    Multi Site Coordination using a Multi-Agent System

    A new approach of coordination of decisions in a multi site system is proposed. It is based this approach on a multi-agent concept and on the principle of distributed network of enterprises. For this purpose, each enterprise is defined as autonomous and performs simultaneously at the local and global levels. The basic component of our approach is a so-called Virtual Enterprise Node (VEN), where the enterprise network is represented as a set of tiers (like in a product breakdown structure). Within the network, each partner constitutes a VEN, which is in contact with several customers and suppliers. Exchanges between the VENs ensure the autonomy of decision, and guarantiee the consistency of information and material flows. Only two complementary VEN agents are necessary: one for external interactions, the Negotiator Agent (NA) and one for the planning of internal decisions, the Planner Agent (PA). If supply problems occur in the network, two other agents are defined: the Tier Negotiator Agent (TNA) working at the tier level only and the Supply Chain Mediator Agent (SCMA) working at the level of the enterprise network. These two agents are only active when the perturbation occurs. Otherwise, the VENs process the flow of information alone. With this new approach, managing enterprise network becomes much more transparent and looks like managing a simple enterprise in the network. The use of a Multi-Agent System (MAS) allows physical distribution of the decisional system, and procures a heterarchical organization structure with a decentralized control that guaranties the autonomy of each entity and the flexibility of the network

    Multi Agent Systems in Logistics: A Literature and State-of-the-art Review

    Based on a literature survey, we aim to answer our main question: “How should we plan and execute logistics in supply chains that aim to meet today’s requirements, and how can we support such planning and execution using IT?†Today’s requirements in supply chains include inter-organizational collaboration and more responsive and tailored supply to meet specific demand. Enterprise systems fall short in meeting these requirements The focus of planning and execution systems should move towards an inter-enterprise and event-driven mode. Inter-organizational systems may support planning going from supporting information exchange and henceforth enable synchronized planning within the organizations towards the capability to do network planning based on available information throughout the network. We provide a framework for planning systems, constituting a rich landscape of possible configurations, where the centralized and fully decentralized approaches are two extremes. We define and discuss agent based systems and in particular multi agent systems (MAS). We emphasize the issue of the role of MAS coordination architectures, and then explain that transportation is, next to production, an important domain in which MAS can and actually are applied. However, implementation is not widespread and some implementation issues are explored. In this manner, we conclude that planning problems in transportation have characteristics that comply with the specific capabilities of agent systems. In particular, these systems are capable to deal with inter-organizational and event-driven planning settings, hence meeting today’s requirements in supply chain planning and execution.supply chain;MAS;multi agent systems

    Intermediate Institutions for Interactive Learning Processes in a Governance Perspective: the Case of Aeronautic Industry in Campania Region.

    The present paper presents the results of the empirical analysis on fifteen enterprises and twenty no-industrial organizations involved at different level in the Aeronautical Cluster in the Campania Region. Information and data on the selected sample are colleted both by a study of the industrial sector, and also by suitable questionnaires and interviews, that the authors have submitted to the entrepreneurs and to the top managers of either the enterprises or the no-industrial organizations. The authors have focalized their study by applying the SWOT analysis on the following issues: • the cluster’s structure by analysing the relational skill developed by single actors of the cluster and by their impact on the innovation capacity of the enterprises; • the effectiveness of cluster’s governance strategies and how different actors actually participate to the local development processes of the aeronautical industrial sector. On these bases the authors wanted to deduce possible policy options for different kind of actors to optimize the cluster’s governance. Particularly they will describe in the present paper some indications to: 1) the SME’s that present strong relations with customers but low integration with large part of the others actors, i.e. with no-customers enterprises; 2) the large enterprises related to the industrial policies and to the suppliers' governance; 3) the policy makers at local level and the intermediate institutions for a better support of the local enterprises. In fact, the research results are based on the conscientious awareness that the analyzed sector is at a critical point, for which it is necessary that all the actors involved put together their efforts in order to steer and to direct the development process, both by identifying participative mechanisms at local level and also by strengthening those exogenous elements which are able to promote local development. Obviously only part of the criticisms can be solved at local and national level and some of them can be solved only partially. This observation opens the question of policy at the international level which can be determinate only with a more exhaustive integration into transnational networks.     Information Society, Work and the Generation of New Forms of Social Exclusion (SOWING): National Report (Portugal)

