ATM automation: guidance on human technology integration
© Civil Aviation Authority 2016Human interaction with technology and automation is a key area of interest to industry and safety regulators alike. In February 2014, a joint CAA/industry workshop considered perspectives on present and future implementation of advanced automated systems. The conclusion was that whilst no additional regulation was necessary, guidance material for industry and regulators was required. Development of this guidance document was completed in 2015 by a working group consisting of CAA, UK industry, academia and industry associations (see Appendix B). This enabled a collaborative approach to be taken, and for regulatory, industry, and workforce perspectives to be collectively considered and addressed. The processes used in developing this guidance included: review of the themes identified from the February 2014 CAA/industry workshop1; review of academic papers, textbooks on automation, incidents and accidents involving automation; identification of key safety issues associated with automated systems; analysis of current and emerging ATM regulatory requirements and guidance material; presentation of emerging findings for critical review at UK and European aviation safety conferences. In December 2015, a workshop of senior management from project partner organisations reviewed the findings and proposals. EASA were briefed on the project before its commencement, and Eurocontrol contributed through membership of the Working Group.Final Published versio
Independent Configurable Architecture for Reliable Operation of Unmanned Systems with Distributed Onboard Services
This paper presents the development of ICAROUS-2 (Independent Configurable Architecture for Reliable Operation of Unmanned Systems with Distributed Onboard Services), the second generation of a software architecture that integrates several algorithms as distributed onboard services to enable robust autonomous UAS applications. In particular, the ICAROUS architecture defines a framework to perform detect and avoid, geofencing, path monitoring, path planning, and autonomous decision making to ensure safety and mission progress. Most of the core algorithms implemented in ICAROUS are formally verified using an interactive theorem prover. These algorithms are composed together using a plan execution engine, whose operational semantics is formally specified. Data-driven modeling of systemic delay propagation under severe meteorological conditions
The upsetting consequences of weather conditions are well known to any person
involved in air transportation. Still the quantification of how these
disturbances affect delay propagation and the effectiveness of managers and
pilots interventions to prevent possible large-scale system failures needs
further attention. In this work, we employ an agent-based data-driven model
developed using real flight performance registers for the entire US airport
network and focus on the events occurring on October 27 2010 in the United
States. A major storm complex that was later called the 2010 Superstorm took
place that day. Our model correctly reproduces the evolution of the
delay-spreading dynamics. By considering different intervention measures, we
can even improve the model predictions getting closer to the real delay data.
Our model can thus be of help to managers as a tool to assess different
intervention measures in order to diminish the impact of disruptive conditions

The future of UAS: standards, regulations, and operational experiences [workshop report]
This paper presents the outcomes of "The Future of UAS: Standards, Regulations and Operational Experiences" workshop, held on the 7th and 8th of December, 2006 in Brisbane, Queensland, Australia. The goal of the workshop was to identify recent international activities in the Unmanned Airborne Systems (UAS) airspace integration problem. The workshop attracted a broad cross-section of the UAS community, including: airspace and safety regulators, developers, operators and researchers. The three themes of discussion were: progress in the development of standards and regulations, lessons learnt from recent operations, and advances in new technologies. This paper summarises the activities of the workshop and explores the important outcomes and trends as perceived by the authors
Enhancing Trajectory-Based Operations for UAVs through Hexagonal Grid Indexing: A Step towards 4D Integration of UTM and ATM
Aviation is expected to face a surge in the number of manned aircraft and drones in the coming years, making it necessary to integrate Unmanned Aircraft System Traffic Management (UTM) into Air Traffic Management (ATM) to ensure safe and efficient operations. This research proposes a novel hexagonal grid-based 4D trajectory representation framework for unmanned aerial vehicle (UAV) traffic management that overcomes the limitations of existing square/cubic trajectory representation methods. The proposed model employs a hierarchical indexing structure using hexagonal cells, enabling efficient ground based strategic conflict detection and conflict free 4D trajectory planning. Additionally, the use of Hexagonal Discrete Global Grid Systems provides a more accurate representation of UAV trajectories, improved sampling efficiency and higher angular resolution. The proposed approach can be used for predeparture conflict free 4D trajectory planning, reducing computational complexity and memory requirements while improving the accuracy of strategic trajectory conflict detection. The proposed framework can also be extended for air traffic flow management trajectory planning, Air Traffic Control (ATC) workload measurement, sector capacity estimation, dynamics airspace sectorization using hexagonal sectors and traffic density calculation, contributing to the development of an efficient UTM system, and facilitating the integration of UAVs into the national airspace system with AT
