    Inter-American War Game

    The 2013 Inter-American War Game (IAWG) was hosted by the U.S. Naval War College. The IAWG is intended to provide an opportunity for professional exchange of views among maritime war colleges in the Western Hemisphere, ultimately to enhance multinational cooperation among our maritime forces. The 2013 IAWG was organized into an on-line planning phase in Feb 2013, an on- line execution phase in May 2013, and Closing Conference analysis phase in Aug 2013. IAWG countries include: Argentina, Bolivia, Brazil, Canada, Chile, Colombia, Dominican Republic, Ecuador, Mexico, Paraguay, Peru, United States, Uruguay, and Venezuela. Invitations were to participate were provided to each IAWG country. Twelve countries participated in the 2013 IAWG

    An integrated place-based approach for the improvement of territorial and social cohesion is the new instance for planning disciplines, coming from EU New Cohesion Policies. This paper considers the territorial impact assessment of regional development policies as a precondition in order to develop balanced and effective operative programs at national and regional levels. The contribution of 'open data' appears to be mature in order to support this application and in this paper we present a spatial analysis technique for the evaluation of EU funds effects at territorial level, starting from open data by Open Cohesion. The application is focused on internal areas of Basilicata Region: Agri river Valley. A complex contest, where environmental and agricultural traditional vocations conflict with a recent development of oil extraction industries. Conclusions concern further applications and perspectives to improve and support regional development planning considering the exploitation of open data sources and spatial analysis

    Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    Why do e-government initiatives which are commonly implemented to achieve similar policy goals produce different outcomes in different nations? To answer this question, this paper examines e-government policy structure, which has been regarded as one of the most important institutional arrangements for e-government promotion (European Commission, 2007; Park, 2006; OECD, 2005; Eifert and Puschel, 2004). Specifically, the legal framework, the managerial tools for coordination and control, and the organizational arrangements of the e-government policy structures of the Bush administration in the U.S. and of Roh administration in Korea are compared. Based on such a comparative analysis, this study demonstrates how different institutional arrangements of e-government policy structure influence the different outcomes of BRMs in the two nations

    The role of information systems integration in achieving Batho Pele within the KZN Provincial public service.

University of KwaZulu-Natal, Durban 2014.A major responsibility confronted the Government of National Unity (GNU) in 1994 was to undo the apartheid legacies of poverty, inequality and racial segregation in order to create a single, and efficient public service that delivered on the basic needs of all citizens (Managa, 2012). Integrated information systems and technologies have been identified as being integral for the acceleration of efficient and effective service delivery (Gershon, 2004). The objective of this study is to examine integrated information systems (IS) as a means of achieving Batho Pele within the KwaZulu-Natal Provincial Government (KZNPG). This research looks at how integration of information systems in the KZNPG can enhance the levels of service delivery through effective and optimal utilisation of integrated IT/IS resources and the alignment of processes to Batho Pele Principles. The KZNPG subscribes to Batho Pele (a Sotho word which means “People first”) principles and procedures. The Batho Pele policy provides a formalised structure in accelerating the delivery of public services to citizens and process improvement initiatives by national government (Government Gazette Notice 1459 of 1997). Objectives for the study and research questions were formulated after an in-depth literature review. The literature review serves to provide both the information integration framework and the e-government integration framework; and to establish what evidence, as discovered by other researchers, exist on information integration. The questionnaire was developed in line with the research objectives, and was distributed to approximately four hundred KZNPG staff members identified as IT end-users who form part of the target population. A total number of one hundred and forty-four questionnaires were returned. Data was collected using a self administered questionnaire and the SPSS software package was used to analyse the data. Descriptive frequency analysis and frequency bar graphs results were used to present the data. Bivariate Spearman’s correlation showed that there was a positive association between integrated systems and service delivery. The findings of the study indicated that information systems (IS) integration can help achieve Batho Pele within the KZNPG. Other findings suggested that KZN Provincial government lacks adequately trained IT resources to properly achieve its stated goals
