    Towards Secure and Legal E-Tendering

    Tendering processes are considered to be a suitable mechanism for governments to fairly assign contracts for construction projects and procurement. The demand for efficiencies to be created in the process has resulted in a significant number of governments implementing e-tendering systems. E-tendering systems generally involve the submission of tender offer documents to a secure system hosted by the government (principal). An electronic environment presents obvious opportunities for collusion between principal and certain tenderers, fraud by tenderers and a minefield of legal uncertainties for fuelling protracted disputes. Critical examination of the security and legal requirements for e-tendering systems does not appear in the current literature. This paper identifies key security and legal issues to be addressed in the design of e-tendering systems, which may be included in e-procurement software, and proposes a new e-tendering architecture, using distributed trusted third parties which may be suitable for secure large scale operations such as the construction industry

    Tendering process is utilized by principal to invited capable tenderer to participate in competitive bid for winning a large project.Due to advent of IT infrastructure, E-tendering is introduced and adopted in many countries. Yet, an electronic environment did not promise curbing collusion between principal and certain tenderers. Other than common threats to system like security breaches by malicious parties, security issue related to ethical issue like fraud and repudiation issue where no evidence existed to denied it.In this paper, common threats for e-tendering process altogether with security countermeasure are described. This three interrelated attribute (consist of tender phase, threat and security countermeasure) are illustrated in misuse case for better understanding of the risk that may occurs in particular tender phase.     A Secured Model of E-Tendering Using Unified Modeling Language Approach

    E-Tendering systems remain uncertain on issues relating to legal and security compliance, in which unclear security framework is one of the issues. In te current situation, tendering systems are lacking in addressing integrity, confidentiality, authentication, and non-repudiation. Thus, ensuring the system requirements, consider security and trust issues has to be regarded as one of the challenges in developing an e-Tendering system. Therefore, this paper a model of a secured e-Tendering system using Unified Modeling Language (UML) approach. The modelling process begins with identifying the e-Tendering process, which is based on Australian Standard Code of Tendering (AS 4120-1994). It is followed by identifying the security threats and its countermeasure. The use case approach has been proven reliable in determining appropriate requirements for handling security issues. Having considered that, the outcome of this paper is a secured e-Tendering model. The model can guide developers as well as other researchers

    Fair and Transparent Blockchain based Tendering Framework - A Step Towards Open Governance

    Society is in constant transition to keep up with technological advancement, we are seeing traditional paradigms being increasingly challenged. The fundamentals of governance are one such paradigm. As society's values have shifted, so have expectations of government shifted from the traditional model to something commonly referred to as 'open governance'. Though a disputed term, we take open governance to mean a concept, which encourages and facilitates openness, accountability, and responsiveness to citizens. For the success of open governance initiatives, there are some technologies, such as the internet, that are crucial. These technologies enable access to both the data and to engagement activities between citizens and government. There are also other technologies, like blockchain and smart contacts, which could be utilised to assist open governance. A sound starting point would be moving from a system where information is tediously released by a government, on an 'as they please' basis, to an infrastructure where critical actions are captured with strong integrity, non-repudiation and evidential guarantees. With an added dimension that facilitates these actions record be accessible to public scrutiny in near real-time. One candidate technology for capturing such actions is blockchain. The blockchains utility is being recognised through smart contracts - potentially a vital building block to realising open and transparent government activities. In this paper, we employ the concept of smart contracts to government tendering activities. The proposed scheme is based on smart contracts, enabling a fair, transparent and independently verifiable (auditable) government tendering scheme.     Electronic Tendering: Recognising a More Effective Use of Information Communications Technology in the Irish Construction Industry

    When undertaking a traditional tender in Ireland, computer applications are heavily relied upon. Documents, from drawings to Bills of Quantities, are created with an array of computer applications. These documents are subsequently exchanged from surveying firms to a number of main contractors and, additionally, from the main contractors to subcontractors. However, even though the documents have originated in an electronicform, the majority of the documents are communicated in a paper format. Therefore, with each new communication between the parties more paperwork is created. This system of communication is inefficient and process gains can be made through the utilization of already existing Information Communication Technologies (ICT) . The thesis initially provides an analysis of the literature relating to the existing traditional tender process in the Irish construction industry. These findings are then compared with techniques being undertaken in other parts of the world, where ICT is implemented to a greater degree in the tender process. An observation study, subsequently, reveals a clearer picture of the tender process to the author. In particular, the tasks a contractor completes when pricing a competitive tender are clarified. The communication methods used by the contractor between both the PQS and subcontractors are also investigated. This investigation shows that a relatively low level of eCommunication is being undertaken by the individuals within the industry. A survey carried out by the author in the summer of 2008, establishes the current level of ICT usage in Irish construction companies with respect to the tendering process. These results show that there is a similar level of eTendering uptake to that of other countries. However, this uptake is significantly discouraged by a number of barriers identified by the author.Finally, the thesis presents an industry led pilot project. This pilot projectclarifies the potential cost savings that the Irish construction industry achieved through the application of integrated ICT tools in the construction tendering proces

