    The NHS-HE Forum

    This paper discusses the formation of the NHS-HE Forum by Professor Roland Rosner in 2001. It looks at the aims and objectives of the Forum and maps current progress. The second part of the paper looks particularly at the NHS-HE Procurement Group and the later JISC NHS-HE Procurement Group, which are part of the Forum. These groupings have been partially successful in conducting joint procurement activity across the NHS and HE sectors. The publication of Dr Ian Gibson?s Parliamentary Report Scientific Publications: Free for All? is seminal in progressing this joint activity. As of 1 February 2006, joint membership of the Public Library of Science has been achieved, but one joint procurement activity of commercial content has failed. Further joint procurement is planned, along with a mapping study of procurement activities and work on an Athens Account Linking Project. The library and informatics research components are coming to the fore with the use of a community-wide survey to establish the current situation and future plans for NHS-HE network connectivity and similarly the Mapping Study of Procurement Practices in the NHS and HE for content such as e-journals. This is moving to a more systematic approach than previously. The attempted joint procurement of selected journals has two joint aims: to support both research and clinical practice in the NHS and HE.     New Belgrade after 1999: Spatial Violence as De-socialisation, De-Romanisation and De-historisation

Once the article is published online, it will be available at the following permanent link: http://dx.doi.org/10.1080/13264826.2014.1036491 .New Belgrade after 1999 is associated with the transition from a socialist and single-party state to a consumer capitalist and multi-party system, with the latter perceived as an indicator of democracy. This paper asks if and how this transitional period points to NATO’s 1999 bombing campaign still being in-operation through spatial violence by other means, with these means related to the negation of difference and the transformation of everyday life and social values. Might this spatial violence be even more coercive than that of the war as it manifests through the convergence of military, legal, governmental and economic entities of international “redevelopment” agencies working in the name of “security” along with the Serbian government? This paper explores this proposition by focusing on the post-1999 transformation and re-modernisation of New Belgrade as an elimination of difference through processes of de-socialisation, de-Romanisation and dehistorisation connected with neo-liberal privatisation

    Health informatics domain knowledge analysis: An information technology perspective

    Health Informatics is an intersection of information technology, several disciplines of medicine and health care. It sits at the common frontiers of health care services including patient centric, processes driven and procedural centric care. From the information technology perspective it can be viewed as computer application in medical and/or health processes for delivering better health care solutions. In spite of the exaggerated hype, this field is having a major impact in health care solutions, in particular health care deliveries, decision making, medical devices and allied health care industries. It also affords enormous research opportunities for new methodological development. Despite the obvious connections between Medical Informatics, Nursing Informatics and Health Informatics, most of the methodologies and approaches used in Health Informatics have so far originated from health system management, care aspects and medical diagnostic. This paper explores reasoning for domain knowledge analysis that would establish Health Informatics as a domain and recognised as an intellectual discipline in its own right

    Transatlantic intelligence and security cooperation

    Despite recent advances in transatlantic intelligence and security cooperation, significant problems remain. The bombings in Madrid in March 2004 have demonstrated how terrorists and criminals can continue to exploit the limits of hesitant or partial exchange to dangerous effect. Intelligence and security cooperation remain problematic because of the fundamental tension between an increasingly networked world, which is ideal terrain for the new religious terrorism, and highly compartmentalized national intelligence gathering. If cooperation is to improve, we require a better mutual understanding about the relationship between privacy and security to help us decide what sort of intelligence should be shared. This is a higher priority than building elaborate new structures. While most practical problems of intelligence exchange are ultimately resolvable, the challenge of agreeing what the intelligence means in broad terms is even more problematic. The last section of this article argues that shared NATO intelligence estimates would be difficult to achieve and of doubtful value

    This article explores two influential strands of thinking about the welfare state, Blue Labour and Purple Labour, that have emerged following New Labour's defeat at the 2010 General Election. It is argued that although both of these new approaches raise some important issues about the relational and associational dimensions of social welfare as well as diversity and pluralism, those committed to universal and egalitarian goals should not abandon the ‘statist’ social democratic approach to the welfare state

    Djibouti: changing influence in the Horn's strategic hub

    Change in Djibouti’s economic and strategic options has been driven by four factors: the Ethiopian–Eritrean war of 1998–2000, the impact of Ethiopia's economic transformation and growth upon trade; shifts in US strategy since 9/11, and the upsurge in piracy along the Gulf of Aden and Somali coasts. With the expansion of the US AFRICOM base, the reconfiguration of France's military presence and the establishment of Japanese and other military facilities, Djibouti has become an international maritime and military laboratory where new forms of cooperation are being developed. Djibouti has accelerated plans for regional economic integration. Building on close ties with Ethiopia, existing port upgrades and electricity grid integration will be enhanced by the development of the northern port of Tadjourah. These strategic and economic shifts have yet to be matched by internal political reforms, and growth needs to be linked to strategies for job creation and a renewal of domestic political legitimacy

    Expanding alliance: ANZUS cooperation and Asia–Pacific security

    Is an alliance conceived as a bulwark against a resurgence of Japanese militarism and which cut its military and intelligence teeth in the Cold War is still relevant to today’s strategic concerns? Overview The alliance between Australia and the US, underpinned by the formal ANZUS Treaty of 1951, continues to be a central part of Australian defence and security thinking and an instrument of American policy in the Asia–Pacific. How is it that an alliance conceived as a bulwark against a resurgence of Japanese militarism and which cut its military and intelligence teeth in the Cold War is still relevant to today’s strategic concerns? The answer is partly—and importantly—that the core values of the ANZUS members are strongly aligned, and successive Australian governments and American presidential administrations have seen great value in working with like-minded partners to ensure Asia–Pacific security. Far from becoming a historical curiosity, today it’s not just relevant, but of greater importance than has been the case in the past few decades. To explore new ideas on how to strengthen the US–Australia alliance, ASPI conducted a high-level strategic dialogue in Honolulu in July this year. Discussions canvassed the future strategic environment; the forthcoming Australian Defence White Paper; budget, sovereignty and expectation risks; and cooperation in the maritime, land, air, cyber, space and intelligence domains. A key purpose of the Honolulu dialogue was to help ASPI develop policy recommendations on the alliance relationship for government. This report is the product of those discussions
