    This report by Dasra is thus a timely effort toward building greater awareness on a critical subject and suggesting action-oriented solutions to it. Governance in India is constantly put in to doubt, not only the government per se, but also citizens, businesses and media have an equal role to play in nation-building. The manner in which this report succinctly pulls together the various building blocks needed to establish a strong and effective governance framework for India is very informative and thought provoking.This report highlights the work of several such non-profit organizations that are positively contributing to strengthening governance in their respective focus areas. These span a diverse range of issues -- lack of accountability and capacities within the executive, poor citizen awareness and participation, lack of platforms for active public engagement, the need for an independent and inclusive media and several others

    Monitoring Climate Finance in Developing Countries: Challenges and Next Steps

    At the 18th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC), the parties agreed to a standard format for developed countries to follow when reporting on the climate finance they provide to developing countries. Developed countries will use these formats for the first time when they submit their Biennial Reports to the UNFCCC in early 2014. Later in 2014, developing countries are expected to submit Biennial Update Reports showing the financial support that they have received. From initial attempts to measure and report climate finance by developed and developing countries, it is already apparent that information on finance provided is unlikely to match information on finance received.Aside from the reporting requirements of the UNFCCC, better financial data can help decision makers in developing countries identify gaps, improve coordination and management, and raise funds to mitigate and adapt to climate change. Better climate finance information can also enable countries to draw lessons from the use of different financial instruments and develop strategies and policies that aim to expand finance for climate change. Improved data will allow the information reported by developed countries to be cross-checked, thus promoting transparency, completeness, and accuracy. Finally, it can contribute to a more comprehensive picture of climate financial flows in relation to development assistance at the national and international levels. This working paper reports on three workshops in Asia, Africa, and Latin America, in which participants discussed some of the steps that developing countries and their international partners can take toward monitoring and tracking climate finance more effectively. More than 40 representatives from 20 developing countries, regional development banks, and national organizations attended the three workshops. Participants shared information on the limits of existing legislation and mandates, national planning and approval processes, financial management systems, efforts to coordinate among ministries and development partners, and many other unique challenges faced by the participating countries. WRI obtained additional information via a questionnaire, follow-up correspondence, and interviews with representatives of the countries

    The Innovation Dialogue on Being Strategic in the Face of Complexity was held in Wageningen on 31 November and 1 December 2009. The event is part of a growing dialogue in the international development sector about the complexities of social, economic and political change. It builds on two previous events hosted the Innovation Dialogue on Navigating Complexity (May 2009) and the Seminar on Institutions, Theories of Change and Capacity Development (December 2008). Over 120 people attended the event coming from a range of Dutch and international development organizations. The event was aimed at bridging practitioner, policy and academic interests. It brought together people working on sustainable business strategies, social entrepreneurship and international development. Leading thinkers and practitioners offered their insights on what it means to "be strategic in complex times". The Dialogue was organized and hosted by the Wageningen UR Centre for Development Innovation working with the Chair Groups of Communication & Innovation Studies, Disaster Studies, Education & Competence Studies and Public Administration & Policy as co; organisers. The theme of the Dialogue aligns closely with Wageningen UR’s interest in linking technological and institutional innovation in ways that enable ‘science for impact’

    Managing Intellectual Property to Foster Agricultural Development

    Over the past decades, consideration of IPRs has become increasingly important in many areas of agricultural development, including foreign direct investment, technology transfer, trade, investment in innovation, access to genetic resources, and the protection of traditional knowledge. The widening role of IPRs in governing the ownership of—and access to—innovation, information, and knowledge makes them particularly critical in ensuring that developing countries benefit from the introduction of new technologies that could radically alter the welfare of the poor. Failing to improve IPR policies and practices to support the needs of developing countries will eliminate significant development opportunities. The discussion in this note moves away from policy prescriptions to focus on investments to improve how IPRs are used in practice in agricultural development. These investments must be seen as complementary to other investments in agricultural development. IPRs are woven into the context of innovation and R&D. They can enable entrepreneurship and allow the leveraging of private resources for resolving the problems of poverty. Conversely, IPRs issues can delay important scientific advancements, deter investment in products for the poor, and impose crippling transaction costs on organizations if the wrong tools are used or tools are badly applied. The central benefit of pursuing the investments outlined in this note is to build into the system a more robust capacity for strategic and flexible use of IPRs tailored to development goals

    Building Adaptive Capacity: An Analysis of Innovations in Information and Communication Technology in Post-Earthquake Haiti

    New information and communication technology (ICT) platforms that emerged in the humanitarian response to the 2010 earthquake in Port-au-Prince, Haiti, have been hyped for their ability to spatialize and coordinate disaster relief efforts and, more broadly, to assist short-term mitigation efforts. This research examines the role of recent innovations in ICT in augmenting the adaptive capacity of the Haitian state to carry out mitigation and adaptation planning. Case studies, analysis of communication flows, and interviews were used to assess the state uptake of three different mobile and open source platforms, including: Ushahidi/Noula, SIS-KLOR, and OpenStreetMap. Findings suggest while these new platforms do offer the potential to increase state efficiencies, assess community need, and produce geospatial information, a combination of fear of responsibility, limited resources, lack of local ownership, and path dependency render foreign technologies unsuitable for Haitian use and impede institutionalization. Recommendations focus on shifting practice from investing in foreign technologies to promoting domestic innovation in ICT by strengthening and updating intellectual property legislation and investing in domestic tech firms.     Co-designing climate-smart farming systems with local stakeholders: A methodological framework for achieving large-scale change

    The literature is increasing on how to prioritize climate-smart options with stakeholders but relatively few examples exist on how to co-design climate-smart farming systems with them, in particular with smallholder farmers. This article presents a methodological framework to co-design climate-smart farming systems with local stakeholders (farmers, scientists, NGOs) so that large-scale change can be achieved. This framework is based on the lessons learned during a research project conducted in Honduras and Colombia from 2015 to 2017. Seven phases are suggested to engage a process of co-conception of climate-smart farming systems that might enable implementation at scale: (1) “exploration of the initial situation,” which identifies local stakeholders potentially interested in being involved in the process, existing farming systems, and specific constraints to the implementation of climate-smart agriculture (CSA); (2) “co-definition of an innovation platform,” which defines the structure and the rules of functioning for a platform favoring the involvement of local stakeholders in the process; (3) “shared diagnosis,” which defines the main challenges to be solved by the innovation platform; (4) “identification and ex ante assessment of new farming systems,” which assess the potential performances of solutions prioritized by the members of the innovation platform under CSA pillars; (5) “experimentation,” which tests the prioritized solutions on-farm; (6) “assessment of the co-design process of climate-smart farming systems,” which validates the ability of the process to reach its initial objectives, particularly in terms of new farming systems but also in terms of capacity building; and (7) “definition of strategies for scaling up/out,” which addresses the scaling of the co-design process. For each phase, specific tools or methodologies are used: focus groups, social network analysis, theory of change, life-cycle assessment, and on-farm experiments.