    The choice over the Portuguese case studies was based on the sample constructed for the application of the firm questionnaires, during the second year of the SOWING project, 1999. This sample was fulfilled of firms among several activity sectors: textile, manufacturing, electronics, transports and software industry, based on NACE – codes (2 – digit level). Thus, we agreed to include in a new database the remaining questionnaires and construct a sample with 113 observations. Concerning the organisational change we make a distinction of three categories of change. First we analyse changes taking place at the inter-firm level (outsourcing, subcontracting, geographic relocation), followed by changes at the organisational level (deconcentration/decentralisation, reduction of hierarchical levels, introduction of cost and profit centres). The third kind of changes analysed will be those taking place at the workplace level (job enlargement/enrichment, changing character of work, work load).     The relationship between government and civil society: a neo-Gramscian framework for analysis

    This paper presents a neo-Gramscian framework for the analysis of the relationship between government and civil society. We argue that the influence of ‘post-traditional’ theories of modernisation on ‘networks’ and ‘network society’ is crucial in understanding the concept of ‘governance’. This influence has led to an exaggeration of the displacement of hierarchy by networks and of the novel nature of governance reforms. Additionally, it can be argued that the notion of ‘governance networks’ is part of a neoliberal hegemony and that the concept is thus more ideological than analytical. This critique on the neoliberal dimension of the governance concept was also forcefully argued by Jonathan S. Davies (2011a, 2011b, 2012, 2014b), who presented a Gramscian alternative for the analysis of government and governance. We will follow a less orthodox Gramscian path, but one that is nonetheless aimed at offering an alternative of the dominant network view on governance. We will present how the relationship between government and civil society can be seen as an interplay between coercion and hegemony. As part of the CSI Flanders research project we will then explore three dimensions of this relationship in closer detail: the ideological dimension, the institutional arrangements, and the street-level strategies. These three dimensions will be further operationalised in the following phases of the research project, especially in a large-scale survey of Flemish CSOs and representatives of governments, and selected in-depth studies of Flemish central and local governments

    How many networks are we to manage?

    The continuous transformation of the industrial society into a service and knowledge society is accompanied by profound change of demand: Customer requests will increasingly focus on individual products, shorter delivery times and appropriate prices. To encounter these challenges under the conditions of dynamic global markets and inter-regional competition, the CRC 457 Non-Hierarchical Regional Production-Networks at the Chemnitz University of Technology focuses on SME and investigates ways to implement customer-oriented, temporary networking of smallest, autonomous units (competence cells) in the region of South-West-Saxony. As a partial result of this research we are able to present a model of competence cell based networking distinguishing between three levels of networking, each with its own logic of reproduction (cp. Figure 1): 1) According to a most general concept, networks can be seen as given in any social context. Regarding a specific region, one has to assume that there is a broad array of infra-structural, mental and communicative relations; that as a whole we call the Regional Network. This level can be seen as basic level of competence cell based networking, specific elements (competence cells) of this network can be seen as necessary resources of the following level. 2) The second level of networking we call Competence Network. The first continuous problem of this network is to select competence cells according to relevant parameters that may be defined by customer orders or, in view of new market entry, be generated by the Competence Network itself. The second problem is to arrange these cells along a product specific value chain and, by this means, to create temporary production networks. Concerning both of the problems, the third is to find a non-hierarchical mode of negotiation. 3) On the third level temporary alliances of basically autonomous competence cells can be observed. After executing their order, these Production Networks dissolve and the constituent cells reenter the second or even the first level of networking. Generalising our observation we now assume that every phenomena labelled as regional or industrial network or district should be investigated in view of (these) different levels of networking, especially if we are interested in dealing more efficiently with the problems of network management. Hence, we suggest to first answer the question Which (of these) networks are we to manage? before asking how. Concerning the latter, a synopsis on the discourse on managing networks shows three major approaches: 1) Networks are assumed to be uncontrollable (cp. e.g. Castells 2001), as they are self-organised systems selecting external control impulses only by their own criterias of relevance, so we have either to adapt the logic of the target system (which implies self-adaption) or to take the risk of being totally ignored. With this in mind we can't speak of control in terms of causal logic. 2) Networks are assumed to be cultivable: According to Wenger and Snyder (2000) for example networks are uncontrollable, but - like a gardener - we are able to set adequate general conditions for their growth and continuity. 3) Networks are assumed to be controllable: For authors like Sydow (2000) networks are to be seen as hybrid forms of coordination recombining aspects of market and hierarchy. Thus, recombining the classical means of control will finally lead to the ability to manage networks. It will be to show that each of these approaches focuses on specific aspects of networking, thus, each of them is creating a self-contained concept of networks: Castells refers to networks as a basal nexus of (global) interconnectedness that, like the Regional Network in our case, obviously can't be managed. Wenger and Snyder are interested in network-organisations that (like Competence Networks) also can't be controlled but can be implemented by and embedded in other social systems (cp. Grabher 1993). Sydow finally observes networks of more or less autonomous organisations corresponding to our Production Networks, which are in deed more or less controllable. Not least because of their different theoretical assumptions, all these concepts seemed to be not only incommensurable but incompatible so far. Nonetheless, during our work in CRC 457 we were to manage all these concepts while approaching to one single objective of research. Therefore, we had to ask, how many perspectives on network are we to manage? The answer is: at least three. Integrating these, we generated a holistic life-cycle model of network, which we like to present as starting point for further research in the field network management. --

