    A Model For e-Government Digital Document

    The presence of a great amount of information is typical of bureaucratic processes, like the ones pertaining to public and private administrations. Such information is often recorded on paper or in different digital formats and its management is very expensive, both in terms of space used for storing documents and in terms of time spent in searching for the documents of interest. Furthermore, the manual management of these documents is absolutely not error-free. To efficiently access the information contained in very large document repositories, such as public administration archives, techniques for syntactic and semantic document management are required, so to ensure a large and intense process of document dematerialization, and eliminate, or at least reduce, the quantity of paper documents. In this work we present a novel RDF model of digital documents for improving the dematerialization effectiveness, that constitutes the starting point of an information system able to manage documental streams in the most efficient way. Such model takes into account the important need that is required in several E-Government applications which, depending on authorities or final users or time, provides different representations of the same multimedia contents

    The article analyzes the current requirements for digital competencies of civil servants, which have become relevant as a result of the introduction of the e-government model. The classification of competencies developed by S. Hanius (technical, socio-technical, organizational, managerial and political-administrative competencies) is studied, its validity is confirmed by N. Ogonek's all-European sociological research. It is argued that the trend towards increasing digital competences is common to most developed countries and is reflected in the OECD recommendations, in particular in the document "Strengthening Digital Government" (2019), which provides for the formation of a new digital culture among civil servants. As a result of inculcating this culture, there will be an expansion of authority, thinking and skills.У статті проаналізовано сучасні вимоги до цифрових компетентностей державних службовців, які актуалізувалися в результаті запровадження моделі електронного урядування. Досліджено класифікацію компетенцій, розроблену С. Ганіусом (технічні, соціально-технічні, організаційні, управлінські та політико-адміністративні компетенції), підтверджено її валідність загальноєвропейським соціологічним дослідженням Н. Огонека. Стверджується, що тенденція до підвищення цифрових кометентностей властива більшості розвинених країн і відображається у рекомендаціях ОЕСР, зокрема у документі «Посилення цифрового уряду» (2019), що передбачає формування нової цифрової культури серед державних службовців. У результаті прищеплення цієї культури відбудеться розширення повноважень, мислення та навичок

    The Reality of the Application of e-DMS in Governmental Institutions - an Empirical Study on the PPA

    The research aims to identify the status of the application of electronic document management system in governmental institutions – the study was applied on the Palestinian Pension Agency. The population of this study is composed of all employees in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the descriptive and analytical approach, through which try to describe the phenomenon of the subject of the study, analyze the data and the relationship between the components and the views put around it. Census method was used due to the small size of the study population and ease of access to the target group. (108) questionnaires were distributed to all members of the study population, were (65) employees in the Gaza Strip and (43) employees in the West Bank. All questionnaires were recovered. The study found the following results: There were no statistically significant differences in the members of the population in response to differences in the study about the reality of the application of electronic document management system in governmental institutions - case study on the Palestinian Pension Authority due to the age. There are no statistically significant differences in population members in response to the reality of the application of electronic document management system in governmental institutions - case Study on the Palestinian Pension Authority due to the variable nature of the job. As well as there are no statistically significant differences in the members of the population in response to the study about the reality of the application of electronic document management system in governmental institutions - case study on the Palestinian Pension Authority due to the variable of specialization. There are statistically significant differences in the study about the reality of the application of electronic document management system in governmental institutions - case study on the Palestinian Pension Authority due to Qualification variable for the benefit of members of the population study who are holding a Bachelor degree. There are statistically significant differences in the study about the reality of the application of electronic document management system in governmental institutions – case study on the Palestinian Pension Authority due to the variable number of years of experience for the benefit of members of the study population who have experience between 11-15 years. The study found a group of recommendations, including: the need to focus on the establishment of a general management of electronic documents in the organization structure that takes care of all the technical processes in it an contains scientifically qualified persons in the field of electronic document management. The need is for the attention in developing strategic plans, policies and mechanisms of action commensurate with the electronic document management system

    A Study of SVM Kernel Functions for Sensitivity Classification Ensembles with POS Sequences

    Freedom of Information (FOI) laws legislate that government documents should be opened to the public. However, many government documents contain sensitive information, such as confidential information, that is exempt from release. Therefore, government documents must be sensitivity reviewed prior to release, to identify and close any sensitive information. With the adoption of born-digital documents, such as email, there is a need for automatic sensitivity classification to assist digital sensitivity review. SVM classifiers and Part-of-Speech sequences have separately been shown to be promising for sensitivity classification. However, sequence classification methodologies, and specifically SVM kernel functions, have not been fully investigated for sensitivity classification. Therefore, in this work, we present an evaluation of five SVM kernel functions for sensitivity classification using POS sequences. Moreover, we show that an ensemble classifier that combines POS sequence classification with text classification can significantly improve sensitivity classification effectiveness (+6.09% F2) compared with a text classification baseline, according to McNemar's test of significance
