Construction IT in 2030: a scenario planning approach
Summary: This paper presents a scenario planning effort carried out in order to identify the possible futures
that construction industry and construction IT might face. The paper provides a review of previous research in
the area and introduces the scenario planning approach. It then describes the adopted research methodology.
The driving forces of change and main trends, issues and factors determined by focusing on factors related to
society, technology, environment, economy and politics are discussed. Four future scenarios developed for the
year 2030 are described. These scenarios start from the global view and present the images of the future world.
They then focus on the construction industry and the ICT implications. Finally, the preferred scenario
determined by the participants of a prospective workshop is presented

E-learning adoption in higher education in Jordan: vision, reality and change
This paper discusses the implementation of an e-learning program at a Jordanian University (Al-Ahliyya Amman University). The program originally aimed to establish a virtual university which offers totally online courses but due to a number of reasons there had to be some changes in the implementation process. The paper discusses such changes and challenges faced by AAU in implementing its e-learning program from an IS project management point of view. Findings suggest that implementing such projects needs careful consideration of a variety of issues to ensure that the objectives are achieved. The case provides rich insights to other educational institutions wishing to implement such projects
Increasing competitiveness of the construction sector by adopting innovative clustering
Companies in today's world need to become and stay competitive. This means, among other things, that they have to create new ideas and turn them into innovative products and processes. Appropriate innovation management strategies, including creation of various kinds of alliances with other business entities, need to be adopted within the company. Clustering is one of such possibilities. The paper discusses the main features of clusters and the benefits for their members; in addition, it identifies specific features of the construction sector that require specific approaches to establish a cluster.\ud
The methodology Innovative Cluster Model with 3x3x3 mail elements (ICM333) is proposed and used to initiate and develop a cluster in the construction sector. In the cluster development three stages are identified: emergence, development and maturity of the cluster. Actions associated with these three stages tackle four areas (in each stage): rationale, organization, resources, and implementation. All areas are thoroughly elaborated and discussed in the paper. In the first step, the emerging cluster, the key element is identification, assessment and dissemination of development opportunities. It can run parallel with the cluster initiation, which is followed by the operation. Within the steps to be taken in the stage of the developing cluster, visions nad the goals have to be defined first, followed by the definition of the cluster organisation. The mature cluster stage has to focus on performance measurement and management, and take appropriate measures to garantee its sustainability and adequate innovative character.\ud
Implementation of the proposed cluster development methodology has the potential of greatly facilitating the betterment of a construction sector in a particular country. It can be a valuable tool, when available to policymakers, chambers of commerce and trade, and other stakeholders that wish to foster the development of such clusters.\ud

Planning and implementation of effective collaboration in construction projects
The 21st century is now seen as the time for the construction industry to embrace new ways of working if it is to continue to be competitive and meet the needs of its ever demanding clients. Collaborative working is considered by many to be essential if design and construction teams are to consider the whole lifecycle of the construction product. Much of the recent work on collaborative working has focused on the delivery of technological solutions with a focus on web (extranets), CAD (visualisation), and knowledge management technologies. However, it is now recognised that good collaboration does not result from the implementation of information technology solutions alone. The organisational and people issues, which are not readily solved by pure technical systems, need to be resolved. However, approaches that exclusively focus on organisational and people issues will not reap the benefits derived from the use of technology, especially in the context of distributed teams which are the norm in construction. Work currently being undertaken at Loughborough University aims to bring together the benefits enabled by the technology, with the organisational, and its people issues to provide a framework enabling high level strategic decisions to be made to implement effective collaboration.
