    Transformation Paradox: A Framework for the Analysis of Politics in Enterprise Transformations

    The purpose of this research is to develop a theoretical framework for the analysis of politics in enterprise transformations using a dialectical analysis approach (Hegel, 1989; Heraclitus, 1979; Pinkard, 1988; Skinner, 1978a, 1978b) and conduct an evaluation of the framework validity. The framework is constructed using a dialectical analysis of concepts stemming from the work of Alford and Friedland (1992) and considers four theoretical perspectives: autocratic, bureaucratic, pluralistic, and cognitive. The framework is then validated by means of qualitative metrics and adherence to critical ideology. This research addresses the problem that there is no holistic theoretical framework for the analysis of politics across the systemic, situational, and structural contexts found in enterprise transformations. Politics occurs at multiple levels in the enterprise making it difficult to identify the salient issues that need to be addressed in support of transformation. Transformations can be paradoxical as enterprises revert to the dominant paradigm that affirms present realities rather than developing a critical posture to break the constraining paradigm. The dialectical approach used embraces the power of multiple theoretical perspectives in the transformation process, asserting that theories have power over actions, behaviors, and language. The theoretical framework allows for the simultaneous existence of shifting states of cooperation, frustration, and paradigmatic hegemony over systemic, situational, and structural contexts that embody politics in enterprise transformations. Rough set theory is used to demonstrate the ability of the framework to be adaptive and to evolve based on the inclusion of new data. I conclude that the deployment of an evolving framework of this magnitude may have a significant impact on the management of transformation efforts and suggest new areas of research to further the work

    Efficient tools and algorithms for knowledge discovery in large data sets have been devised during the recent years. These methods exploit the capability of computers to search huge amounts of data in a fast and effective manner. However, the data to be analyzed is imprecise and afflicted with uncertainty. In the case of heterogeneous data sources such as text, audio and video, the data might moreover be ambiguous and partly conflicting. Besides, patterns and relationships of interest are usually vague and approximate.     This paper begins with an analysis of trends - over the period 2012-2018 - for total bank loans, non-performing loans, and the number of active, working enterprises. A review survey was done on national data from Italy with a comparison developed on a local subset from the Sardinia Region. Empirical evidence appears to support the hypothesis of the paper: can the rating class assigned by banks - using current IRB and A-IRB systems - to micro and very small enterprises, whose ability to replace financial resources using endogenous means is structurally impaired, ipso facto orient the results of performance in the same terms of PD assigned by the algorithm, thereby upending the principle of cause and effect? The thesis is developed through mathematical modeling that demonstrates the interaction of the measurement tool (the rating algorithm applied by banks) on the collapse of the loan status (default, performing, or some intermediate point) of the assessed micro-entity. Emphasis is given, in conclusion, to the phenomenon using evidence of the intrinsically mutualistic link of the two populations of banks and (micro) enterprises provided by a system of differential equation

    International audienceMany Earth observing sensors have been designed, built and launched with primary objectives of either terrestrial or ocean remote sensing applications. Often the data from these sensors are also used for freshwater, estuarine and coastal water quality observations, bathymetry and benthic mapping. However, such land and ocean specific sensors are not designed for these complex aquatic environments and consequently are not likely to perform as well as a dedicated sensor would. As a CEOS action, CSIRO and DLR have taken the lead on a feasibility assessment to determine the benefits and technological difficulties of designing an Earth observing satellite mission focused on the biogeochemistry of inland, estuarine, deltaic and near coastal waters as well as mapping macrophytes, macro-algae, sea grasses and coral reefs. These environments need higher spatial resolution than current and planned ocean colour sensors offer and need higher spectral resolution than current and planned land Earth observing sensors offer (with the exception of several R&D type imaging spectrometry satellite missions). The results indicate that a dedicated sensor of (non-oceanic) aquatic ecosystems could be a multispectral sensor with ~26 bands in the 380-780 nm wavelength range for retrieving the aquatic ecosystem variables as well as another 15 spectral bands between 360-380 nm and 780-1400 nm for removing atmospheric and air-water interface effects. These requirements are very close to defining an imaging spectrometer with spectral bands between 360 and 1000 nm (suitable for Si based detectors), possibly augmented by a SWIR imaging spectrometer. In that case the spectral bands would ideally have 5 nm spacing and Full Width Half Maximum (FWHM), although it may be necessary to go to 8 nm wide spectral bands (between 380 to 780nm where the fine spectral features occur -mainly due to photosynthetic or accessory pigments) to obtain enough signal to noise. The spatial resolution of such a global mapping mission would be between ~17 and ~33 m enabling imaging of the vast majority of water bodies (lakes, reservoirs, lagoons, estuaries etc.) larger than 0.2 ha and ~25% of river reaches globally (at ~17 m resolution) whilst maintaining sufficient radiometric resolution
