    Cultural accessible pedestrian ways. The case of Faro historic centre

    In a historic city the existence of accessible pedestrian routes constitutes an essential feature to a true access to culture heritage, contributing for processes of social inclusion. It is necessary to create accessible pedestrian infrastructures network to hold a set of attributes that guarantee usability for all citizens. The creation and design of an accessible physical environment should be considered as a criterion of urban quality, which will make walking more pleasant not only for the elderly and people with disabilities but, also, for the entire resident population and tourists. In this case study it is ascertainable whether the physical characteristics of pedestrian infrastructures of cultural interest, located in the Historical Centre of Faro (Portugal), comply with the requirements of the National Law of Accessibility. There has, therefore, been created a methodology for evaluating the accessibility of pedestrian infrastructure through the construction of performance indicators. The analysis is achieved through a model of evaluation of the degree of conformity of the spaces, and presented, spatially, with appeal to a Geographical Information System, which is a tool to support the decision taking in the processes of urban rehabilitation, thus contributing to the choice of priority areas of intervention in the field of accessibility.     Arctic Standards: Recommendations on Oil Spill Prevention, Response, and Safety in the U.S. Arctic Ocean

    Oil spilled in Arctic waters would be particularly difficult to remove. Current technology has not been proved to effectively clean up oil when mixed with ice or when trapped under ice. An oil spill would have a profoundly adverse impact on the rich and complex ecosystem found nowhere else in the United States. The Arctic Ocean is home to bowhead, beluga, and gray whales; walruses; polar bears; and other magnificent marine mammals, as well as millions of migratory birds. A healthy ocean is important for these species and integral to the continuation of hunting and fishing traditions practiced by Alaska Native communities for thousands of years.To aid the United States in its efforts to modernize Arctic technology and equipment standards, this report examines the fierce Arctic conditions in which offshore oil and gas operations could take place and then offers a summary of key recommendations for the Interior Department to consider as it develops world-class, Arctic-specific regulatory standards for these activities. Pew's recommendations call for improved technology,equipment, and procedural requirements that match the challenging conditions in the Arctic and for full public participation and transparency throughout the decision-making process. Pew is not opposed to offshore drilling, but a balance must be achieved between responsible energy development and protection of the environment.It is essential that appropriate standards be in place for safety and for oil spill prevention and response in this extreme, remote, and vulnerable ecosystem. This report recommends updating regulations to include Arctic specific requirements and codifying temporary guidance into regulation. The appendixes to this report provide substantially more detail on the report's recommendations, including technical background documentation and additional referenced materials.     Data-driven algorithms for enhanced transportation infrastructure asset management

    State highway agencies collect a considerable amount of digital data to document as well as support a variety of decision-making processes. This data is used to develop insights and extract information to enhance serval decision-making systems. However, digital data collected by highway agencies has been consistently underutilized especially in supporting data-driven or evidence-based decision-making systems. This underutilization is a result of a poor established connection between the data collected and its final possible usage. This study analyzes the digital data collected by highway agencies to enhance the reliability of decision-making systems by utilizing Geographic Information Systems (GIS) and data analytics. This study will a) develop an enhanced Life-Cycle Cost Analysis (LCCA) for pavement rehabilitation investment decisions by establishing a novel cost classification system , b) identifying the barriers and challenges faced by agencies to adopt a data-driven pavement performance evaluation process, and c) develop a dynamic pavement delineation algorithm that aggregates the pavement condition data at the distress level. In order to achieve these objectives, the study uses different digital dataset including a) pavement rehabilitation historical bid-data, b) pavement rehabilitation as-built drawings, c) pavement condition data, and d) pavement maintenance and rehabilitation geospatial data. The study developed an enhanced life-cycle cost analysis practice that would significantly improve the economic evaluation accuracy of investment decisions. Additionally, the study identified seven major barriers and challenges that hinder the adoption of a data-driven pavement performance evaluation. Finally, the study developed and automated a pavement delineation algorithm using Python programming language. This study is expected help highway agencies utilize their historical digital datasets to support a variety of decision-making systems. Furthermore, the study paves the way to adopting and implementing data-driven and evidence based decision-making processes

    Smart economics: evaluation of Australian aid support for women’s economic empowerment

    This report evaluates how effective Australia has been in achieving gender equality outcomes in economic development programs. Executive summary Promoting women’s economic empowerment is ‘smart economics’. When women are fully involved in economic development, countries become more equitable and prosperous. Worldwide, there has been steady progress for women and girls in the key sectors of health and education. However, Australia—like most donors—has had limited success in achieving gender equality outcomes in economic development programs. Last financial year, approximately 25 per cent of the Australian aid budget was invested in the economic sectors, ranging from primary industry through to the production of goods and provision of services. Australian aid support for economic development is mainly concentrated on agriculture, rural development and transport. Smaller, but still significant, amounts of aid focus on energy, trade, and business and banking. Less than a third of this economic sector investment can demonstrate an explicit focus on gender equality. This is a concern, especially given Australia’s longstanding policy of ‘mainstreaming’ gender equality in its aid program

    A Worker Dialogue: Improving Health Safety and Security at DOE

    During the summer of 2010, the Department of Energy Office of Health, Safety and Security (HSS) partnered with the National Academy of Public Administration to host an online dialogue to solicit ideas from front line union workers at DOE sites on how to improve worker safety across the DOE complex. Based on the results of the Dialogue, an expert Panel of the National Academy identified several themes that emerged from workers' suggestions and offered recommendations for HSS in following up on the issues raised as well as continuing to build its capacity for employee engagement.Key FindingsBased specifically on the Dialogue results, the Panel recommended HSS further investigate several issues and claims discussed by workers as well as assess the current state of reporting processes in DOE to determine if changes are necessary. In addition, the Dialogue revealed many knowledge gaps among workers regarding the substance of worker health and safety regulations in DOE, which should prompt HSS to consider expanding efforts to educate workers about these regulations.The Panel also issued several recommendations for HSS to build its capacity to engage union workers. These recommendations included considering alternate channels of reaching front-line workers and continuing engagement with workers by articulating and undertaking concrete next steps with the input received

    Assessment of institutional barriers to the use of natural gas fuel in automotive vehicle fleets

    Institutional barriers to the use of natural gas as a fuel for motor vehicle fleets were identified. Recommendations for barrier removal were developed. Eight types of institutional barriers were assessed: (1) lack of a national standard for the safe design and certification of natural gas vehicles and refueling stations; (2) excessively conservative or misapplied state and local regulations, including bridge and tunnel restrictions, restrictions on types of vehicles that may be fueled by natural gas, zoning regulations that prohibit operation of refueling stations, parking restrictions, application of LPG standards to LNG vehicles, and unintentionally unsafe vehicle or refueling station requirements; (3) need for clarification of EPA's tampering enforcement policy; (4) the U.S. hydrocarbon standard; (5) uncertainty concerning state utility commission jurisdiction; (6) sale for resale prohibitions imposed by natural gas utility companies or state utility commissions; (7) uncertainty of the effects of conversions to natural gas on vehicle manufactures warranties; and (8) need for a natural gas to gasoline equivalent units conversion factor for use in calculation of state road use taxes
