    Semantic-based policy engineering for autonomic systems

    This paper presents some important directions in the use of ontology-based semantics in achieving the vision of Autonomic Communications. We examine the requirements of Autonomic Communication with a focus on the demanding needs of ubiquitous computing environments, with an emphasis on the requirements shared with Autonomic Computing. We observe that ontologies provide a strong mechanism for addressing the heterogeneity in user task requirements, managed resources, services and context. We then present two complimentary approaches that exploit ontology-based knowledge in support of autonomic communications: service-oriented models for policy engineering and dynamic semantic queries using content-based networks.     Creating Collaborative Advantages Through Coordination of Regional Development Activities

    Through the increasing importance of networking and use of participatory strategic planning approaches in the regional development practice, it seems that local and regional development theory moves from the concept of competitive advantages towards collaborative advantages. This conceptual move implies a redefinition of inter- and intra-institutional relations of the public and private sector, and therefore, calls for defining new forms of governance. The exploration of the concept of collaborative advantages might contribute to a better understanding of the relations between the European concepts of competition and cohesion. As networking in various forms and creation of collaborative advantages requires significant ñ€Ɠcoordinationñ€ of multiple development actors and activities across different territorial levels, a broad spectrum of research questions can be opened. This research paper is focussed on the problem of coordination, which is often mentioned as one of the main problems of local and regional development. Before any development activity can be coordinated, some preconditions have to be fulfilled, namely development actors have to be willing to communicate and to cooperate. Only then collaboration in the implementation of concrete development activities might occur. This process involves formal and informal institutional relationships, as well as multi-level governance. The main goal of this research paper is to explain and define the concept of collaborative advantages and coordination in the context of regional development policy. In Addition, a conceptual policy coordination model that combines horizontal and vertical relationships between the main development actors, while planning and implementing local and regional development activities, is presented. The regional development policy coordination model is developed on the basis of recent insights into regional, institutional, organizational and planning theories and practice. It is tested on the basis of the institutional framework and strategic planning experiences in Croatia, particularly in the context of the future integration into the European Union. The results indicate that the model is applicable in other countries and it contributes to a better understanding of institutional relationships in coordinating regional development activities and creating collaborative advantages.

    Summary of the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1)

    Challenges related to development, deployment, and maintenance of reusable software for science are becoming a growing concern. Many scientists’ research increasingly depends on the quality and availability of software upon which their works are built. To highlight some of these issues and share experiences, the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1) was held in November 2013 in conjunction with the SC13 Conference. The workshop featured keynote presentations and a large number (54) of solicited extended abstracts that were grouped into three themes and presented via panels. A set of collaborative notes of the presentations and discussion was taken during the workshop. Unique perspectives were captured about issues such as comprehensive documentation, development and deployment practices, software licenses and career paths for developers. Attribution systems that account for evidence of software contribution and impact were also discussed. These include mechanisms such as Digital Object Identifiers, publication of “software papers”, and the use of online systems, for example source code repositories like GitHub. This paper summarizes the issues and shared experiences that were discussed, including cross-cutting issues and use cases. It joins a nascent literature seeking to understand what drives software work in science, and how it is impacted by the reward systems of science. These incentives can determine the extent to which developers are motivated to build software for the long-term, for the use of others, and whether to work collaboratively or separately.     In this new book we return to the challenge of deepening the task to the point of imagining the university formed by commoner university students. It is a turn, a new place from which to name and reconsider community management and action from a sense of co-responsibility for the commons that we must guarantee so that the common project prevails and achieves long-term self-sustainability.This is what the seven articles in this book are about, which calls into question what it means for the university to be and act according to economic principles and logics (giving, receiving, undertaking), social (distribution of roles and benefits) and policies (agreements, consensus, participation and assignment of responsibilities) of the commune. The institutional dimension is important but the vitality, the sense of belonging and the profound strength of the Salesian university project depend much more on the commons logic. Feeling of the commons is not a possibility among many others. We are convinced that, in order to take on this project, it is necessary to transcend institutional, business logic and state regulations.     New forms of regional industrial policy in Europe: How do policy makers understand 'competitiveness' and 'clusters'?