    Establishing an Internet Based Paediatric Cancer Registration and Communication System for the Hungarian Paediatric Oncology Network

    Cancer registration has developed in Europe over the last 50 years, and in the last decade intensive joint activities between the European Cancer Registries, in response to the need of pan-European harmonization of registration practices, have taken place. The Hungarian Paediatric Cancer Registry has been functioning as the database of the Hungarian Paediatric Oncology Network since 1971, aiming to follow the incidence and the treatment efficacy of malignant diseases.The goals of this globally unique open source information system are the following: 1) to raise the quality of the registration system to the European level by developing an Internet-based registration and communication system, modernizing the database, establishing automatic statistical analyses and adding an Internet website, 2) to support clinical epidemiological studies that we conduct with international collaborators on detailed analyses of the characteristics of patients and their diseases, evaluation of new diagnostic and therapeutic methods, prevention programs, and long-term quality of life and side effects.The benefits of the development of the Internet-based registration and communication system are as follows: a) introduction of an Internet-based case reporting system, b) modernization of the registry database according to international recommendations, c) automatic statistical summaries, encrypted mail systems, document repository, d) application of data security and privacy standards, e) establishment of a website and compilation of educational materials.The overall objective of this scientific project is to contribute towards the improvement of cancer prevention and cancer care for the benefit of the public in general and of cancer patients in particular

    Pendekatan konstruktif dalam inovasi pengajaran dan pembelajaran Bahasa Melayu di Kolej Vokasional

    Pendekatan konstruktif adalah pendekatan pengajaran dan pembelajaran yang berpusatkan pelajar manakala inovasi pengajaran pula dikaitkan dengan kaedah pengajaran yang terbaru demi mengukuhkan pemahaman pelajar. Pembelajaran berasaskan pendekatan konstruktif merupakan elemen yang penting dan perlu difahami oleh guru-guru bagi memantapkan proses pengajaran dan pembelajaran sesuai dengan peredaran masa dan menjayakan proses tranformasi pendidikan negara. Objektif kajian ini dijalankan untuk mengenal pasti pemahaman guru-guru bahasa Melayu berkaitan inovasi, mengenal pasti perbezaan yang wujud antara guru lelaki dan guru perempuan dalam mengamalkan inovasi, pengkaji juga melihat adakah wujud perbezaan antara guru baru dan guru yang sudah berpengalaman dalam aspek mengaplikasikan inovasi serta mengenal pasti kekangan-kekangan yang dialami oleh para guru untuk mengaplikasikan inovasi di sekolah. Seramai 63 orang guru bahasa Melayu dari lapan buah kolej vokasional telah dipilih sebagai responden dalam kajian ini. Data dianalisis menggunakan perisian Winsteps 3.69.1.11 dengan pendekatan Model Pengukuran Rasch. Hasil analisis menunjukkan bahawa guru�guru bahasa Melayu memahami kepentingan inovasi dalam pengajaran dan pembelajaran. Hasil kajian juga menunjukkan guru-guru perempuan lebih banyak menerapkan unsur inovasi dalam pengajaran berbanding guru lelaki. Walaupun begitu, aspek pengalaman tidak menunjukkan perbezaan dari segi pengamalan inovasi sama ada guru baru ataupun guru yang sudah berpengalaman. Pengkaji juga mengenal pasti beberapa kekangan yang dialami oleh guru-guru untuk mengamalkan inovasi ini. Sebagai langkah untuk menangani masalah berkenaan, beberapa cadangan telah dikemukakan oleh pengkaji bagi memastikan guru-guru dapat merealisasikan proses pengajaran berkesan dengan penerapan inovasi mengikut model pendekatan konstruktif. Pengkaji berharap, kajian ini dapat dijadikan sebagai satu panduan kepada pelaksana kurikulum bagi memastikan budaya inovasi sentiasa menjadi amalan dalam kalangan guru demi mengangkat profesionalisme guru di Malaysia
