    Learning Networks Matter: Challenges to Developing Learning-Based Competence in Mango Production and Post-Harvest in Andhra Pradesh, India

    This discussion paper explores aspects of innovation systems ideas in the analysis of mango production and export by smallscale farmers in the South Indian state of Andhra Pradesh. The paper shows how despite favourable agro-ecological conditions and being the largest international mango producer, India still struggles to build momentum in rapidly emerging export markets. An analysis of the sector's recent history combined with an empirical account of inter-sectoral and intra-sectoral linkage patterns among stakeholder groups appears to provide the basis for remedial policy suggestions.     SimMobility Short-Term: An Integrated Microscopic Mobility Simulator

    This paper presents the development of an integrated microscopic mobility simulator, SimMobility Short-Term (ST). The simulator is integrated because its models, inputs and outputs, simulated components, and code base are integrated within a multiscale agent- and activity-based simu- lation platform capable of simulating different spatiotemporal resolutions and accounting for different levels of travelers’ decision making. The simulator is microscopic because both the demand (agents and its trips) and the supply (trip realization and movements on the network) are microscopic (i.e., modeled individually). Finally, the simulator has mobility because it copes with the multimodal nature of urban networks and the need for the flexible simulation of innovative transportation ser - vices, such as on-demand and smart mobility solutions. This paper follows previous publications that describe SimMobility’s overall framework and models. SimMobility is an open-source, multiscale platform that considers land use, transportation, and mobility-sensitive behavioral models. SimMobility ST aims at simulating the high-resolution movement of agents (traffic, transit, pedestrians, and goods) and the operation of different mobility services and control and information systems. This paper presents the SimMobility ST modeling framework and system architecture and reports on its successful calibration for Singapore and its use in several scenarios of innovative mobility applications. The paper also shows how detailed performance measures from SimMobility ST can be integrated with a daily activity and mobility patterns simulator. Such integration is crucial to model accurately the effect of different technologies and service operations at the urban level, as the identity and preferences of simulated agents are maintained across temporal decision scales, ensuring the consistency and accuracy of simulated accessibility and performance measures of each scenario.Singapore.     Managing Intellectual Property to Foster Agricultural Development

    Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership of—and access to—innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals

    Optimization of Fast Moving Consumer Goods (FMCG) marketing channels in China: a case study

    JEL classification: M31The operation conditions of marketing channels, regarded as the crucial external resources of enterprises, directly influence the market position of a company. Good marketing channels are significant links for enterprises to perceive market change and adjust enterprise behavior and decisions. This thesis seeks to clarify and define various factors influencing marketing channels optimization by using fast moving consuming goods (FMCG) as the focus of the research topic and by taking Rainbow Company as an example, based on data of an actual marketing channel operation and deep research on the case company. On this basis, the concept and basic framework of marketing channel optimization of FMCG enterprises has been considered from the perspective of channel relationship selection and marketing channel integration, considering the influence of direct online marketing models on traditional marketing channels. Finally, it has put forward the implementation strategy of marketing channel optimization from three aspects, building strategic alliance of marketing channels, putting more effort in developing a network channel and in strengthening regional marketing team construction by applying relevant theories and concepts of marketing channel optimization.As condiçÔes de operação dos canais de marketing, considerados como recursos externos essenciais das empresas, influenciam diretamente o posicionamento de uma empresa no mercado.     National Security Space Launch

    The United States Space Force’s National Security Space Launch (NSSL) program, formerly known as the Evolved Expendable Launch Vehicle (EELV) program, was first established in 1994 by President William J. Clinton’s National Space Transportation Policy. The policy assigned the responsibility for expendable launch vehicles to the Department of Defense (DoD), with the goals of lowering launch costs and ensuring national security access to space. As such, the United States Air Force Space and Missile Systems Center (SMC) started the EELV program to acquire more affordable and reliable launch capability for valuable U.S. military satellites, such as national reconnaissance satellites that cost billions per satellite. In March 2019, the program name was changed from EELV to NSSL, which reflected several important features: 1.) The emphasis on “assured access to space,” 2.) transition from the Russian-made RD-180 rocket engine used on the Atlas V to a US-sourced engine (now scheduled to be complete by 2022), 3.) adaptation to manifest changes (such as enabling satellite swaps and return of manifest to normal operations both within 12 months of a need or an anomaly), and 4.) potential use of reusable launch vehicles. As of August 2019, Blue Origin, Northrop Grumman Innovation Systems, SpaceX, and United Launch Alliance (ULA) have all submitted proposals. From these, the U.S. Air Force will be selecting two companies to fulfill approximately 34 launches over a period of five years, beginning in 2022. This paper will therefore first examine the objectives for the NSSL as presented in the 2017 National Security Strategy, Fiscal Year 2019, Fiscal Year 2020, and Fiscal Year 2021 National Defense Authorization Acts (NDAA), and National Presidential Directive No. 40. The paper will then identify areas of potential weakness and gaps that exist in space launch programs as a whole and explore the security implications that impact the NSSL specifically. Finally, the paper will examine how the trajectory of the NSSL program could be adjusted in order to facilitate a smooth transition into new launch vehicles, while maintaining mission success, minimizing national security vulnerabilities, and clarifying the defense acquisition process.No embargoAcademic Major: EnglishAcademic Major: International Studie

    The Digitalisation of African Agriculture Report 2018-2019

    An inclusive, digitally-enabled agricultural transformation could help achieve meaningful livelihood improvements for Africa’s smallholder farmers and pastoralists. It could drive greater engagement in agriculture from women and youth and create employment opportunities along the value chain. At CTA we staked a claim on this power of digitalisation to more systematically transform agriculture early on. Digitalisation, focusing on not individual ICTs but the application of these technologies to entire value chains, is a theme that cuts across all of our work. In youth entrepreneurship, we are fostering a new breed of young ICT ‘agripreneurs’. In climate-smart agriculture multiple projects provide information that can help towards building resilience for smallholder farmers. And in women empowerment we are supporting digital platforms to drive greater inclusion for women entrepreneurs in agricultural value chains
