    Water quality modeling using geographic information system (GIS) data

    Protection of the environment and natural resources at the Kennedy Space Center (KSC) is of great concern. The potential for surface and ground water quality problems resulting from non-point sources of pollution was examined using models. Since spatial variation of parameters required was important, geographic information systems (GIS) and their data were used. The potential for groundwater contamination was examined using the SEEPAGE (System for Early Evaluation of the Pollution Potential of Agricultural Groundwater Environments) model. A watershed near the VAB was selected to examine potential for surface water pollution and erosion using the AGNPS (Agricultural Non-Point Source Pollution) model

    Models for Analyzing Agricultural Nonpoint-Source Pollution

    Mathematical models are useful means of analyzing agricultural nonpoint-source pollution. This review summarizes and classifies many of the available chemical transport and planning and management models. Chemical transport models provide estimates of chemical losses from cropland to water bodies; they include continuous simulation, discrete simulation, and functional models. A limited number of transport models have been validated in field studies, but none has been tested extensively. Planning and management models, including regional impact, watershed planning and farm management models, are used to evaluate tradeoffs between environmental and agricultural production objectives. Although these models are in principle the most useful for policy making, their economic components are much better developed than components for predicting water pollution

    Staff motivation and job performance in the Frere Hospital maternity ward

    The topic of motivation continues to command substantial attention in the field of industrial or organisational psychology. Motivation has always been an essential factor in managing personnel and is a crucial variable in creating a high performance organization. Public administration research has largely ignored motivation as a topic, contrary to research of private sector management. Nurses represent one of the biggest profession group in South Africa's health care services and forms the vertebrae of the Primary Health Care in South Africa. South Africa has experienced large numbers of nurses immigrating to other foreign countries due to poor working conditions in South Africa. Government has a responsibility of ensuring that there is always a motivational climate in the institutions where nurses work. Several investigations have been conducted by various organisations regarding the state of South African Health Care System, due to a high rate of reported deaths in South African hospitals. Dispatch investigation team in 2005 revealed a number of findings that related to various motivational issues at the Eastern Cape Frere Hospital maternity ward. These motivational issues included but not limited shortage of nurses and doctors; use of interns on night duty without qualified doctors and anaesthetist; a cleaner confirmed to have been seen delivering a baby in the labour ward while wearing a doctor‟s coat, as well as accessing and dispensing medicine; no security to prevent people from wandering the labour ward and the entire maternity section; deaths due to negligence; inappropriate appointment of personnel, a situation causing problems for the nurses; employees complaining of work overload; absenteeism and sick leave leaving one nurse on duty at night in the nursery; lack of equipment like oxygen points, suction catheters, CPAPs and CTG machines, alleged by some nurses to be directly responsible for a number of avoidable deaths; staff shortages thus forcing inexperienced nurses to carry duties beyond their experience; detrimental shortages of labour beds; a general assistant dressed in a green nurse‟s gown rinsing blood-soaked linen before dishing up for, and serving food to patients, still wearing the same clothing. Since the Dispatch investigation and the subsequent investigations by political parties and the National Department of Health, no scientific research or investigation has been done around challenges at Frere Hospital maternity ward. The main purpose of this study is to investigate the levels of staff motivation and staff motivation levels' impact on job performance in the Frere Hospital maternity ward. In conducting this study the researcher explored five motivation theories which are amongst a group of motivational theories that have shaped worker motivation in both the public and private sectors. The study explored Maslow hierarchy of needs, Herzberg two factor theory, Vroom's expectancy theory, Locke's equity theory and Festinger‟s goal setting Theory. These theories were used with a view of gathering an understanding of staff motivation and job performance. The reasons for the researcher to choose these five motivational theories is that they are amongst the most popular theories used by scholars to measure staff motivation and performance both in the private and public sectors. These theories were also used due to their relevance to the organisation investigated. This study followed a quantitative approach and empirical study was conducted using a questionnaire with closed and open-ended questions. The empirical results from the nine sections researched showed some distinct findings, from which the following recommendations were drawn: management should consider employees' involvement during goal setting in the department; management should work towards building in job motivators into the employees’ jobs; management should ensure that there is a reputable performance reward and recognition system in place that is agreed upon with staff, instead of imposing the system; management should support nurses in ensuring that their working conditions and salaries and benefits are improved; and It is therefore the responsibility of managers to ensure that staff are always kept motivated in order to increase job performance

