    Innovative Tokyo

    This paper compares and contrasts Tokyo's innovation structure with the industrial districts model and the international hub model in the literature on urban and regional development. The Tokyo model embraces and yet transcends both industrial districts and international hub models. The paper details key elements making up the Tokyo model-organizational knowledge creation, integral and co-location systems of corporate R&D and new product development, test markets, industrial districts and clusters, participative consumer culture, continuous learning from abroad, local government policies, the national system of innovation, and the historical genesis of Tokyo in Japan's political economy. The paper finds that the Tokyo model of innovation will continue to evolve with the changing external environment, but fundamentally retains its main characteristics.     From knowledge dependence to knowledge creation: Industrial growth and the technological advance of the Japanese electronics industry

    The thrust of the argument put forward in this paper is that the postwar technological advance of the Japanese electronics industry was in essence a product not a primary cause of industrial growth. We demonstrate that the industry's surge forward resulted from the interaction of a unique combination of political, economic and cultural forces. Business leaders took full advantage by investing on a massive scale in physical, organizational, human and technological resources. It was success in the marketplace and strong cash flows that allowed Japanese firms to import technology on a large scale, invest in scientists and engineers, and progressively develop world class technological capabilities. In establishing themselves as global players, Japanese electronics firms moved over the years from a position of knowledge dependence to one of knowledge creation. We explore how this transformation was achieved and how they learned to control and exploit knowledge creating systems and processes. In particular, we establish the multi-faceted context and complex set of relationships that have conditioned strategic decision making and the creation of technological capabilities

    High definition systems in Japan

    The successful implementation of a strategy to produce high-definition systems within the Japanese economy will favorably affect the fundamental competitiveness of Japan relative to the rest of the world. The development of an infrastructure necessary to support high-definition products and systems in that country involves major commitments of engineering resources, plants and equipment, educational programs and funding. The results of these efforts appear to affect virtually every aspect of the Japanese industrial complex. The results of assessments of the current progress of Japan toward the development of high-definition products and systems are presented. The assessments are based on the findings of a panel of U.S. experts made up of individuals from U.S. academia and industry, and derived from a study of the Japanese literature combined with visits to the primary relevant industrial laboratories and development agencies in Japan. Specific coverage includes an evaluation of progress in R&D for high-definition television (HDTV) displays that are evolving in Japan; high-definition standards and equipment development; Japanese intentions for the use of HDTV; economic evaluation of Japan's public policy initiatives in support of high-definition systems; management analysis of Japan's strategy of leverage with respect to high-definition products and systems

    Government technology policy has nurtured the growth of the aerospace industry which is vital to both the U.S. and Japanese economies. Japanese technology policy differs significantly from U.S. technology policy, however, particularly with respect to the production, transfer, and use of scientific and technical information (STI). In this paper, we discuss the unique position of the aerospace industry in the U.S. and Japan, U.S. and Japanese aerospace policy, and the role of STI in the process of aerospace innovation. The information-seeking behaviors of U.S. and Japanese aerospace engineers and scientists are compared. The authors advocate the development of innovation-adoption technology and STI policy goals for U.S. aerospace and the inclusion of an aerospace knowledge diffusion transfer system with an 'active' component for scanning and acquiring foreign aerospace technology and STI

    Physical and Human Capital Deepening and New Trade Patterns in Japan

    This paper investigates the deepening of the international division of labor and its effect on factor intensities in Japan, mainly focusing on the manufacturing sector. In the first half of the paper, we analyze the factor contents of trade and find that Japanfs factor content net-exports of capital and non-production labor grew rapidly while net-exports of production workers fell by a large amount during the period from 1980-2000. Interestingly, the decline in the factor content of net-exports of production workers was almost entirely caused by Japanfs trade with China and Hong Kong. According to our decomposition analysis, however, most of the macro-economic change in the capital-labor ratio and the change in the skilled-labor ratio is attributable to a gwithin-industryh shift rather than a gbetween-industryh shift. Although we clearly see a drastic increase in VIIT and outsourcing to foreign countries, particularly to Asian countries, our empirical analysis provides only weak evidence that the deepening international division of labor contributes to changes in factor intensities in each industry. Our results suggest that specialization in the export of skilled-labor-intensive products may have contributed to the increase in the relative demand for skilled (professional, technical, managerial, and administrative) labor within industry. However, our results suggest that changes in trade patterns (specialization in capital-intensive production) cannot explain the rapid growth of capital-labor ratios in Japan.

    Soft policies and hard competition: Government, industry, and user impacts on the development of Japan's software industry

    The paper analyzes the development and structure of the Japan's software industry, focusing particular attention on the failure of government support policies to nurture an internationally competitive industry and the success of foreign software producers in the Japanese market. The research adopts an evolutionary approach to explain Japan's problems in building a competitive software industry except in games, challenging the validity of standard explanations such as cultural disadvantage and failure to adopt best practice. The pattern of development in the Japanese software industry results from strong user preference for customized software over packaged products. Large users develop highly customized software systems that reflect their unique organizational structures and operating advantages. Software is viewed as an input into the production process, rather than an output to be independently marketted. As such, the structure of the software reflects the administrative heritage of major industrial users as much as developments in computer technology. The tendency to emphasize customization favors intra-industry software advances over interindustry expansion. Moreover, high demand for customization combines with large variation in operating systems to fractionalize the industry and frustrate government support policies. Even though the Ministry of International Trade and Industry followed the same industry support model that proved so successful in manufacturing, an independent world class software industry has not developed. The preference for customization has also allowed foreign software producers to successfully pursue a hub and spoke strategy. Foreign producers have been able to expand their user base, thereby lowering unit cost and putting local software developers at a further disadvantage. The research suggests that this situation will continue

    This paper is about collectivism in the Network Society. Many\ud researches about the Network Society evaluate collectivism, citing Japanese\ud culture and Hacker culture as good models of such collectivism. However, some\ud researchers, such as K. Abe in his analysis of “Seken,” criticize Japanese\ud collectivism. Abe’s study pointed out the negative effect of Japanese collectivism\ud on scientific progress. This paper will criticize Abe’s study and offer a new model\ud for evaluating collectivism, which has previously been evaluated in earlier studies\ud about the Network Society. First this paper introduces the previous studies and\ud considers a model of communication in the Network Society. Then this paper\ud considers the results of a survey of Japanese engineers in order to test the validity\ud and shortcomings of this model
