    EcoGIS – GIS tools for ecosystem approaches to fisheries management

    Executive Summary: The EcoGIS project was launched in September 2004 to investigate how Geographic Information Systems (GIS), marine data, and custom analysis tools can better enable fisheries scientists and managers to adopt Ecosystem Approaches to Fisheries Management (EAFM). EcoGIS is a collaborative effort between NOAA’s National Ocean Service (NOS) and National Marine Fisheries Service (NMFS), and four regional Fishery Management Councils. The project has focused on four priority areas: Fishing Catch and Effort Analysis, Area Characterization, Bycatch Analysis, and Habitat Interactions. Of these four functional areas, the project team first focused on developing a working prototype for catch and effort analysis: the Fishery Mapper Tool. This ArcGIS extension creates time-and-area summarized maps of fishing catch and effort from logbook, observer, or fishery-independent survey data sets. Source data may come from Oracle, Microsoft Access, or other file formats. Feedback from beta-testers of the Fishery Mapper was used to debug the prototype, enhance performance, and add features. This report describes the four priority functional areas, the development of the Fishery Mapper tool, and several themes that emerged through the parallel evolution of the EcoGIS project, the concept and implementation of the broader field of Ecosystem Approaches to Management (EAM), data management practices, and other EAM toolsets. In addition, a set of six succinct recommendations are proposed on page 29. One major conclusion from this work is that there is no single “super-tool” to enable Ecosystem Approaches to Management; as such, tools should be developed for specific purposes with attention given to interoperability and automation. Future work should be coordinated with other GIS development projects in order to provide “value added” and minimize duplication of efforts. In addition to custom tools, the development of cross-cutting Regional Ecosystem Spatial Databases will enable access to quality data to support the analyses required by EAM. GIS tools will be useful in developing Integrated Ecosystem Assessments (IEAs) and providing pre- and post-processing capabilities for spatially-explicit ecosystem models. Continued funding will enable the EcoGIS project to develop GIS tools that are immediately applicable to today’s needs. These tools will enable simplified and efficient data query, the ability to visualize data over time, and ways to synthesize multidimensional data from diverse sources. These capabilities will provide new information for analyzing issues from an ecosystem perspective, which will ultimately result in better understanding of fisheries and better support for decision-making.     As long as rapid urbanization which is a result of natural population growth and rural urban migration due to push and pull factors of social and economic conditions as well as the moving of urban populations from major city centres to urban fringe areas due to changing lifestyle which emphasized on spacious and more comfortable and environmentally friendly living environment continue to happen; towns and cities will continue to grow and expand to accommodate the growing and complex demand of the people. Experiences have shown that rapid and uncontrolled expansion of towns and cities has led to amongst others the deterioration in the quality of urban environment and sprawling of urban development onto prime agricultural and forest areas as well as cities starting to lose their identity. In order to avoid such phenomena continuing to happen, particularly in the Kuala Lumpur Conurbation Area, towns and cities need to be properly planned and managed so that their growth or expansion can be controlled and managed in a sustainable manner. One of the strategies adopted to curb sprawling development is through the delineation of urban growth or development limits (UGL). This means that the limit of towns and cities need to be studied and identified, so that urban development can be directed to areas that are identified and specified suitable for such development. One of the main tasks in the process of delineating UGL has been included as an important task in the preparation of development plans. With such policy a research study is now being carried out to develop a spatial modelling framework towards delineating UGL through the application and integration of spatial technologies and this will be a basis or framework for land use planners, managers and policy makers to formulate urban land use policies and monitor urban land use development. One of the main analysis involve in the process of performing this task is to understand past urban land development trend and to predict and identify future urban growth areas of the selected study area. This paper highlights the integration of statistical modeling technique via binary logistic regression analysis with GIS technology in understanding and predicting urban growth pattern and area as applied to District of Seremban, Negeri Sembilan. The result shows that urban land use pattern in the study area within the study period are significantly related to more than half of the predictors used in the analysis

    Investigation to enhance sustainable improvements in high speed rail transport

    Transport systems are essential for the life of modern societies and economies. A sustainable transport system can shape a sustainable development pattern and socio-economic attributes of urban centres and regions. The use of private cars and trucks is increasing in most countries, creating more congestion, accidents, pollution and energy consumption. Many governments desire to achieve growth in public transport to overcome these adverse trends. A massive shift toward an environmentally sound type of transport is crucial and railways are deemed to be one of the most sustainable modes. All over the world the railway industry is involved in a renewal to reform and up-date rail, prompted largely by environmental concerns. The trend is to develop speed-competitive systems to expand transportation capacity. The focus of the current research, which is at its commencing stages, is to investigate the opportunities to apply an alternative approach to railway operations to overcome the difficulty of high speed transport in servicing larger amounts of demand, while achieving minimum point to point travel time, in a viable and integrated environment for both passenger and freight services. The expected outcome of the research project is to present a framework that may be used to identify and evaluate the most cost-effective transport solution to service not only major cities, but also regional centres along an interregional rail corridor, thus providing greater benefits on local economies and to build a spine for future development

    This paper – focussed on the province of Naples, where many municipalities with a huge demographic and building density are subject to high volcanic risk owing to the presence of the Campi Flegrei (Phlegrean Fields) caldera and the Somma-Vesuvius complex – highlights the methodological-applicative steps leading to the setting up of a multiphase procedure for landscape reconstruction and their evolution analysis. From the operational point of view, the research led to the: (1) digitalisation, georeferencing and comparison of cartographies of different periods of time and recent satellite images; (2) elaboration and publication of a multilayer Story Map; (3) accurate vectorisation of the data of the buildings, for each period of time considered, and the use of kernel density in 2D and 3D; (4) application of the extrusion techniques to the physical aspects and anthropic structures; (5) production of 4D animations and film clips for each period of time considered. A procedure is thus tested made up of preparatory sequences, leading to a GIS modelling aimed at highlighting and quantifying significant problem areas and high exposure situations and at reconstructing the phases which in time have brought about an intense and widespread growth process of the artificial surfaces, considerably altering the features of the landscape and noticeably showing up the risk values. In a context characterised by land use conflicts and anomalous conditions of anthropic congestion, a diagnostic approach through images in 2D, 3D and 4D is used, with the aim to support the prevention and planning of emergencies, process damage scenarios and identify the main intervention orders, raise awareness and educate to risk, making an impact on the collective imagination through the enhancement of specific geotechnological functionalities of great didactic interest

    The author has identified the following significant results. Effects of terrain topography in mountainous forested regions on LANDSAT signals and classifier training were found to be significant. The aspect of sloping terrain relative to the sun's azimuth was the major cause of variability. A relative insolation factor could be defined which, in a single variable, represents the joint effects of slope and aspect and solar geometry on irradiance. Forest canopy reflectances were bound, both through simulation, and empirically, to have nondiffuse reflectance characteristics. Training procedures could be improved by stratifying in the space of ancillary variables and training in each stratum. Application of the Tasselled-Cap transformation for LANDSAT data acquired over forested terrain could provide a viable technique for data compression and convenient physical interpretations

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    Rainfall modeling for integrating radar information into hydrological model

    A spatial rainfall model was applied to radar data of air mass thunderstorms to yield a rainstorm representation as a set of convective rain cells. The modeled rainfall was used as input into hydrological model, instead of the standard radar-grid data. This approach allows a comprehensive linkage between runoff responses and rainfall structures.
