Alcohol, assault and licensed premises in inner-city areas
This report contains eight linked feasibility studies conducted in Cairns during 2010. These exploratory studies examine the complex challenges of compiling and sharing information about incidents of person-to-person violence in a late night entertainment precinct (LNEP). The challenges were methodological as well as logistical and ethical. The studies look at how information can be usefully shared, while preserving the confidentiality of those involved. They also examine how information can be compiled from routinely collected sources with little or no additional resources, and then shared by the agencies that are providing and using the information.Although the studies are linked, they are also stand-alone and so can be published in peer-reviewed literature. Some have already been published, or are âin pressâ or have been submitted for review. Others require the NDLERF boardâs permission to be published as they include data related more directly to policing, or they include information provided by police.The studies are incorporated into the document under section headings. In each section, they are introduced and then presented in their final draft form. The final published form of each paper, however, is likely to be different from the draft because of journal and reviewer requirements. User-centric Privacy Engineering for the Internet of Things
User privacy concerns are widely regarded as a key obstacle to the success of
modern smart cyber-physical systems. In this paper, we analyse, through an
example, some of the requirements that future data collection architectures of
these systems should implement to provide effective privacy protection for
users. Then, we give an example of how these requirements can be implemented in
a smart home scenario. Our example architecture allows the user to balance the
privacy risks with the potential benefits and take a practical decision
determining the extent of the sharing. Based on this example architecture, we
identify a number of challenges that must be addressed by future data
processing systems in order to achieve effective privacy management for smart

Adaptation of domestic state governance to international governance models
The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms âstate governanceâ and âpublic governanceâ, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: ânew state managementâ and âgood governanceâ. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure
Integrating big data into a sustainable mobility policy 2.0 planning support system
It is estimated that each of us, on a daily basis, produces a bit more than 1 GB of digital content through our mobile phone and social networks activities, bank card payments, location-based positioning information, online activities, etc. However, the implementation of these large data amounts in city assets planning systems still remains a rather abstract idea for several reasons, including the fact that practical examples are still very strongly services-oriented, and are a largely unexplored and interdisciplinary field; hence, missing the cross-cutting dimension. In this paper, we describe the Policy 2.0 concept and integrate user generated content into Policy 2.0 platform for sustainable mobility planning. By means of a real-life example, we demonstrate the applicability of such a big data integration approach to smart cities planning process. Observed benefits range from improved timeliness of the data and reduced duration of the planning cycle to more informed and agile decision making, on both the citizens and the city planners end. The integration of big data into the planning process, at this stage, does not have uniform impact across all levels of decision making and planning process, therefore it should be performed gradually and with full awareness of existing limitations
Net structure of subject-to-subject relations in the management of the system of administrative services provision
The purpose of the work is to form the net structure of management of the system of administrative services provision on the basis of implementation of subject-to-subject interactions between state sector and civil society. Methodology. The methodology basis for the investigation is the abstract-logical analysis of theoretical and methodological backgrounds for management of relations and interactions. For the theoretical generalization and formation of net structure, there are used scientific recommendations of Ukrainian scientists regarding the necessity to implement subject-to-subject relations in the system of administrative services provision. Results. The investigations allowed confirming that the hierarchical structure of the state governance system does not give an opportunity to implement equal interaction between a subject of provision and a subject of an appeal as these relations have one â way communication and the feedback channel has a formal character. Moreover, the civil society is not considered by state sector to be a source of methods and ways to develop the system of state governance, in particular, the management system of administrative services provision. Practical meaning. The net structure of management will allow implementing the subject-subject relations in the system, under which the actions of the subject of provision â that means state sector â will be directed to the realization of rights and interests of the subjects of appeal. In their turn, apart from the performance of all legislative responsibilities that they should perform, they can carry out activities directed to the development of management activity in the system of administrative services provision and the whole system of state governance as an integral system of management. Meaning/Distinction. The provided model of the net structure will allow involving citizens in the processes of state governance and increasing the impact of the civil sector during the making of state and management decisions and, as a result, to confirm subject-to-subject positions in the relations
A confluence of new technology and the right to water: Experience and potential from South Africa's constitution and commons
South Africa's groundbreaking constitution explicitly confers a right of access to sufficient water (section 27). But the country is officially 'water-stressed' and around 10 % of the population still has no access to on-site or off-site piped or tap water. It is evident that a disconnect exists between this right and the reality for many; however the reasons for the continuation of such discrepancies are not always clear. While barriers to sufficient water are myriad, one significant factor contributing to insufficient and unpredictable access to water is the high percentage of broken water pumps. Previous studies have reported that between 20 and 50 % of all hand operated water pumps installed on the African continent are broken, or out of use. Monitoring and maintenance of pumps, which in South Africa is the responsibility of local municipalities is often ineffective, in part due to the distances between municipal centres and rural communities and the consequent costs of site visits, as well as breakdowns within the local bureaucratic system. The emergence of new telemetry tools that can remotely monitor water applications constitutes a novel and cost-efficient alternative to undertaking regular sites visits. Sustainable, appropriate, low-cost telemetry systems are emerging that could be used to monitor the operational performance of water pumps, or a wide range of other field parameters, and to communicate this information swiftly and cheaply to water service providers, using SMS messages. Data on the performance of water pumps could also be made available to the public online. This is an example of how ICT can be used for water resources management and environmental regulation, as well as in the governance of socio-economic rights: helping to optimize water allocation by improving communication and strengthening accountability. © 2014 Springer Science+Business Media Dordrecht

Gaining assurance in a voter-verifiable voting system
The literature on e-voting systems has many examples of discussion of the correctness of the computer and communication algorithms of such systems, as well as discussions of their vulnerabilities. However, a gap in the literature concerns the practical need (before adoption of a specific e-voting system) for a complete case demonstrating that the system as a whole has sufficiently high probability of exhibiting the desired properties when in use in an actual election. This paper discusses the problem of producing such a case, with reference to a specific system: a version of the PrĂȘt Ă Voter scheme for voter-verifiable e-voting. We show a possible organisation of a case in terms of four main requirements â accuracy, privacy, termination and âtrustednessââ and show some of the detailed organisation that such a case should have, the diverse kinds of evidence that needs to be gathered and some of the interesting difficulties that arise
