    Integration of Cost andWork Breakdown Structures in the Management of Construction Projects

    Scope management allows project managers to react when a project underperforms regarding schedule, budget, and/or quality at the execution stage. Scope management can also minimize project changes and budget omissions, as well as improve the accuracy of project cost estimates and risk responses. For scope management to be effective, though, it needs to rely on a robust work breakdown structure (WBS). A robust WBS hierarchically and faithfully reflects all project tasks and work packages so that projects are easier to manage. If done properly, the WBS also allows meeting the project objectives while delivering the project on time, on budget, and with the required quality. This paper analyzes whether the integration of a cost breakdown structure (CBS) can lead to the generation of more robust WBSs in construction projects. Over the last years, some international organizations have standardized and harmonized different cost classification systems (e.g., ISO 12006-2, ISO 81346-12, OmniClass, CoClass, UniClass). These cost databases have also been introduced into building information modeling (BIM) frameworks. We hypothesize that in BIM environments, if these CBSs are used to generate the project WBS, several advantages are gained such as sharper project definition. This enhanced project definition reduces project contradictions at both planning and execution stages, anticipates potential schedule and budget deviations, improves resource allocation, and overall it allows a better response to potential project risks. The hypothesis that the use of CBSs can generate more robust WBSs is tested by the response analysis of a questionnaire survey distributed among construction practitioners and project managers. By means of structural equation modeling (SEM), the correlation (agreement) and perception differences between two 250-respondent subsamples (technical project staff vs. project management staff) are also discussed. Results of this research support the use of CBSs by construction professionals as a basis to generate WBSs for enhanced project management (PM)

    Home-Based Parent Child Therapy for Young Traumatized Children Living In Poverty: A Randomized Controlled Trial

    A randomized control trial was used to evaluate the effectiveness of a home-based, parent-and-child therapy program specifically developed for toddlers and preschoolers living in poverty with trauma symptoms. Sixty-four children 5-years of age and younger were referred to a community-based clinic for behavior problems and emotional difficulties. All children had experienced one or more potentially traumatic events and met the DSM-5’s criteria for Post-Traumatic Stress Disorder in Children Six Years of Age and Younger. All families received government assistance indicating that their income met the federal definition for poverty. Participants were randomly assigned to either immediate treatment or wait list control groups. Significant between-group differences on all post-treatment measures were found. After the waitlist group completed treatment, significant improvements for both groups were found on all measures at six-weeks follow-up. Outcomes included reductions in challenging behaviors and emotional symptoms of trauma, improved caregiver-child relationships, and increased caregiver adherence to treatment strategies. This study offers support for early intervention of children with trauma symptoms and identifies the clinical challenges and advantages of providing therapy services in a home setting for very young children in poverty

    What Do Americans Think About Federal Transportation Tax Options? Results From a National Survey MTI Report 09-18

    This report summarizes the results of a national random-digit-dial public opinion poll that asked 1,545 respondents if they would support various tax options for raising federal transportation revenues. The eight specific tax options tested were variations on raising the federal gas tax rate, creating a new mileage tax, and creating a new national sales tax. In addition, the survey collected standard socio-demographic data and some travel behavior data and asked a few attitudinal questions related to the quality of the transportation system and respondents´ priorities for government spending on transportation. These questions were used to assess support levels for the tax options among different population subgroups. None of the tax options achieved majority support, but three did fairly well, with support levels around 40%. These were a 0.5¢ sales tax (43% support), a 10¢ gas tax increase with revenue to be dedicated to projects that would reduce the transportation system´s impact on global warming (42% support), and a 10¢ gas tax increase spread over five years (39% support). The report also compares public support for alternative versions of the mileage and gas taxes. The base cases tested against alternatives were a flat-rate mileage tax of 1¢ per mile and a 10¢ gas tax with no additional information given about the tax. All variants of these base cases increased support levels, in most cases significantly. Varying the mileage tax by the vehicle´s pollution level increased support by 12 percentage points. For the gas tax, all four alternatives to the base case received higher support. Most notably, spreading the gas tax increase over five years increased support by 16 percentage points, and linking the increase to global warming reduction increased support by a full 19 percentage points

