Interoperability and Standards: The Way for Innovative Design in Networked Working Environments

paradigm where companies focus on core competencies and skills, as creative design, manufacturing, or
selling. However, achieving seamless interoperability is an ongoing challenge these networks are facing,
due to their distributed and heterogeneous nature. Part of the solution relies on adoption of standards for
design and product data representation, but for sectors predominantly characterized by SMEs, such as the
furniture sector, implementations need to be tailored to reduce costs. This paper recommends a set of best

Standard Selection Modes in Dynamic, Complex Industries: Creating Hybrids between Market Selection and Negotiated Selection of Standards
Several sectors within Information and Communication Technology demonstrate a shift from purely market-based selection of standards or purely negotiated selection of standards to hybrid selection processes, where both market competition and negotiation play a role. Negotiated standard setting processes (such as those organised by the ITU) assure interoperability of technical components and services. Private firms, however, increasingly tend to undercut these collective actions. Their innovations jump-start new developments, but also create incompatibilities, lock-in effects, and pockets of market power. Internet telephony is an example, where firms, standard setting alliances, and political institutions create a hybrid market-based / negotiated standard setting environment. The paper explores the development of this hybrid networking environment. Rising stars in information and communication technology
The quest for more efficiency and security is reflected in the economy as a whole, but especially in the product and process innovations in information and communication technology (ICT). We examine the ten concepts considered to have the brightest prospects in the business segment in terms of their potential to gain widespread use during this decade. e-Report Generator Supporting Communications and Fieldwork: A Practical Case of Electrical Network Expansion Projects
In this piece of work we present a simple way to incorporate Geographical Information System tools that have been developed using open source software in order to help the different processes in the expansion of the electrical network. This is accomplished by developing a novel fieldwork tool that provides the user with automatically generated enriched e-reports that include information about every one of the involved private real estates in a specific project. These reports are an eco-friendly alternative to paper format, and can be accessed by clients using any kind of personal device with a minimal set of technical requirements
Italian center for Astronomical Archives publishing solution: modular and distributed
The Italian center for Astronomical Archives tries to provide astronomical
data resources as interoperable services based on IVOA standards. Its VO
expertise and knowledge comes from active participation within IVOA and VO at
European and international level, with a double-fold goal: learn from the
collaboration and provide inputs to the community. The first solution to build
an easy to configure and maintain resource publisher conformant to VO standards
proved to be too optimistic. For this reason it has been necessary to re-think
the architecture with a modular system built around the messaging concept,
where each modular component speaks to the other interested parties through a
system of broker-managed queues. The first implemented protocol, the Simple
Cone Search, shows the messaging task architecture connecting the parametric
HTTP interface to the database backend access module, the logging module, and
allows multiple cone search resources to be managed together through a
configuration manager module. Even if relatively young, it already proved the
flexibility required by the overall system when the database backend changed
from MySQL to PostgreSQL+PgSphere. Another implementation test has been made to
leverage task distribution over multiple servers to serve simultaneously: FITS
cubes direct linking, cubes cutout and cubes positional merging. Currently the
implementation of the SIA-2.0 standard protocol is ongoing while for TAP we
will be adapting the TAPlib library. Alongside these tools a first
administration tool (TASMAN) has been developed to ease the build up and
maintenance of TAP_SCHEMA-ta including also ObsCore maintenance capability.
Future work will be devoted at widening the range of VO protocols covered by
the set of available modules, improve the configuration management and develop

Regional E-Government - some problems from Czech regions point of view
The e-government should start with electronic collaboration of governmental departments. Several services, like email, video conference, discussion forums, use of shared documents, etc. should be supported for assisting the efficient and productive collaboration of remote governmental departments. Since the functionality of the provided services is well known, no detailed description of each service phase is provided. The services for citizens are offered through so called governmental portals. The typical use of a governmental portal is to provide information to the citizens and to support several types of citizenâgovernment transactions (e.g. issuing birth certificates, submitting tax forms, conducting electronic payments, etc.). These services open security requirements for an e-Government platform. Appraising the impact and role of platform models and Government as a Platform (GaaP) in UK Government public service reform: towards a Platform Assessment Framework (PAF)
The concept of âGovernment as a Platformâ (GaaP) (O'Reilly, 2009) is coined frequently, but interpreted inconsistently: views of GaaP as being solely about technology and the building of technical components ignore GaaP's radical and disruptive embrace of a new economic and organisational model with the potential to improve the way Government operates â helping resolve the binary political debate about centralised versus localised models of public service delivery. We offer a structured approach to the application of the platforms that underpin GaaP, encompassing not only their technical architecture, but also the other essential aspects of market dynamics and organisational form. Based on a review of information systems platforms literature, we develop a Platform Appraisal Framework (PAF) incorporating the various dimensions that characterise business models based on digital platforms. We propose this PAF as a general contribution to the strategy and audit of platform initiatives and more specifically as an assessment framework to provide consistency of thinking in GaaP initiatives. We demonstrate the utility of our PAF by applying it to UK Government platform initiatives over two distinct periods, 1999â2010 and 2010 to the present day, drawing practical conclusions concerning implementation of platforms within the unique and complex environment of the public sector.Non
The adoption of open sources within higher education in Europe : a dissemination case study
For some time now, the open-source (OS) phenomenon has been making its presence felt; disrupting the economics of the software industry and, by proxy, the business of education. A combination of the financial pressure Higher Education Institutions (HEIs) find themselves under and the increasing focus on the use of technology to enhance students' learning have encouraged many HEIs to look towards alternative approaches to teaching and learning. Meanwhile, the "OS" has challenged assumptions about how intellectual products are created and protected and has greatly increased the quantity and arguably the quality of educational technologies available to HEIs