    Networks Within Cities and Among Cities: A Paradigm for Urban Development and Governance

    Networks and networking have become fashionable concepts and terms in regional science, and in particular in regional and urban geography in the last decade: we speak about network firms, network society, network economy but also network cities, city-networks, reti urbane, reseaux de villes. Only catch-words for somebody; a true new scientific paradigm according to others. Our opinion is that in fact we are confronted with a new paradigm in spatial sciences, under some precise conditions: - that its exact meaning is thoroughly defined, - that its theoretical economic rationale is justified, - that the novelty of its empirical content is clearly pointed out, with respect to more traditional spatial facts and processes that can easily be interpreted through existing spatial paradigms. The relevant theoretical building block on which the network concept or paradigm may be constructed are: - a new view of the economy as a system or web of links between individuals, firms and institutions, where links depend on experience and evolve through learning processes; the existing endowment of knowledge and other production factors is put into value through a relational capability addressed towards the exchange and collection of information, building reputation and trust, creating synergies, cutting down uncertainty, boosting learning processes; - the acknowledgement of cooperation as a new organisational and behavioural form, intermediate between hierarchy (internal development and merging of external activities through direct control) and market resort; cooperation networks among firms collaborating with each other on technological advances and innovation projects were the earlier phenomena that were abundantly explored in the past. In a spatial perspective, two phenomena in particular are worth exploring today through the network concept: - networking as cooperation among individuals, firms and institutions taking place inside the cities concerning collective action, public/private partnerships on large urban projects and the supply of public goods, and giving rise to new forms of urban governance; - networking as inter-urban cooperation, assuming the cities as economic actors, competing but also cooperating in the global arena where locations of internationally mobile factors (professionals, corporations, institutions) are decided and negotiated. The paper is organised in the following way: - a major section is devoted to the interpretation of the micro-economic efficiency of local networking (local urban networks), in terms of the usual criteria of optimal allocation of resources and collective welfare, viewing the network as an organisational alternative between market failure and state failure; - a transition section deals with the interpretation of cities, a collective actor at best, as individual/unitary economic actors, given the case for collective action among interest groups, the possibility of defining in broad terms a function of collective preference referring to non-mobile local actors, the engagement of public and private actors in processes of strategic planning and definition of shared visions for the future of the city vis-a-vis mobile actors; - another main section interprets competition and cooperation among cities (inter-city-networks) underlining advantages, risks and conditions for maximising overall comprehensive well-being.
