    On increasing of the competitiveness of the garment industry in Siberian Federal District on the basis of the industrial cluster establishment

    The issue of the development prospects of the Russian economy and the economy of its individual branches in the regions is highly relevant in terms of the increasing crises and economic development challenges. The scope of the study is a garment industry of the Siberian Federal District, which includes 12 subjects, and only six of them develop the garment industry actively. There are the regions of Kemerovo, Novosibirsk, Omsk, Tomsk, Krasnoyarsk Krai and the Republic of Khakassia. The subject matter of the research is the state and prospects of the garment industry of the Siberian Federal District. It also includes the assessment of the garment industry as one of the sub-sectors of the light industry in terms of its competitiveness in the domestic market. The purpose of the comprehensive study is to determine the conditions and factors affecting the development of the industry, as well as to identify its development reserves and competitiveness on the basis of industrial cluster’s generation. The hypothesis of this study is that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry. The main methods of the study are the comparative analysis, the expert assessment of the sector in certain regions of the Siberian Federal District, as well as the assessment of possible formation of the industrial cluster in the region. The results of the study are the evaluation of the competitiveness and prospects of the garment industry in Russia and the Siberian Federal District (a low level of development and competitiveness); the evaluation of the development level of the garment industry in the Federal District, which have showed the demand for apparel products from the population and enterprises, as well as the conditions for the provision of clothing manufacture with natural fabrics and synthetic materials, labor resources and research and development achievements; also the justification of the existing potential for development of a sectoral cluster by means of pooling together the productions and economic communications of the Novosibirsk and Omsk regions at the initial stage. The obtained results should be used to strengthen works for the development of regional industrial cluster (with a creation of a working group at the regional governments, the garment industry development programs, and practical measures for its realization), as well as a creation of conditions for stimulation of investment activity of entrepreneurs. The research has confirmed the hypothesis, that in the Siberian Federal District, there are a need and reserves to create a cluster of the garment industry

    Understanding Entrepreneurship Process and Growth in Emerging Business Ventures under Market Socialism in China

    Objectives: This paper aims to provide an insightful view of the entrepreneurial process and growth in different types of Chinese entrepreneurial enterprises under market socialism in China. This issue is explored by examining the organisational characteristics of three emerging business ventures under market reforms and institutional changes. It addresses the interactive effect of key contingency factors in entrepreneurship process and explains its impact on growth or failure outcomes in a particular ‘China type’ of market economy. Prior work: China’s hybrid economic system represents a mixed political economy with both socialist and capitalist characteristics (Lichtenstein, 1992; Morphy et al, 1992; Opper, 2001). Despite a growing body of research on Chinese small business practices alongside the economic reforms (Shen, 1994; Child, 1994; Naughton, 1994; Schlevogt, 2001; Warner, 2004; Yang, 2007; Kshetri, 2007; Yang and Li, 2008), more empirical studies are required to provide a critical insight into the emerging business practices. This research adopts a contingency model of entrepreneurship(Wickham, 2006) to examine entrepreneurship process and growth in different types of business venture. It reveals the interactive relationships among key variables such as strategy, ownership, culture and management process. Approaches: This research is undertaken through the empirical analysis of three case study companies in the textile industry. This fieldwork was conducted in 2006 and 2009 respectively. Multiple sources of data were collected including 21 open-ended interviews of owners and key managers in three case study companies. Results: The study offers an explanation on how entrepreneurship takes different forms and features in different organisational contexts. Empirical evidence supports four hypotheses: (1) The type of ownership is a key contingent factor that moderates particular entrepreneurial outcomes. (2) Leadership and knowledge accumulation capability are critical factors in learning process, significantly affecting the strategic choices in either high value or low value added products strategy. (3) The broadening of product portfolios and increased production capacity will improve survival chances and increase the likelihood of firm growth. (4) Management capability and consistency have greater impact on the outcome of entrepreneurship process than the resource and strategy factors. Implications: The findings have significant implications for a conceptual understanding of Chinese entrepreneurship dynamics. It addresses important considerations on government policy making and promotion strategies for entrepreneurship development in different forms of business venture. Value: The textile sector has pioneered the government reforms in restructuring and creating entrepreneurial enterprises. It offers a perfect case for assessing the entrepreneurship processes in a rapidly changing market environment. It emphasizes the important ownership effect on entrepreneurial outcomes. Drawing upon Wickham’s contingency model of entrepreneurship, it provides an improved understanding of this concept under particular circumstance and different contexts

    Does WTO accession matter for the Chinese textile and clothing industry?

    Based on field surveys conducted in Guangdong, Zhejiang and Beijing in 2000 and 2001, this paper argues that accession to the World Trade Organisation (WTO) by China will create a new competitive arena for different categories of textile and clothing firms located in that country, partly dependent on the size and ownership of the firm. From the perspectives of reducing import tariffs, eliminating export quotas and the regulations on trade disputes, WTO accession does matter for the majority of Chinese firms in this ‘win–lose’ game. From the perspective of compliance with international standards, this paper argues that accession to the WTO does not really matter for some Chinese firms, as they may not survive the intense competition prior to 2005, when the effects of the Agreement on Textiles and Clothing materialise

    Foreign direct investment as engine of economic development in peripheral economies. What can we learn from the study of two different cases: the maquiladora subsidiary (Nicaragua) and a textile manufacturing subsidiary in (Albania)

    Using the analysis of two apparently very different cases, a Taiwanese maquiladora subsidiary of the garment industry (Nien Hsing Textile Co.) in Nicaragua and an Italian subsidiary in Albania, we try to verify the existence of the benefits attributed by many host governments to inward manufacturing foreign direct investment as engine of development in peripheral economies. In each case, we study three specific questions: (1) the technological transfer from the subsidiary, (2) the mobility potential of the manufacturing activities of the subsidiary, and (3) the evolution of the quality of the subsidiary (integration in the territory and complexity of the activities realised) in time. In answering our questions we conduct fieldwork in the two countries. We interacted directly with stakeholders involved in the operations of each subsidiary including interviews with corporate managers and employees, data collection on subsidiary operations, and visits on production sites. We analyze the main channels of technology transfer focusing on the quality of linkages each subsidiary established in the local economy, on the level of additional formal and informal knowledge benefiting the local labor force, and on the support offered to local suppliers in strengthening production activities. We continue by identifying the main factors affecting the mobility of each subsidiary by differentiating between impeding and facilitating factors. Among impeding factors we concentrate on: (a) the resources (generic vs. specific) utilized by each subsidiary in the two countries, (b) market access opportunities in the local economy, (c) the nature of assets owned and engaged in realizing production activities, and (d) other factors constraining the mobility potential (exit costs and the level of integration of each subsidiary with other units of the multinational enterprise). With regard to facilitating factors we particularly consider the existence of substitute plants. In responding to our third question, we look into the nature of linkages (developmental vs. dependent) established by each subsidiary with local suppliers. Furthermore, we examine not only the change in the level of complexity of functions and duties occurring during the operational life of the subsidiaries but also the specific factors that trigger such a change. Among the factors considered in our research are the decisions made by headquarters on allocation of responsibilities, actions taken by the managers supervising each subsidiary, and on the dynamics occurring in the local business environment. The similarities and differences found in the two cases cast doubts upon the contribution of this investment to the development potential of the economy of the host territory.Postprint (published version
