    Settlement in modern network-based payment infrastructures – description and prototype of the E-Settlement model

    Payment systems are undergoing rapid and fundamental changes stimulated largely by technological progress especially distributed network technology and real-time processing. Internet and e-commerce will have a major impact on payment systems in the future. User demands and competition will speed up developments. Payment systems will move from conventions that were originally paper-based to truly network-based solutions. This paper presents a solution – E-Settlement – for improving interbank settlement systems. It is based on a decentralised approach to be fully integrated with the banks’ payment systems. The basic idea is that central bank money, the settlement cover, is transferred as an encrypted digital stamp as part of the interbank payment message. The future payment systems would in this model operate close to the Internet/e-mail concept by sending payment messages directly from the sending bank’s account/payment server to the system of the receiving bank with immediate final interbank settlement without intervening centralised processing. Payment systems would become more efficient and faster and the overall structure would be come straightforward. The E-Settlement and network-based system concept could be applied with major benefits for correspondent banking, ACH and RTGS processing environments. In order to assess this novel idea the Bank of Finland built a prototype of the E-Settlement model. It consist of a group of emulated banks sending payments to each other via a TCP/IP network under the control of a central bank as the liquidity provider and an administration site monitoring the system security.     Collaborative trails in e-learning environments

    This deliverable focuses on collaboration within groups of learners, and hence collaborative trails. We begin by reviewing the theoretical background to collaborative learning and looking at the kinds of support that computers can give to groups of learners working collaboratively, and then look more deeply at some of the issues in designing environments to support collaborative learning trails and at tools and techniques, including collaborative filtering, that can be used for analysing collaborative trails. We then review the state-of-the-art in supporting collaborative learning in three different areas – experimental academic systems, systems using mobile technology (which are also generally academic), and commercially available systems. The final part of the deliverable presents three scenarios that show where technology that supports groups working collaboratively and producing collaborative trails may be heading in the near future

    Exploratory Study of the Privacy Extension for System Theoretic Process Analysis (STPA-Priv) to elicit Privacy Risks in eHealth

    Context: System Theoretic Process Analysis for Privacy (STPA-Priv) is a novel privacy risk elicitation method using a top down approach. It has not gotten very much attention but may offer a convenient structured approach and generation of additional artifacts compared to other methods. Aim: The aim of this exploratory study is to find out what benefits the privacy risk elicitation method STPA-Priv has and to explain how the method can be used. Method: Therefore we apply STPA-Priv to a real world health scenario that involves a smart glucose measurement device used by children. Different kinds of data from the smart device including location data should be shared with the parents, physicians, and urban planners. This makes it a sociotechnical system that offers adequate and complex privacy risks to be found. Results: We find out that STPA-Priv is a structured method for privacy analysis and finds complex privacy risks. The method is supported by a tool called XSTAMPP which makes the analysis and its results more profound. Additionally, we learn that an iterative application of the steps might be necessary to find more privacy risks when more information about the system is available later. Conclusions: STPA-Priv helps to identify complex privacy risks that are derived from sociotechnical interactions in a system. It also outputs privacy constraints that are to be enforced by the system to ensure privacy.Comment: author's post-prin

    Knowledge in the People: Rethinking Value in Public Rulemaking Participation

    A companion piece to Rulemaking vs. Democracy: Judging and Nudging Public Participation that Counts, this Essay continues to examine the nature and value of broader public participation in rulemaking. Here, we argue that rulemaking is a “community of practice,” with distinctive forms of argumentation and methods of reasoning that both reflect and embody craft knowledge. Rulemaking newcomers are outside this community of practice: Even when they are reasonably informed about the legal and policy aspects of the agency’s proposal, their participation differs in kind and form from that of sophisticated commenters. From observing the actual behavior of rulemaking newcomers in the Regulation Room project, we suggest that new public participation is often, if not predominantly, experiential in nature and narrative in form. We argue that it is unrealistic to expect that rulemaking newcomers can be significantly inculcated into the norms and methods of the existing rulemaking community of practice. Yet, the potential policymaking value of the on-the-ground, situated knowledge they can bring to the discussion justifies efforts to expand our understanding of the kinds of comments that should “count” in the process.     Enabling Data-Driven Transportation Safety Improvements in Rural Alaska

    Safety improvements require funding. A clear need must be demonstrated to secure funding. For transportation safety, data, especially data about past crashes, is the usual method of demonstrating need. However, in rural locations, such data is often not available, or is not in a form amenable to use in funding applications. This research aids rural entities, often federally recognized tribes and small villages acquire data needed for funding applications. Two aspects of work product are the development of a traffic counting application for an iPad or similar device, and a review of the data requirements of the major transportation funding agencies. The traffic-counting app, UAF Traffic, demonstrated its ability to count traffic and turning movements for cars and trucks, as well as ATVs, snow machines, pedestrians, bicycles, and dog sleds. The review of the major agencies demonstrated that all the likely funders would accept qualitative data and Road Safety Audits. However, quantitative data, if it was available, was helpful

MIS can therefore can be defined as an integrated user-machine system for providing information to support operations, management and decision-making functions in an Organization. The system in a nutshell, utilizes computer hardware and software, manual procedures, models for analysis planning, control and decision-making and a database.     TTA school-based research consortium initiative, the evaluation, final report

    This is the final report of the evaluation of th School-Based Research Consortium Initiative which ran in England from 1998 to 2001. The initiative was sponsored via a public/private partnership between the Teacher Training Agency (TTA), a UK Government agency, and the Centre for British Teachers (CfBT), a private not-for-profit company. The aim of the initiative was to create local infrastructures of support and action for teachers to engage ‘in and with’ research. Those infrastructures were made up of consortia, consisting in each case of a small number of schools together with a university department of education and at least one local education authority (LEA). Over the three years that it ran, the initiative spawned a considerable range and volume of research activities, including peer observation of teaching, peer review of videos of teaching, interview-based study, surveys measuring such things as rewards and sanctions in the classroom. In addition to well-developed teacher-university collaborations and some joint work with local education authorities, there were many examples of teacher-teacher collaboration (some of it between different schools), and also times when teachers and pupils worked together to devise, carry out or interpret research activity. In practice, the initiative created an environment in which it was possible to develop new research relationships across a range of partners, rather than merely transfer the locus of research to schools. Three aspects of teacher experience of the initiative are important to highlight. The first was the overwhelming testimony of teachers that the value of the initiative for them was the rediscovery of their professional confidence in a climate of low trust accountability, characterised by constant monitoring, target setting and bureaucratic demands. The second was the growth of familiarity with research practices that teachers gained through working collaboratively with their peers, with pupils, and with colleagues from the university. The third was how the process of research itself was necessarily situated in teachers’ own practices
