    Third National Garrett Morgan Sustainable Transportation Symposium, MTI Report S-02-01

    On May 2, 2003, the Mineta Transportation Institute joined numerous authorities in the surface transportation industry with several middle and elementary schools to discuss the topic of sustainable transportation. The purpose of this forum was to expose the students (from Maryland, Virginia, and California) to the many opportunities available to them in transportation-related careers, and to discuss the utilization of many natural resources to develop alternatives to current modes of transportation. Each of the schools participated in a videoconference to present projects for sustainable transportation options for the future. Their ideas included powering buses, cars, light rail, and ultra-light rail systems with solar energy, fuel cells, and wind. The symposium concluded with a question and answer session at the end.     Designing and Operating Safe and Secure Transit Systems: Assessing Current Practices in the United States and Abroad, MTI Report 04-05

    Public transit systems around the world have for decades served as a principal venue for terrorist acts. Today, transit security is widely viewed as an important public policy issue and is a high priority at most large transit systems and at smaller systems operating in large metropolitan areas. Research on transit security in the United States has mushroomed since 9/11; this study is part of that new wave of research. This study contributes to our understanding of transit security by (1) reviewing and synthesizing nearly all previously published research on transit terrorism; (2) conducting detailed case studies of transit systems in London, Madrid, New York, Paris, Tokyo, and Washington, D.C.; (3) interviewing federal officials here in the United States responsible for overseeing transit security and transit industry representatives both here and abroad to learn about efforts to coordinate and finance transit security planning; and (4) surveying 113 of the largest transit operators in the United States. Our major findings include: (1) the threat of transit terrorism is probably not universal—most major attacks in the developed world have been on the largest systems in the largest cities; (2) this asymmetry of risk does not square with fiscal politics that seek to spread security funding among many jurisdictions; (3) transit managers are struggling to balance the costs and (uncertain) benefits of increased security against the costs and (certain) benefits of attracting passengers; (4) coordination and cooperation between security and transit agencies is improving, but far from complete; (5) enlisting passengers in surveillance has benefits, but fearful passengers may stop using public transit; (6) the role of crime prevention through environmental design in security planning is waxing; and (7) given the uncertain effectiveness of antitransit terrorism efforts, the most tangible benefits of increased attention to and spending on transit security may be a reduction in transit-related person and property crimes

    The Handicapped and Mass Transportation: The Effectiveness of Section 504 in Implementing Equal Access

    In an effort to advance the rights of handicapped people to use mass transportation, the Department of Transportation has enacted a series of regulations that required facilities to be updated to allow for effective use by the handicapped, including the non-ambulatory wheelchair bound. As part of these regulations, section 504 of the Rehabilitation Act contained a general clause prohibiting discrimination against the handicapped by recipients of federal funds. The legislative history of the Rehabilitation Act makes it clear that Congress intended the handicapped to be integrated into mainstream society. Imposition of such a dichotomy, moreover runs afoul of the Federal-Aid Highway Act which requires effective use of mass transportation for the handicapped - mobility. While section 504\u27s early history was closely tied with the Civil Rights Act of 1964, Congress, courts, and administrative agencies have increasingly lost sight of the statute\u27s genesis. What began as a humanitarian gesture to give the handicapped substantive statutory equal protection rights has since disintegrated into yet another symbolic law with practically no enforcement muscle behind it. The Supreme Court\u27s conclusion that affirmative action is not generally required in a cause of action based exclusively on section 504 placed an onerous burden on the handicapped. While the DOT regulations, governed in part by section 504, specify the steps which must be taken to make mass transit accessible, federal fund recipients, the MTA in particular, have evidence their reluctance to comply and have been lent an increasingly sympathetic ear by the federal government. Thus, handicapped groups will have to be innovative in finding rights conferred by statutes other than section 504

    Haptic Transit: Tactile feedback to notify public transport users

    To attract people to use public transport, efficient transit information systems providing accurate, real-time, easy-tounderstand information must be provided to users. In this paper we introduce HapticTransit, a tactile feedback based alert/notification model of a system, which provides spatial information to the public transport user. The model uses real-time bus location with other spatial information to provide feedback about the user as their journey is in progress. The system allows users make better use of „in-bus‟ time. It allows the user be involved with other activities and not be anxious about the arrival at their destination bus stop. Our survey shows a majority of users have missed a bus stop/station whilst undertaking a transit journey in an unfamiliar location. The information provided by our system can be of great advantage to certain user groups. The vibration alarm is used to provide tactile feedback. Visual feedback, in the form of colour coded buttons and textual description, is also provided. This model forms the basis for further research for developing information systems for public transport users with special needs – deaf, visually impaired and those with poor spatial abilities

    Advanced Low-Floor Vehicle (ALFV) Specification Research

    This report details the results of research on market comparison, operational cost efficiencies, and prototype tests conducted on a novel design for an Advanced Low Floor Vehicle (ALFV), flex-route transit bus. Section I describes how the need for such a bus arises from a combination of diminishing transit funding from the federal government and demographic and transportation factors. Section II describes the unique features of this bus design that render it suitable for rural and urban operation, including improved transit passenger and wheelchair accessibility, reduced maintenance, structural design features, safety provisions, and the technical specifications of this design. Section III details the potential differences in capital and operational costs of procuring and operating this bus in a fleet. Potential cost reductions due to the long-life vehicle concept, maneuverability, operational savings (from APTA Bus Roadeo tests), and reserve fleet savings are explored. Section IV refers to the Federal Transit Administration (FTA) new model bus tests (“Altoona Testing”). However, at the this time, the Altoona Bus Test Report for these tests is not yet released by the bus manufacturer, Ride Solution, Inc., as is its right under the Bus Testing Regulation. The report must be released to the public before this bus can be purchased by a transit agency using FTA funds. In addition to the standard Altoona Bus Test, additional research was conducted to determine the turning ability, suspension travel, ramp travel index, field of view for the driver, compliance to Americans with Disabilities Act (ADA) requirements, and timed assessment of wheelchair securement. Section IV also presents the results of these tests. Section V presents results from a market comparison that included the buses in this mid-size category that were tested at Altoona and are expected to be available for FTA grantees to purchase. The specifications and performance of the ALFV bus are compared with these buses. Section VI presents a flex-route utilization plan, and Section VII provides the results from a survey of transit professionals about their interest in the features of this bus design. Section VIII gives Ride Solution’s experience in developing the concept for ALFV. Conclusions of this report are presented in Section IX, followed by the references and appendices
