    Financial Systems and Economic Growth: An Evaluation Framework for Policy

    The purpose of this paper is to develop an analytical framework for discussing the link between financial systems and economic growth. Financial systems help overcome an information asymmetry between borrowers and lenders. If they do not function well, economic growth will be negatively affected. Three policy implications follow. First, the analysis underscores the importance of maintaining solid legal foundations because the financial system relies on these. Second, it demonstrates the necessity for reforming tax policy as it applies to investment, as this is demonstrated to significantly affect the operation of the financial system. Finally, given the importance of financial development for economic growth, a more in-depth review of New Zealand’s financial system in the context of financial regulation and supervision would be valuable.Economic growth; financial development; financial systems; financial regulation; legal system; institutions; tax

    Student experiences of peer review marking of team projects

    Peer review of students is a partial response to critics of group work who cite drawbacks of "free riders" and de-motivation. It is often used to motivate and focus students on their own development within a group work setting. Pressures of time, budget and student numbers often obviate deeper study of alternative assessment techniques. The study reported in this paper, made possible by an HEA grant, allowed for analysis of a peer review mechanism that had been operating for a number of years alongside a new web-based system. The paper reviews criticisms of peer review techniques in existing literature and outlines how student experiences of peer review were researched. Qualitative outcomes are discussed alongside an analysis of quantitative data from the systems used. Key conclusions from this research are that the data collection method made no significant difference to the reported student experiences of peer review or to the peer review marks. The findings update and strengthen previous literature and provide important new insights into the emotional perspective of students. The findings from this research are being used to aid development of the webbased system and to establish 'good practice' guidance on the deployment of this valuable and innovative technique

    An expert system development methodology which supports verification and validation

    Expert systems have demonstrated commercial viability in a wide range of applications, but still face some obstacles to widespread use. A major stumbling block is the lack of well defined verification and validation (V and V) techniques. The primary difficulty with expert system V and V is the use of development methodologies which do not support V and V. As with conventional code, the key to effective V and V is the development methodology. An expert system development methodology is described which is based upon a panel review approach, that allows input from all parties concerned with the expert system