    BACKGROUND: Generally, many people in South Africa have difficulty accessing quality health services due to poor public service. Over 42 million citizens do not have health insurance and are growing sicker as they age. Health facilities, such as public health centers, are their only recourse. Health authorities in South Africa fail to monitor patient care effectively, as evidenced by their uninspiring record on patient experience. Anecdotes of poor patient experiences are extensive with the health ombudsman. The Office of Health Standards Compliance (OHSC) reports horrifying stories of patients sleeping on hospital floors due to the shortage of beds, patients unable to receive critical surgical treatment due to shortage of doctors, medical supplies and equipment failure or lack thereof. A few union protests have highlighted the poor quality of public healthcare. But it is not uncommon for South Africans to voice their displeasure over poor public healthcare. Health services are individualised and there is no specific interest group or community that is affected by this overall unpleasant experience. Indications of the growing public campaign against the deteriorating healthcare system may be as simple as the increasing number of medical legal claims. This study focuses on the implementation of national core standards with specific reference to clinical leadership. This study focuses on the implementation of national core standards with specific reference to clinical leadership. RESEARCH AIM: This research seeks to explore the effectiveness of the implementation of NCSs with specific reference to Clinical Leadership in Frere Hospital. It also wants to assess if the Frere hospital upholds the national core standards METHOD: qualitative research design was used in this study. Semi-structured, individual interviews were conducted. CONCLUSION: The researcher concluded that it is quite evident that the public health sector is complex and that environmental influence affect the ECDOH Functions within the health system. There is a relationship between clinical leadership and service delivery; now, to improve service delivery within the Frere hospital, strong leadership is needed to drive the change towards implementing the NCS. Ultimately, Frere hospital does not uphold the NCSs, and the staff needs to be educated on what is and how it can improve the hospital’s service delivery. RECOMMENDATIONS: Effective public leadership development, high performing and accountable leadership behavioural measurement at the most senior level at the Frere hospital is very empirical in driving effective delivery of services to patients. Effective Performance management, visible leadership role at all management levels. Performance appraisal system needs to be engineered to focus on performance and results. Recognition and Implementation of clinical leadership. Establish a culture and implementation of good governance principles in health institutions.     Disability and service delivery perspectives of service users in a rural community in the Eastern Cape

Although exclusion from access to services is documented in literature, little research has been done to explore rural and disabled people's perspectives on inclusive service delivery. The purpose of this study was to contribute to the literature regarding inclusive service delivery in health, education and social development and citizen participation in rural areas. Insights into perspectives of rural citizens are pertinent for improved and inclusive service delivery.     Value-adding Activities of Operational Risk Management Methodologies: A South African Perspective

    Operational risk management forms a crucial part of management and since the early 1990s this practice has escalated rapidly due to various reasons, such as an increase in the regulatory requirements and risk-related incidents. For example, the requirements of the Public Finance Management Act 1 of 1999 and the Municipal Finance Management Act 56 of 2003, which require institutions to implement and maintain effective, efficient and transparent systems of risk management and control. Incidents, such as the fall of the VBS Mutual Bank, also indicated problems with adequate operational risk management. The development and implementation of operational risk management methodologies could add value to the management of operational risk exposures and adhere to specific regulatory requirements. However, it seems that operational risk methodologies are currently only used for compliance and not used appropriately. This article investigates the value-adding activities of risk methodologies which can contribute to ensure an effective operational risk management. These activities are empirically confirmed by means of a survey which also identified a gap between the envisaged value and its current implementation by organisations. It is foreseen that this research could support the enhancement of the operational risk management methodologies to improve the operational risk management of private and public organisations.Finance, Risk Management and Bankin

    Government policies aimed at combating land degradation in Alfred Nzo District

    Land degradation is a serious problem in communal district of Alfred Nzo, Eastern Cape in South Africa. The root causes of land degradation and soil erosion differ. The causes of land degradation in Alfred Nzo district communal areas are due to soil erosion by wind, water and poor agricultural practices. Rainfall is one of the most important climatic factor that contributed a lot in land degradation in the Alfred Nzo District. Other main factors contributing to land degradation include: Socio-economic factors related to historical land policies and inappropriate land uses, Poor land use planning, Drought and rainfall variability .Land use and management and sand mining. This study tried to pay more focus on the assessment of government policies which aimed at combating land degradation in South Africa in their nature but the area of focus will be Ntabankulu Local Municipality area in the project called Ematolweni Agricultural Co-operative Project. The reason to focus in this project is because they are currently practising crop production under electrified irrigation system but the main obstacle in this project are the dongas which are seemed to be a serious threat to the project site. During rainy seasons the project site is not easily accessible, that hampers access to market. There is also direct and serious effect of land degradation which is food insecurity which is emanating from loss of biodiversity and ground cover, loss of soil productivity, loss of income, decreased yield, and decline in economic productivity and national development. Lastly it is wisely recommended that to reduce the effect of land degradation in Alfred Nzo enlarge, government should strengthen the intervention programmes and provide more support to the LandCare programme which was the concept introduced in Australian and adopted in South Africa in 2001. This programme is assisting at restoring sustainability and productivity to land and water management in both rural and urban areas.