Tree Memory Networks for Modelling Long-term Temporal Dependencies
In the domain of sequence modelling, Recurrent Neural Networks (RNN) have
been capable of achieving impressive results in a variety of application areas
including visual question answering, part-of-speech tagging and machine
translation. However this success in modelling short term dependencies has not
successfully transitioned to application areas such as trajectory prediction,
which require capturing both short term and long term relationships. In this
paper, we propose a Tree Memory Network (TMN) for modelling long term and short
term relationships in sequence-to-sequence mapping problems. The proposed
network architecture is composed of an input module, controller and a memory
module. In contrast to related literature, which models the memory as a
sequence of historical states, we model the memory as a recursive tree
structure. This structure more effectively captures temporal dependencies
across both short term and long term sequences using its hierarchical
structure. We demonstrate the effectiveness and flexibility of the proposed TMN
in two practical problems, aircraft trajectory modelling and pedestrian
trajectory modelling in a surveillance setting, and in both cases we outperform
the current state-of-the-art. Furthermore, we perform an in depth analysis on
the evolution of the memory module content over time and provide visual
evidence on how the proposed TMN is able to map both long term and short term
relationships efficiently via a hierarchical structure
Situational awareness and safety
This paper considers the applicability of situation awareness concepts to safety in the control of complex systems. Much of the research to date has been conducted in aviation, which has obvious safety implications. It is argued that the concepts could be extended to other safety critical domains. The paper presents three theories of situational awareness: the three-level model, the interactive sub-systems approach, and the perceptual cycle. The difference between these theories is the extent to which they emphasise process or product as indicative of situational awareness. Some data from other studies are discussed to consider the negative effects of losing situational awareness, as this has serious safety implications. Finally, the application of situational awareness to system design, and training are presented

A survey of simulation techniques in commerce and defence
Despite the developments in Modelling and Simulation (M&S) tools and techniques over the past years, there has been a gap in the M&S research and practice in healthcare on developing a toolkit to assist the modellers and simulation practitioners with selecting an appropriate set of techniques. This study is a preliminary step towards this goal. This paper presents some results from a systematic literature survey on applications of M&S in the commerce and defence domains that could inspire some improvements in the healthcare. Interim results show that in the commercial sector Discrete-Event Simulation (DES) has been the most widely used technique with System Dynamics (SD) in second place. However in the defence sector, SD has gained relatively more attention. SD has been found quite useful for qualitative and soft factors analysis. From both the surveys it becomes clear that there is a growing trend towards using hybrid M&S approaches
The sky is the limit?: The determinants and constraints of European airports' commercial revenues
This study investigates the determinants of commercial and retail airport revenues as well as revenues from real estate operations. Cross-sectional OLS, 2SLS and robust regression models of European airports identify a number of significant drivers of airport revenues. Aviation revenues per passenger are mainly determined by the national income per capita in which the airport is located, the percentage of leisure travelers and the size of the airport proxied by total aviation revenues. Main drivers of commercial revenues per passenger include the total number of passengers passing through the airport, the ratio of commercial to total revenues, the national income, the share of domestic and leisure travelers and the total number of flights. These results are in line with previous findings of a negative influence of business travelers on commercial revenues per passenger. We also find that a high amount of retail space per passenger is generally associated with lower commercial revenues per square meter confirming decreasing marginal revenue effects. Real estate revenues per passenger are positively associated with national income per capita at airport location, share of intra-EU passengers and percent delayed flights. Overall, aviation and non-aviation revenues appear to be strongly interlinked, underlining the potential for a comprehensive airport management strategy above and beyond mere cost minimization of the aviation sector