    Market Analysis of Shipping MBA Programs

    This study concentrates on getting a better understanding of Shipping MBA (Master of Business Administration) programs. MBA is an international degree aimed for graduates and professionals to develop their business and management skills. Shipping MBA is a degree specialized for shipping industry professionals’ education needs. The purpose of this study is threefold: First to conduct a market analysis of available Shipping MBA programs. This is done by defining the Shipping MBA market, target market and market segments. Second aim is to study the curriculum of these Shipping MBA programs. This is based on literature and course material review. Documentary evidence about each Shipping MBA program is the core empirical material of the study. And third this study strives to estimate the need and market potential for Shipping MBA education currently and in the near future. This is done by assessing current supply and demand of Shipping MBA programs and based on that also future demand is evaluated. Finally, competitive forces in Shipping MBA market are discussed in context of Porter’s five forces model. This study led to a notion that the Shipping MBA education is quite heterogeneous a group with different characteristics. The degree of specialization, studying method, price of the degree and geographical coverage are varying from program to program. However, certain core courses were included in almost every Shipping MBA program, such as courses on: introduction to shipping business, maritime law, strategy, business management and business finance. It was noted that Shipping MBA programs have future market potential but the current market demand is quite modest. It can be assumed that currently Shipping MBA business is not very profitable for the program suppliers

    Examining Teacher Beliefs about Diverse Students Through Transformative Learning: The Common Beliefs Survey and the Disorienting Dilemma

    As the diversity of America's public school students grows, current and future teachers must be prepared to meet the needs of students who are increasingly different from them ethnically, racially and socio-economically. Research indicates that one of the ways to impact teachers' instructional practices with these and other students is to address problematic teacher beliefs and assumptions around these dimensions. Using the Southern Poverty Law Center's Teaching Diverse Students Initiative's Common Beliefs Survey, this research study explores Mezirow's Transformation Theory as a possibility for addressing these often problematic teacher beliefs. Specifically, the study looks at the research question: What was the nature of Common Beliefs Survey users' disorienting dilemmas (CBS)? The disorienting dilemma is the first step in perspective transformation as outlined in Mezirow's Transformation Theory. The study's participants included teacher educators and graduate and undergraduate education students. Overall, the study affirmed that disorienting dilemmas varied among individuals in terms of intensity; are often emotional in nature; and users' attributes were main contributors to experiencing disorienting dilemmas. The study also indicated that the CBS content helped trigger disorienting dilemmas among most of the study's participants by providing opportunities to reflect on their beliefs and assumptions and by providing information that challenged existing information or knowledge they had

    Nurses Caring for Adults with Autism in an Emergency Department: A Survey of Knowledge

    Autism is a complex neurodevelopmental disorder characterized by social impairments, communication difficulties, and restricted, repetitive, and stereotyped patterns of behavior. The nurse (RN) in the emergency department (ED) plays an important role in the receiving, treatment, and management of the patient with autism. RNs must understand the unique challenges of caring for individuals with autism. Fortunately, autism is an active area of research, with copious resources available to assist those affected by this disorder; however, no studies were found evaluating nurses’ knowledge of autism and the number of resources for nurses caring for this population was limited. Nursing is an information-intensive profession and the information obtained from this survey of knowledge and beliefs was valuable in identifying the ED nurse’s educational needs and providing support for the provision of accurate information to health care professionals. This survey found a slight majority of ED nurses having accurate knowledge, correctly identifying causes and comorbidities, and choosing appropriate interventions. This survey confirmed the limited knowledge and resources available for ED RNs. Further research on nursing care of adults with ASD is clearly warranted
