The legal and contractual aspects of networked cooperation for the building and construction industry
The construction industry is a project-based business bringing together many different organisations to complete a desired goal. The strategic use of Information and Communication Technologies (ICT) has enabled the goal to be completed more effectively. Two issues require addressing, the technology itself and the implementation factors of the technology. Such implementation factors should consider, among other factors, the legal and contractual issues associated with the use of ICT, training requirements and its effects on the organisational culture. To date the legal and contractual issues have not been extensively covered, and it is recognised that the technologies have not been properly covered by any recognised legal and contractual practices. This in turn is threatening to inhibit the growth and prosperity of the use of the technology on construction projects. This paper discusses these legal and contractual issues and describes methods and tools that can be used to enable the growth of technology to be used in a legal and contractually valid environment
An active, ontology-driven network service for Internet collaboration
Web portals have emerged as an important means of collaboration on the WWW, and the integration of ontologies promises to make them more accurate in how they serve usersâ collaboration and information location requirements. However, web portals are essentially a centralised architecture resulting in difficulties supporting seamless roaming between portals and collaboration between groups supported on different portals. This paper proposes an alternative approach to collaboration over the web using ontologies that is de-centralised and exploits content-based networking. We argue that this approach promises a user-centric, timely, secure and location-independent mechanism, which is potentially more scaleable and universal than existing centralised portals
Semantic-based policy engineering for autonomic systems
This paper presents some important directions in the use of ontology-based semantics in achieving the vision of Autonomic Communications. We examine the requirements of Autonomic Communication with a focus on the demanding needs of ubiquitous computing environments, with an emphasis on the requirements shared with Autonomic Computing. We observe that ontologies provide a strong mechanism for addressing the heterogeneity in user task requirements, managed resources, services and context. We then present two complimentary approaches that exploit ontology-based knowledge in support of autonomic communications: service-oriented models for policy engineering and dynamic semantic queries using content-based networks. The paper concludes with a discussion of the major research challenges such approaches raise
Configuration Tools: Working Together
Since the LISA conferences began, the character of a typical ââlarge installationâ â has changed greatly. Most large sites tended to consist of a comparatively small number of handcrafted ââserversâ â supporting a larger number of very similar ââclientsâ â (which would usually be configured with the aid of some automatic tool). A modern large site involves a more complex mesh of services, often with demanding requirements for completely automatic reconfiguration of entire services to provide fault-tolerance. As these changes have happened however, the tools available to provide configuration management for a site have not evolved to keep pace with these new challenges. This paper looks at some of the reasons why configuration tools have failed to move forward, and presents some suggestions for enabling the state of the art to advance. The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation
Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach â A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings â The DoD COTS literature predominantly consists of industry case studies, and thereâs a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications â Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications â Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value â From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post
