermassive black holes in the center of the Milky Way and
other galaxies. Many questions remain as to the formation and fueling of the
hole, the geometry of the central regions, the detailed emission mechanisms,
the production of jets, and other aspects. The study of AGN will remain a

Newly confirmed and high quality candidate Galactic SNRs uncovered from the AAO/UKST HAlpha survey
We present a catalogue of 18 new Galactic supernova remnants (SNRs) uncovered
in the optical regime as filamentary emissions and extended nebulosities on
images of the Anglo Australian Observatory/United Kingdom Schmidt Telescope
(AAO/UKST) HAlpha survey of the southern Galactic plane. Our follow-up spectral
observations confirmed classical optical SNR emission lines for these 18
structures via detection of very strong [SII] at 6717 and 6731A relative to
HAlpha ([SII]/HAlpha> 0.5). Morphologically, 10 of these remnants have
coherent, extended arc or shell structures, while the remaining objects are
more irregular in form but clearly filamentary in nature, typical of optically
detected SNRs.
In 11 cases there was a clear if not complete match between the optical and
radio structures with H filamentary structures registered inside and along the
presumed radio borders. Additionally, ROSAT X-ray sources were detected inside
the optical/radio borders of 11 of these new remnants and 3 may have an
associated pulsar.
The multi-wavelength imaging data and spectroscopy together present strong
evidence to confirm identification of 18 new, mostly senile Galactic SNRs. This
includes G288.7-6.3, G315.1+2.7 and G332.5-5.6, identified only as possible
remnants from preliminary radio observations. We also confirm existence of

NASA JSC neural network survey results
A survey of Artificial Neural Systems in support of NASA's (Johnson Space Center) Automatic Perception for Mission Planning and Flight Control Research Program was conducted. Several of the world's leading researchers contributed papers containing their most recent results on artificial neural systems. These papers were broken into categories and descriptive accounts of the results make up a large part of this report. Also included is material on sources of information on artificial neural systems such as books, technical reports, software tools, etc
Current Performance of the SLD VXD3
During 1996, the SLD collaboration completed construction and began operation
of a new charge-coupled device (CCD) vertex detector (VXD3). Since then, its
performance has been studied in detail and a new topological vertexing
technique has been developed. In this paper, we discuss the design of VXD3,
procedures for aligning it, and the tracking and vertexing improvements that
