    From Social Simulation to Integrative System Design

    As the recent financial crisis showed, today there is a strong need to gain "ecological perspective" of all relevant interactions in socio-economic-techno-environmental systems. For this, we suggested to set-up a network of Centers for integrative systems design, which shall be able to run all potentially relevant scenarios, identify causality chains, explore feedback and cascading effects for a number of model variants, and determine the reliability of their implications (given the validity of the underlying models). They will be able to detect possible negative side effect of policy decisions, before they occur. The Centers belonging to this network of Integrative Systems Design Centers would be focused on a particular field, but they would be part of an attempt to eventually cover all relevant areas of society and economy and integrate them within a "Living Earth Simulator". The results of all research activities of such Centers would be turned into informative input for political Decision Arenas. For example, Crisis Observatories (for financial instabilities, shortages of resources, environmental change, conflict, spreading of diseases, etc.) would be connected with such Decision Arenas for the purpose of visualization, in order to make complex interdependencies understandable to scientists, decision-makers, and the general public.Comment: 34 pages, Visioneer White Paper, see http://www.visioneer.ethz.c

    How Green Public Procurement Contributes to Sustainable Development in China: Evidence from the IISD Green Public Procurement Model

    The People's Republic of China spent more than CNY 1.6 trillion (USD 252 billion) on procurement in 2013, accounting for 11.7 per cent of all national spending (Ministry of Finance of the People's Republic of China, 2014). In light of these numbers, the potential environmental, social and economic multipliers of greening government purchases become evident. The benefits of a comprehensive and efficient green public procurement (GPP) policy are not limited to the green products and services the public sector buys, but will have a ripple effect that encourages green consumption nationwide. The significant purchasing power of the government will provide the much-needed incentives in order for businesses to invest and innovate in green products and services to meet the government's guaranteed long-term and high-volume demand. Additionally, GPP is in line with China's national plans to pioneer "eco-civilisation" and with the upcoming 13th Five-Year Plan (FYP), which underlines the importance of GPP.This paper is the second and final component of IISD's contribution to greening public procurement in China. Our discussion paper Green Public Procurement in China: Quantifying the Benefits, published in April 2015, analyzed China's GPP landscape, taking a closer look at current practices, actors at different levels of government and the underlying legal framework. In addition, the paper introduced the IISD GPP Model, discussing its potential for quantifying and communicating the benefits of GPP, while providing a high-level overview of the modelling approach used and of the scope of the model envisioned. Building on the results of the IISD GPP Model, consultations with stakeholders and an extensive literature review, this paper provides targeted recommendations addressing the development areas identified to improve GPP in China. The recommendations follow a multiphase approach offering more immediate solutions as well as more ambitious, larger-scale overhauls of the GPP framework for the long term. The results of the IISD GPP Model will be shared for the first time as part of this paper, making the case for green procurement through analyzing five product categories: air conditioners, lighting, cars, paper and cement. These categories were selected because they represent significant financial flows in procurement, have notable environmental impacts and domestic production, and have sufficient data available to facilitate their analysis. A detailed overview of the key elements of the modelling approach will be provided, in addition to an explanation of the model setup and the range of externalities monetised for each product category. Finally, we will look at how to use the model at the different levels of government as well as how its scope can be extended and customised in order to leverage its potential under a wider range of circumstances and areas of procurement

    Temporal Exploration in 2D Visualization of Emotions on Twitter Stream

    As people freely express their opinions toward a product on Twitter streams without being bound by time, visualizing time pattern of customers emotional behavior can play a crucial role in decision-making. We analyze how emotions are fluctuated in pattern and demonstrate how we can explore it into useful visualizations with an appropriate framework. We manually customized the current framework in order to improve a state-of-the-art of crawling and visualizing Twitter data. The data, post or update on status on the Twitter website about iPhone, was collected from U.S.A, Japan, Indonesia, and Taiwan by using geographical bounding-box and visualized it into two-dimensional heat map, interactive stream graph, and context focus via brushing visualization. The results show that our proposed system can explore uniqueness of temporal pattern of customers emotional behavior

    Visualizing the Past: Tools and Techniques for Understanding Historical Processes

    The University of Richmond requests a Level I Digital Humanities Start-Up grant to bring together experts for investigations about how to overcome limitations that prevent most humanities scholars from taking advantage of visualization techniques in their research. The grant will fund a two-day workshop where invited scholars will discuss current work on visualizing historical processes, and together consider: (1) How can we harness emerging cyber-infrastructure tools and interoperability standards to explore, visualize, and analyze spatial and temporal components of distributed digital archives to better understand historical events and processes? (2) How can user-friendly tools or web sites be created to allow scholars and researchers to animate spatial and temporal data housed on different systems across the Internet? The grant will also fund initial experiments toward creating new tools for overcoming obstacles to data visualization work. Results will be presented as a white paper

    Global-Scale Resource Survey and Performance Monitoring of Public OGC Web Map Services

    One of the most widely-implemented service standards provided by the Open Geospatial Consortium (OGC) to the user community is the Web Map Service (WMS). WMS is widely employed globally, but there is limited knowledge of the global distribution, adoption status or the service quality of these online WMS resources. To fill this void, we investigated global WMSs resources and performed distributed performance monitoring of these services. This paper explicates a distributed monitoring framework that was used to monitor 46,296 WMSs continuously for over one year and a crawling method to discover these WMSs. We analyzed server locations, provider types, themes, the spatiotemporal coverage of map layers and the service versions for 41,703 valid WMSs. Furthermore, we appraised the stability and performance of basic operations for 1210 selected WMSs (i.e., GetCapabilities and GetMap). We discuss the major reasons for request errors and performance issues, as well as the relationship between service response times and the spatiotemporal distribution of client monitoring sites. This paper will help service providers, end users and developers of standards to grasp the status of global WMS resources, as well as to understand the adoption status of OGC standards. The conclusions drawn in this paper can benefit geospatial resource discovery, service performance evaluation and guide service performance improvements.Comment: 24 pages; 15 figure
