    Structured approach to measure performance in construction research and development: performance measurement system development

    Purpose of this paper: This study explore Performance Measurement applications within construction research and development (R\&D) to develop a structured approach to measure the performance of collaborative construction R\&D projects during its lifecycle from initiation, conceptualising, development and launch stages and at the project management. Design/methodology/approach: During the exploratory phase of the study, semi-structured interviews and a questionnaire survey were carried out to develop the performance measurement system (PMS). During the explanatory phase, the developed PMS was refined with a series of semi-structured interviews. The data was gathered from principal investigators, researchers and industrial partners involved in collaborative construction R\&D work. Findings: Main finding is the developed PMS to measure the performance of construction R\&D that consists of critical success factors, performance indicators and performance measures during the lifecycle of a R\&D project. Practical implications: The PMS developed through the study provides critical success factors, performance indicators and measures that need to be considered during the construction R\&D projects to measure the performance. Thus, through the implementation of the PMS, this study contributes to practice by assisting the performance improvement within construction R\&D projects.     Measuring Software Process: A Systematic Mapping Study

    Context: Measurement is essential to reach predictable performance and high capability processes. It provides support for better understanding, evaluation, management, and control of the development process and project, as well as the resulting product. It also enables organizations to improve and predict its process’s performance, which places organizations in better positions to make appropriate decisions. Objective: This study aims to understand the measurement of the software development process, to identify studies, create a classification scheme based on the identified studies, and then to map such studies into the scheme to answer the research questions. Method: Systematic mapping is the selected research methodology for this study. Results: A total of 462 studies are included and classified into four topics with respect to their focus and into three groups based on the publishing date. Five abstractions and 64 attributes were identified, 25 methods/models and 17 contexts were distinguished. Conclusion: capability and performance were the most measured process attributes, while effort and performance were the most measured project attributes.     Academic/industry innovations for sustainable building design and refurbishment

    Development and efficient dissemination of innovations for sustainable building design and refurbishment are crucial for the competitiveness of companies operating in the construction sector which faces pressure to reduce levels of carbon emissions from existing and new buildings to zero. An overwhelming majority of companies operating in the construction sector in Scotland are small to medium size enterprises (SMEs) who do not have sufficient resources in the current economic downturn to undertake research in building design, products and processes that will make buildings more sustainable. A joint project of seven Scottish universities has been initiated to support collaboration with small to medium sized enterprises in developing and disseminating innovation for sustainable building design and refurbishment. The project concept and methods used for efficient dissemination of the project outputs to SMEs across Scotland are explained. An analysis of the outputs of completed feasibility studies and the provision of academic consultancy through the project indicates the range of problems tackled as well as trends in the development and use of innovations for a more sustainable built environment in Scotland

    Principles in Patterns (PiP) : Evaluation of Impact on Business Processes

    The innovation and development work conducted under the auspices of the Principles in Patterns (PiP) project is intended to explore and develop new technology-supported approaches to curriculum design, approval and review. An integral component of this innovation is the use of business process analysis and process change techniques - and their instantiation within the C-CAP system (Class and Course Approval Pilot) - in order to improve the efficacy of curriculum approval processes. Improvements to approval process responsiveness and overall process efficacy can assist institutions in better reviewing or updating curriculum designs to enhance pedagogy. Such improvements also assume a greater significance in a globalised HE environment, in which institutions must adapt or create curricula quickly in order to better reflect rapidly changing academic contexts, as well as better responding to the demands of employment marketplaces and the expectations of professional bodies. This is increasingly an issue for disciplines within the sciences and engineering, where new skills or knowledge need to be rapidly embedded in curricula as a response to emerging technological or environmental developments. All of the aforementioned must also be achieved while simultaneously maintaining high standards of academic quality, thus adding a further layer of complexity to the way in which HE institutions engage in "responsive curriculum design" and approval. This strand of the PiP evaluation therefore entails an analysis of the business process techniques used by PiP, their efficacy, and the impact of process changes on the curriculum approval process, as instantiated by C-CAP. More generally the evaluation is a contribution towards a wider understanding of technology-supported process improvement initiatives within curriculum approval and their potential to render such processes more transparent, efficient and effective. Partly owing to limitations in the data required to facilitate comparative analyses, this evaluation adopts a mixed approach, making use of qualitative and quantitative methods as well as theoretical techniques. These approaches combined enable a comparative evaluation of the curriculum approval process under the "new state" (i.e. using C-CAP) and under the "previous state". This report summarises the methodology used to enable comparative evaluation and presents an analysis and discussion of the results. As the report will explain, the impact of C-CAP and its ability to support improvements in process and document management has resulted in the resolution of numerous process failings. C-CAP has also demonstrated potential for improvements in approval process cycle time, process reliability, process visibility, process automation, process parallelism and a reduction in transition delays within the approval process, thus contributing to considerable process efficiencies; although it is acknowledged that enhancements and redesign may be required to take advantage of C-CAP's potential. Other aspects pertaining to C-CAP's impact on process change, improvements to document management and the curation of curriculum designs will also be discussed

    A critical analysis of Peru's HIV grant proposals to the Global Fund.

    Peru has applied to six of the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) rounds for funding, achieving success on four occasions. The process of proposal development has, however, been criticised, especially concerning the use of evidence, relevance/consistency and performance indicators. We aimed to analyse the Peruvian Global Fund proposals according to those dimensions, providing feedback to improve future local efforts and inform global discussions around Global Fund procedures. We analysed the content of four HIV-focused proposals (rounds 2, 5, 6 and 8) regarding epidemic context, needs identification and prioritisation and monitoring and evaluation systems. Peruvian proposals submitted after round 1 were described as resulting from collaborative inputs involving formerly unrepresented sectors, principally 'vulnerable populations'. However, difficulties arose regarding the amount and quality of evidence about the epidemiological context; limited consideration of social determinants of the epidemic; lack of theory-driven interventions, and little synergy across projects and the inclusion of weak monitoring and evaluation systems, with poor indicators and measurement procedures. Prioritising the development of analytical and technical skills to generate Global Fund proposals would enhance the country's capacity to produce and utilise evidence, improve the technical-political interface, strengthen information systems and lead to more informed decision making and accountability

    NRSS requested that an independent panel of the National Academy conduct a review of its effectiveness in five core functions, its relationships with key internal stakeholders, and its performance measurement system. Among other things, the National Park Service's Natural Resource Stewardship and Science Directorate (NRSS) is responsible for providing usable natural and social science information throughout the National Park Service (NPS). NRSS leadership requested this review of the directorate's performance on five core functions, its relationships with key internal NPS stakeholders, and its performance measurement system.Main FindingsThe panel determined that NRSS is a highly regarded organization that provides independent, credible scientific expertise and technical information. The panel also found that NRSS and NPS have additional opportunities to advance natural resource stewardship throughout the Service. If implemented, the panel's eight major recommendations will: (1) help the Service respond to the parks' environmental challenges while raising public awareness about the condition of these special places; (2) strengthen NRSS as an organization; (3) promote scientifically based decision-making at the national, regional, and park levels; and (4) improve the existing performance measurement system
