    Aerial base stations with opportunistic links for next generation emergency communications

    Rapidly deployable and reliable mission-critical communication networks are fundamental requirements to guarantee the successful operations of public safety officers during disaster recovery and crisis management preparedness. The ABSOLUTE project focused on designing, prototyping, and demonstrating a high-capacity IP mobile data network with low latency and large coverage suitable for many forms of multimedia delivery including public safety scenarios. The ABSOLUTE project combines aerial, terrestrial, and satellites communication networks for providing a robust standalone system able to deliver resilience communication systems. This article focuses on describing the main outcomes of the ABSOLUTE project in terms of network and system architecture, regulations, and implementation of aerial base stations, portable land mobile units, satellite backhauling, S-MIM satellite messaging, and multimode user equipments

    Intersystem soft handover for converged DVB-H and UMTS networks

    Digital video broadcasting for handhelds (DVB-H) is the standard for broadcasting Internet Protocol (IP) data services to mobile portable devices. To provide interactive services for DVB-H, the Universal Mobile Telecommunications System (UMTS) can be used as a terrestrial interaction channel for the unidirectional DVB-H network. The converged DVB-H and UMTS network can be used to address the congestion problems due to the limited multimedia channel accesses of the UMTS network. In the converged network, intersystem soft handover between DVB-H and UMTS is needed for an optimum radio resource allocation, which reduces network operation cost while providing the required quality of service. This paper deals with the intersystem soft handover between DVB-H and UMTS in such a converged network. The converged network structure is presented. A novel soft handover scheme is proposed and evaluated. After considering the network operation cost, the performance tradeoff between the network quality of service and the network operation cost for the intersystem soft handover in the converged network is modeled using a stochastic tree and analyzed using a numerical simulation. The results show that the proposed algorithm is feasible and has the potential to be used for implementation in the real environment

    Crucial to the commercial exploitation of any service combining UMTS and DVB-T is the availability of standardized API’s adapted to the hybrid UMTS and DVB-T network and to the technical limitations of mobile/portable terminals. This paper describes work carried out in the European Commission Framework Program 5 (FP5) project CONFLUENT to demonstrate the feasibility of such Application Program Interfaces (API’s) by enabling the reception of a Multimedia Home Platform (MHP) based application transmitted over DVB-T on five different terminals with parts of the service running on a mobile phone

    The Design of a System Architecture for Mobile Multimedia Computers

    This chapter discusses the system architecture of a portable computer, called Mobile Digital Companion, which provides support for handling multimedia applications energy efficiently. Because battery life is limited and battery weight is an important factor for the size and the weight of the Mobile Digital Companion, energy management plays a crucial role in the architecture. As the Companion must remain usable in a variety of environments, it has to be flexible and adaptable to various operating conditions. The Mobile Digital Companion has an unconventional architecture that saves energy by using system decomposition at different levels of the architecture and exploits locality of reference with dedicated, optimised modules. The approach is based on dedicated functionality and the extensive use of energy reduction techniques at all levels of system design. The system has an architecture with a general-purpose processor accompanied by a set of heterogeneous autonomous programmable modules, each providing an energy efficient implementation of dedicated tasks.     Semi-automated creation of converged iTV services: From macromedia director simulations to services ready for broadcast

    While sound and video may capture viewers’ attention, interaction can captivate them. This has not been available prior to the advent of Digital Television. In fact, what lies at the heart of the Digital Television revolution is this new type of interactive content, offered in the form of interactive Television (iTV) services. On top of that, the new world of converged networks has created a demand for a new type of converged services on a range of mobile terminals (Tablet PCs, PDAs and mobile phones). This paper aims at presenting a new approach to service creation that allows for the semi-automatic translation of simulations and rapid prototypes created in the accessible desktop multimedia authoring package Macromedia Director into services ready for broadcast. This is achieved by a series of tools that de-skill and speed-up the process of creating digital TV user interfaces (UI) and applications for mobile terminals. The benefits of rapid prototyping are essential for the production of these new types of services, and are therefore discussed in the first section of this paper. In the following sections, an overview of the operation of content, service, creation and management sub-systems is presented, which illustrates why these tools compose an important and integral part of a system responsible of creating, delivering and managing converged broadcast and telecommunications services. The next section examines a number of metadata languages candidates for describing the iTV services user interface and the schema language adopted in this project. A detailed description of the operation of the two tools is provided to offer an insight of how they can be used to de-skill and speed-up the process of creating digital TV user interfaces and applications for mobile terminals. Finally, representative broadcast oriented and telecommunication oriented converged service components are also introduced, demonstrating how these tools have been used to generate different types of services

Future networks have been designed to provide higher rates for data transmission, but this will be complemented by higher speed access to services via hotspots using secondary wireless interfaces such as Bluetooth or WLAN.
