    Creating a climate for food security: the business, people & landscapes in food production

    AbstractBalancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. Requirements of food security, social justice and environmental justice exacerbate the impact of agriculture on the supporting ecological environment. Viability of the Australian rural economy is intrinsically linked to food production and food security requiring systematic evaluation of climate change adaptation strategies for agricultural productivity.This food-systems research drew on global climate change literature to identify risks and adaptation. The transdisciplinary team applied specialist experience through collaboration in social science, economics and land-management to provide comprehensive methods to engage researchers and decision-makers making decisions across the food-system. Research focus on the dairy and horticulture sectors in the SW-WA and SEQld provided a comparative context in food-systems and regional economies. Expert knowledge was engaged through a series of panel meetings to test and challenge existing practice applying conceptual and empirical approaches in Structural Equation, Value-Chain, Supply-Chain modelling and Analytical Hierarchy modelling. This iterative action-research process provided immediate generation and transfer of expert knowledge across the involved sectors. The scenarios and adaptive strategies provide evidence-based pathways to strengthen food-systems; account for climate change mitigation and adaptation; and weather-proof regional economies in the face of climate change. Balancing human and environmental needs is urgent where food security and sustainability are under pressure from population increases and changing climates. Differences in positions between the industry sector, the government and research sectors demonstrate the need for closer relationships between industry and government if climate change interventions are to be effectively targeted. Modelling shows that capacity for adaptation has a significant bearing on the success of implementing intervention strategies. Without intervention strategies to build viability and support, farm businesses are more likely to fail as a consequence of climate change. A framework of capitals that includes social components - cultural, human and social capital-, economic components -economic and physical capital - and ecological components -ecological and environmental capital - should be applied to address capacities. A priority assessment of climate change intervention strategies shows that strategies categorised as ‘Technology & Extension’ are most important in minimising risk from climate change impacts. To implement interventions to achieve ‘Food Business Resilience’, ‘Business Development’ strategies and alternative business models are most effective. ‘Research and Development’ interventions are essential to achieve enhanced ‘Adaptive Capacity’.The individual components of TBL Adaptive Capacity can be achieved through ‘Policy and Governance’ interventions for building ‘Social Capital’ capacity, ‘Research and Development’ will develop ‘Economic Capital’, and ‘Business Development’ strategies will build ‘Ecological Capital’.These strategic interventions will promote food security and maintain resilience in local food systems, agricultural production communities and markets, global industrial systems, and developing world food systems.     United Nations Development Assistance Framework for Kenya

    The United Nations Development Assistance Framework (2014-2018) for Kenya is an expression of the UN's commitment to support the Kenyan people in their self-articulated development aspirations. This UNDAF has been developed according to the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF's full alignment to Government priorities and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF narrative includes five recommended sections: Introduction and Country Context, UNDAF Results, Resource Estimates, Implementation Arrangements, and Monitoring and Evaluation as well as a Results and Resources Annex. Developed under the leadership of the Government, the UNDAF reflects the efforts of all UN agencies working in Kenya and is shaped by the five UNDG programming principles: Human Rights-based approach, gender equality, environmental sustainability, capacity development, and results based management. The UNDAF working groups have developed a truly broad-based Results Framework, in collaboration with Civil Society, donors and other partners. The UNDAF has four Strategic Results Areas: 1) Transformational Governance encompassing Policy and Institutional Frameworks; Democratic Participation and Human Rights; Devolution and Accountability; and Evidence-based Decision-making, 2) Human Capital Development comprised of Education and Learning; Health, including Water, Sanitation and Hygiene (WASH), Environmental Preservation, Food Availability and Nutrition; Multi-sectoral HIV and AIDS Response; and Social Protection, 3) Inclusive and Sustainable Economic Growth, with Improving the Business Environment; Strengthening Productive Sectors and Trade; and Promoting Job Creation, Skills Development and Improved Working Conditions, and 4) Environmental Sustainability, Land Management and Human Security including Policy and Legal Framework Development; and Peace, Community Security and Resilience. The UNDAF Results Areas are aligned with the three Pillars (Political, Social and Economic) of the Government's Vision 2030 transformational agenda

    Specification of vertical semantic consistency rules of UML class diagram refinement using logical approach

    Unified Modelling Language (UML) is the most popular modelling language use for software design in software development industries with a class diagram being the most frequently use diagram. Despite the popularity of UML, it is being affected by inconsistency problems of its diagrams at the same or different abstraction levels. Inconsistency in UML is mostly caused by existence of various views on the same system and sometimes leads to potentially conflicting system specifications. In general, syntactic consistency can be automatically checked and therefore is supported by current UML Computer-aided Software Engineering (CASE) tools. Semantic consistency problems, unlike syntactic consistency problems, there exists no specific method for specifying semantic consistency rules and constraints. Therefore, this research has specified twenty-four abstraction rules of class‟s relation semantic among any three related classes of a refined class diagram to semantically equivalent relations of two of the classes using a logical approach. This research has also formalized three vertical semantic consistency rules of a class diagram refinement identified by previous researchers using a logical approach and a set of formalized abstraction rules. The results were successfully evaluated using hotel management system and passenger list system case studies and were found to be reliable and efficient

    Aligning a Service Provisioning Model of a Service-Oriented System with the ITIL v.3 Life Cycle

    Bringing together the ICT and the business layer of a service-oriented system (SoS) remains a great challenge. Few papers tackle the management of SoS from the business and organizational point of view. One solution is to use the well-known ITIL v.3 framework. The latter enables to transform the organization into a service-oriented organizational which focuses on the value provided to the service customers. In this paper, we align the steps of the service provisioning model with the ITIL v.3 processes. The alignment proposed should help organizations and IT teams to integrate their ICT layer, represented by the SoS, and their business layer, represented by ITIL v.3.
