    Considerations for a design and operations knowledge support system for Space Station Freedom

    Engineering and operations of modern engineered systems depend critically upon detailed design and operations knowledge that is accurate and authoritative. A design and operations knowledge support system (DOKSS) is a modern computer-based information system providing knowledge about the creation, evolution, and growth of an engineered system. The purpose of a DOKSS is to provide convenient and effective access to this multifaceted information. The complexity of Space Station Freedom's (SSF's) systems, elements, interfaces, and organizations makes convenient access to design knowledge especially important, when compared to simpler systems. The life cycle length, being 30 or more years, adds a new dimension to space operations, maintenance, and evolution. Provided here is a review and discussion of design knowledge support systems to be delivered and operated as a critical part of the engineered system. A concept of a DOKSS for Space Station Freedom (SSF) is presented. This is followed by a detailed discussion of a DOKSS for the Lyndon B. Johnson Space Center and Work Package-2 portions of SSF

    Probabilistic Modeling, Estimation and Control for CALS Organization-Technical-Economic Systems

    Theoretical propositions of new probabilistic methodology of analysis, modeling, estimation and control in stochastic organizational-technical-economic systems (OTES) based on stochastic CALS informational technologies are considered. Stochastic integrated logistic support (ILS) of OTES modeling life cycle (LC), stochastic optimal of current state estimation in stochastic media defined by internal and external noises (including specially organized OTES-NS (noise support) and stochastic OTES optimal control) according to social-technical-economic-support criteria in real time by informational-analytical tools (IAT) of global type are presented. OTES-CALS are nonlinear and continuous-discrete. So we use approximate methods of normal approximation of probabilistic densities both for modeling and estimation. Spectrum of possibilities may be broaden by solving problems of OTES-CALS integration for existing markets of finances, goods and services.     Supplier Management Improvement in Aviation Industry: A Case Study of Beriev Aircraft Company

    In modern practice the problems of aircraft production take on a new character in an ever-changing geopolitical situation in the world. The aviation industry is one of the most promising trends for development of the national high-tech production. It requires special attention, as the potential is the source of a qualitatively new economic growth of countries in general and Russia in particular. In our research, we designated specific production of civil aircraft issues, which have, from the authors view point, the major influence on the industry product competitiveness for the aircraft factory. The purpose of this paper is to study and analyze domestic and international experience in supply chain management of the aviation industry to enhance the competitiveness of aircraft factory products. A case study applied at the aircraft factory to propose a method of selecting suppliers for improving the quality and competitiveness of the industry product. Based on undertaken analysis, the authors designated specific areas of strategy implementation for the supply chain management when entering new markets with products of aircraft factory. According to current situation at aviation industry, strategic scenario of quality management improvement with the priority of supply chain management processes is proposed after aircrafts mass production launch at aircraft factory

    Assessing the Efficiency of an Insurance Provider - A Measurement Error Approach

    The purpose of this paper is to compare the cost efficiency of private and public property insurance providers in Switzerland. The most commonly used measure for this kind of exercise is the Claims / Premium ratio. We argue that this measure may give strongly biased results. We develop a simple model to test whether the elasticity of premiums with respect to claims is less than unity. We address the fact that premium income is relatively stable across time, while claims are not, using estimation techniques that correct for measurement error. We develop tools to cope with heteroskedasticity in such measurement errors and apply the model to a data set on 19 firms in housing insurance markets in Switzerland.     Performance improvement in pharmaceutical R&D through new outsourcing models

    The stimulation of innovation in the pharmaceutical industry through outsourcing of research and development (R&D) activities within the drug discovery and development process is analysed. The empirical data were collected through interviews with experts of pharmaceutical companies and service providers between 2002 and 2005. Additionally, in 2008, the outsourcing behaviour of the already interviewed and additional companies was analysed through desk research. The results show that the outsourcing behaviour of traditional and emerging pharmaceutical companies is completely different. Whereas the make-or-buy decisions of traditional companies are mainly competency or know-how driven, that of emerging companies are primarily capacity or cost driven. Nevertheless, for both types of companies the cooperation model of “strategic partnership” offers access to high-level expertise while reducing fixed costs and complexity. Within this model, external providers are temporarily integrated into internal R&D teams and thus able to support R&D projects flexibly and more timely

    The Impact of E-Procurement on the Number of Suppliers: Where to Move to?

    This paper examines how electronic procurement influences the organization of economic transactions. It seeks evidence for ICT-induced changes in how companies organize their activities and whether ICT lead to more competitive and transparent markets. Testing the relationship between the effect of electronic procurement on procurement cost and sourcing strategy, I provide new evidence that electronic procurement leads to more market transactions. This leads to the conclusion that electronic procurement increases market transparency, lowers search and supplier switching costs and improves the management of supply chain and contradicts the predictions that ICT will lead to a dominance of network-like organizational form and an increasing reliance on hybrid forms of organizing economic transactions. Two implications emerge from these results. The first one is relevant for companies engaging in ICT projects. ICT combined with changes in business strategy leads to a reduction of market transaction costs and, as a result, opens up new possibilities in terms of how business activities can be organized and/or how to structure competition in upstream markets. This effect of new technologies is of clear benefit to companies successfully implementing and using new technologies. The second implication is of great importance for companies whose customers implement ICT to intensify competition among suppliers.
