    Indo-U.S. FTA - Prospects for Audiovisual Services

    Many WTO (World Trade Organization) member countries, including India, are defensive about opening up of the audiovisual sector in the Doha Round due to reasons of cultural sensitivity. On the other hand, the United States is pushing for liberalizing trade in this sector both in the WTO and in its bilateral FTAs (Free Trade Agreements). With the slow progress of the Doha Round, India and the United States are exploring the possibilities of entering into FTAs with like-minded trading partners. In this context, the present paper discusses the prospects of liberalizing audiovisual services under a possible Indo-U.S. FTA. The study found that India and the United States have significant trade complementarities in this sector which can be further enhanced under an FTA. It identifies areas such as co-production of films, digital content creation and broadband infrastructure in which companies from India and the United States can enter into mutually beneficial collaborations. It argues that India should enter into a media cooperation agreement with the U.S. to facilitate the inflow of technical know, finance and best management practices.     WTO Regulations and the Audio-visual Sector—An Analytical Framework for Pakistan

    Audio-visual services play a crucial and formative role in any society. These services are closely linked to the preservation of cultural identity and social values, and play a major role in shaping public opinion, safeguarding democratic system and developing creative potential. Due to these reasons, governments of both developed and developing countries not only provide direct and indirect incentives to their domestic industries but also strictly regulate the content of audio-visual media. During the Uruguay Round of WTO (World Trade Organisation) negotiations, audio-visual service sector witnessed limited liberalisation. Even major players such as the EU, Australia and Canada did not make any commitments to liberalise trade in these services. This was primarily to protect the domestic industries from foreign competition, promote their growth and to protect the cultural heritage of the nations from foreign influence. Many countries have repeatedly raised concerns about the capability of the GATS (General Agreement on Trade in Services) framework to take into account the democratic, cultural and social aspects. Others have explained that audio-visual sector is largely covered by domestic regulations and normal trade rules are not applicable to these services.

    Evaluation of cross-layer reliability mechanisms for satellite digital multimedia broadcast

    This paper presents a study of some reliability mechanisms which may be put at work in the context of Satellite Digital Multimedia Broadcasting (SDMB) to mobile devices such as handheld phones. These mechanisms include error correcting codes, interleaving at the physical layer, erasure codes at intermediate layers and error concealment on the video decoder. The evaluation is made on a realistic satellite channel and takes into account practical constraints such as the maximum zapping time and the user mobility at several speeds. The evaluation is done by simulating different scenarii with complete protocol stacks. The simulations indicate that, under the assumptions taken here, the scenario using highly compressed video protected by erasure codes at intermediate layers seems to be the best solution on this kind of channel

    This essay addresses the question whether one should support regulatory proposals that one believes are, standing alone, bad public policy in the hope that they will do such harm that they will ultimately produce (likely unintended) good results. For instance, one may regard a set of proposed regulations as foolish and likely to hobble the industry regulated, but perhaps desirable if one believes that we would be better off without that industry. I argue that television broadcasting is such an industry, and thus that we should support new regulations that will make broadcasting unprofitable, to hasten its demise. But it cannot be just any costly regulation: if a regulation would tend to entrench broadcasting\u27s place on the airwaves, then the regulation will not help to free up the spectrum and should be avoided. Ideal regulations for this purpose are probably those that are pure deadweight loss - regulations that cost broadcasters significant amounts of money but have no impact on their behavior. Am I serious in writing all this? Not entirely, but mostly. I do think that society would benefit if the wireless frequencies currently devoted to broadcast could be used for other services, and the first-best ways of achieving that goal may not be realistic. I am proposing a second-best - a fairly cynical second-best, but a second-best all the same. I would prefer not to go down this path, but if that is the only way to hasten the shriveling of television broadcasting\u27s spectrum usage, then it is probably a path worth taking

    Studies on the bit rate requirements for a HDTV format with 1920 timestimes 1080 pixel resolution, progressive scanning at 50 Hz frame rate targeting large flat panel displays

    This paper considers the potential for an HDTV delivery format with 1920 times 1080 pixels progressive scanning and 50 frames per second in broadcast applications. The paper discusses the difficulties in characterizing the display to be assumed for reception. It elaborates on the required bit rate of the 1080p/50 format when critical content is coded in MPEG-4 H.264 AVC Part 10 and subjectively viewed on a large, flat panel display with 1920 times 1080 pixel resolution. The paper describes the initial subjective quality evaluations that have been made in these conditions. The results of these initial tests suggest that the required bit-rate for a 1080p/50 HDTV signal in emission could be kept equal or lower than that of 2nd generation HDTV formats, to achieve equal or better image qualit

    Management of Digital Video Broadcasting Services in Open Delivery Platforms

    The future of Digital Video Broadcasting (DVB) is moving towards solutions offering an efficient way of carrying interactive IP multimedia services over digital terrestrial broadcasting networks to handheld terminals. One of the most promising technologies is Digital Video Broadcasting-Handheld (DVB-H), at present under standardisation. Services deployed via this type of DVB technologies should enjoy reliability comparable to TV services and high quality standards. However, the market at present does not provide effective and economical solutions for the deployment of such services over multi-domain IP networks, due to their high level of unreliability. This paper focuses on service management, service level agreement (SLA) and network performance requirements of DVB-H services. Experimental results are presented concerning QoS sensitivity to network performance of DVB-H services delivered over a multi-domain IP network. Moreover, a solution for efficient and cost effective service management via QoS monitoring and control and network SLA design is proposed. The solution gives DVB-H operators the possibility of fully managing service QoS without being tied to third party operators

    Demand for satellite-provided domestic communications services up to the year 2000

    Three fixed service telecommunications demand assessment studies were completed for NASA by The Western Union Telegraph Company and the U.S. Telephone and Telegraph Corporation. They provided forecasts of the total U.S. domestic demand, from 1980 to the year 2000, for voice, data, and video services. That portion that is technically and economically suitable for transmission by satellite systems, both large trunking systems and customer premises services (CPS) systems was also estimated. In order to provide a single set of forecasts a NASA synthesis of the above studies was conducted. The services, associated forecast techniques, and data bases employed by both contractors were examined, those elements of each judged to be the most appropriate were selected, and new forecasts were made. The demand for voice, data, and video services was first forecast in fundamental units of call-seconds, bits/year, and channels, respectively. Transmission technology characteristics and capabilities were then forecast, and the fundamental demand converted to an equivalent transmission capacity. The potential demand for satellite-provided services was found to grow by a factor of 6, from 400 to 2400 equivalent 36 MHz satellite transponders over the 20-year period. About 80 percent of this was found to be more appropriate for trunking systems and 20 percent CPS