    The last decade has seen a revival of regional industrial policy in the Western world. New policies have been built on recent insights into the drivers of competitive advantage and are characterized by a focus on local production systems, on networking and partnerships, and more strategic forms of policy intervention. In addition, policy formulation and implementation has generally become part of an interactive process of consultation and consensus building, and, to a large extent, involves the co-ordination and reshaping of existing instruments rather than the development of entirely new ones. This paper will discuss the emergence of new forms of industrial policy targeted on regional ?competitiveness? on the basis of case studies undertaken in Germany, the UK and Spain. The aim of the paper is to understand how the concept and understanding of ?competitiveness? by local makers and other actors has influenced the shaping of local industrial policy. Since all the case studies involve laggard regions, one of the key issues of the debate is how policy makers perceive the balance between more ingenious, innovation-oriented approaches and approaches targeted in foreign investments. To understand the different outcomes in the various regions, account is taken of the governance framework for industrial policy making and implementation, the concepts and models invoked and used by policy makers, the impact of external factors such as funding conditions and European programs and, most fundamentally, the industrial and political traditions which characterize each region. The paper will point at some of the remarkable changes concepts have made on their way from theoretical and conceptual thinking to policy implementation, and will discuss the implications of these changes for academic research as well as policy-making.     Power and multistakeholderism in internet global governance. Towards a synergetic theoretical framework

    With the advancement of multistakeholder collaboration as a governance principle in theglobal Internet Governance, how to investigate the political process in a ‘shared power’environment emerges as a challenging methodological issue. In this paper, a synergetic theoretical approach is proposed to the study of Internet governance political process, which focuses on the concept of power, and crosses the boundaries of three academic fields, namely, Political Philosophy, Political Science and International Relations, and Organization Studies. This approach aggregates, in a descending analytical manner, concepts intrinsically linked to the contemporary shifting governance paradigm (i.e. governmentality, global governance, global public-policy networks, shared power, multistakeholder collaboration). In addition, such an approach brings the collaborative process into focus (rather than the decisions it leads to) by accentuating the productive potential of a collaboration based on the ‘shared power’ formula. Each of those theoretical reflections on shifting power relations provides building elements for a synergetic theoretical framework that can be, and has been, applied to the investigation of the emergent Internet governance regime. As a result, stakeholder alliances can be mapped, instances of power dynamics can be discerned, and some longitudinal tangible and intangible outcomes of the multistakeholder collaboration can be envisioned

    An empirical study that explores business-IT alignment processes in a networked organization among the province Overijssel, the municipalities Zwolle and Enschede, the water board district Regge & Dinkel and Royal Grolsch N.V. in The Netherlands, is summarized in this report. The aim of the study was to identify processes that contribute to improve such alignment. This study represents a continuation of previous validation efforts that help us to confirm the business-IT alignment process areas that should ultimately be included in the ICoNOs MM. Evidence was sought for the alignment of business and IT through the use of information systems to support the requirements of the organization in a specific project. The results of this study in the public sector also are relevant to the private sector where (i) business-IT alignment plays an increasingly valuable role, and (ii) the characteristics of collaborative networked organizations are present

    Can islands of effectiveness thrive in difficult governance settings ? the political economy of local-level collaborative governance

    Many low-income countries contend with a governance syndrome characterized by a difficult combination of seeming openness, weak institutions, and strong inter-elite contestation for power and resources. In such countries, neither broad-based policy nor public management reforms are likely to be feasible. But are broad-based approaches necessary? Theory and evidence suggest that in such settings progress could be driven by"islands of effectiveness"-- narrowly-focused initiatives that combine high-quality institutional arrangements at the micro-level, plus supportive, narrowly-targeted policy reforms. This paper explores whether and how local-level collaborative governance can provide a platform for these islands of effectiveness. Drawing on the analytical framework developed by the Nobel-prize winning social scientist Elinor Ostrom, the paper reviews the underpinnings of successful collaborative governance. It introduces a simple model for exploring the interactions between collaborative governance and political economy. The model highlights the conditions under which coordination is capable of countering threats from predators seeking to capture the returns from collaborative governance for themselves. The relative strength in the broader environment of two opposing networks emerges as key --"threat networks"to which predators have access, and countervailing"trumping networks"on which protagonists of effective collaborative governance can draw. The paper illustrates the potential practical relevance of the approach with three heuristic examples: the governance of schools, fisheries, and road construction and maintenance.
