    PIKS: A Technique to Identify Actionable Trends for Policy-Makers Through Open Healthcare Data

    With calls for increasing transparency, governments are releasing greater amounts of data in multiple domains including finance, education and healthcare. The efficient exploratory analysis of healthcare data constitutes a significant challenge. Key concerns in public health include the quick identification and analysis of trends, and the detection of outliers. This allows policies to be rapidly adapted to changing circumstances. We present an efficient outlier detection technique, termed PIKS (Pruned iterative-k means searchlight), which combines an iterative k-means algorithm with a pruned searchlight based scan. We apply this technique to identify outliers in two publicly available healthcare datasets from the New York Statewide Planning and Research Cooperative System, and California's Office of Statewide Health Planning and Development. We provide a comparison of our technique with three other existing outlier detection techniques, consisting of auto-encoders, isolation forests and feature bagging. We identified outliers in conditions including suicide rates, immunity disorders, social admissions, cardiomyopathies, and pregnancy in the third trimester. We demonstrate that the PIKS technique produces results consistent with other techniques such as the auto-encoder. However, the auto-encoder needs to be trained, which requires several parameters to be tuned. In comparison, the PIKS technique has far fewer parameters to tune. This makes it advantageous for fast, "out-of-the-box" data exploration. The PIKS technique is scalable and can readily ingest new datasets. Hence, it can provide valuable, up-to-date insights to citizens, patients and policy-makers. We have made our code open source, and with the availability of open data, other researchers can easily reproduce and extend our work. This will help promote a deeper understanding of healthcare policies and public health issues

    Bayesian networks for disease diagnosis: What are they, who has used them and how?

    A Bayesian network (BN) is a probabilistic graph based on Bayes' theorem, used to show dependencies or cause-and-effect relationships between variables. They are widely applied in diagnostic processes since they allow the incorporation of medical knowledge to the model while expressing uncertainty in terms of probability. This systematic review presents the state of the art in the applications of BNs in medicine in general and in the diagnosis and prognosis of diseases in particular. Indexed articles from the last 40 years were included. The studies generally used the typical measures of diagnostic and prognostic accuracy: sensitivity, specificity, accuracy, precision, and the area under the ROC curve. Overall, we found that disease diagnosis and prognosis based on BNs can be successfully used to model complex medical problems that require reasoning under conditions of uncertainty.Comment: 22 pages, 5 figures, 1 table, Student PhD first pape

    A Visual Modeling Method for Spatiotemporal and Multidimensional Features in Epidemiological Analysis: Applied COVID-19 Aggregated Datasets

    The visual modeling method enables flexible interactions with rich graphical depictions of data and supports the exploration of the complexities of epidemiological analysis. However, most epidemiology visualizations do not support the combined analysis of objective factors that might influence the transmission situation, resulting in a lack of quantitative and qualitative evidence. To address this issue, we have developed a portrait-based visual modeling method called +msRNAer. This method considers the spatiotemporal features of virus transmission patterns and the multidimensional features of objective risk factors in communities, enabling portrait-based exploration and comparison in epidemiological analysis. We applied +msRNAer to aggregate COVID-19-related datasets in New South Wales, Australia, which combined COVID-19 case number trends, geo-information, intervention events, and expert-supervised risk factors extracted from LGA-based censuses. We perfected the +msRNAer workflow with collaborative views and evaluated its feasibility, effectiveness, and usefulness through one user study and three subject-driven case studies. Positive feedback from experts indicates that +msRNAer provides a general understanding of analyzing comprehension that not only compares relationships between cases in time-varying and risk factors through portraits but also supports navigation in fundamental geographical, timeline, and other factor comparisons. By adopting interactions, experts discovered functional and practical implications for potential patterns of long-standing community factors against the vulnerability faced by the pandemic.     On the Mechanism of Building Core Competencies: a Study of Chinese Multinational Port Enterprises

    This study aims to explore how Chinese multinational port enterprises (MNPEs) build their core competencies. Core competencies are firms’special capabilities and sources to gain sustainable competitive advantage (SCA) in marketplace, and the concept led to extensive research and debates. However, few studies include inquiries about the mechanisms of building core competencies in the context of Chinese MNPEs. Accordingly, answers were sought to three research questions: 1. What are the core competencies of the Chinese MNPEs? 2. What are the mechanisms that the Chinese MNPEs use to build their core competencies? 3. What are the paths that the Chinese MNPEs pursue to build their resources bases? The study adopted a multiple-case study design, focusing on building mechanism of core competencies with RBV. It selected purposively five Chinese leading MNPEs and three industry associations as Case Companies. The study revealed three main findings. First, it identified three generic core competencies possessed by Case Companies, i.e., innovation in business models and operations, utilisation of technologies, and acquisition of strategic resources. Second, it developed the conceptual framework of the Mechanism of Building Core Competencies (MBCC), which is a process of change of collective learning in effective and efficient utilization of resources of a firm in response to critical events. Third, it proposed three paths to build core competencies, i.e., enhancing collective learning, selecting sustainable processes, and building resource base. The study contributes to the knowledge of core competencies and RBV in three ways: (1) presenting three generic core competencies of the Chinese MNPEs, (2) proposing a new conceptual framework to explain how Chinese MNPEs build their core competencies, (3) suggesting a solid anchor point (MBCC) to explain the links among resources, core competencies, and SCA. The findings set benchmarks for Chinese logistics industry and provide guidelines to build core competencies

The 4IR caused a hollowing out of middle-income jobs (Frey & Osborne, 2017) but COVID-19 exposed the digital gap as survival depended mainly on digital infrastructure and connectivity. Almost overnight, organizations that had not invested in a digital strategy suddenly realized the need for such a strategy and the associated digital skills. The effects have been profound for those who struggled to adapt, while those who stepped up have reaped quite the reward.Therefore, there are no longer certainties about what the world will look like in a few years from now. However, there are certain ways to anticipate the changes that are occurring and plan on how to continually adapt to an increasingly changing world. Certain jobs will soon be lost and will not come back; other new jobs will however be created. Using data science and other predictive sciences, it is possible to anticipate, to the extent possible, the rate at which certain jobs will be replaced and new jobs created in different industries. The resilience, efficiency, and effectiveness of supply networks are crucial for the viability of acquisition. Disruptions in the supply chain require adequate communication infrastructure to ensure resilience. However, supply networks do not have a shared information technology infrastructure that ensures effective communication. Therefore decision-makers seek new methodologies for supply chain management resilience. Blockchain technology offers new decentralization and service delegation methods that can transform supply chains and result in a more flexible, efficient, and effective supply chain. This report presents a framework for the application of Blockchain technology in supply chain management to improve resilience. In the first part of this study, we discuss the limitations and challenges of the supply chain system that can be addressed by integrating Blockchain technology. In the second part, the report provides a comprehensive Blockchain-based supply chain network management framework. The application of the proposed framework is demonstrated using modeling and simulation.     It had been more than two decades passing by aftermath the devastating Asia’s Financial Crisis in 1997, subsequently followed by Suharto’s step down from his presidential throne which he occupied for more than three decades. The financial turmoil turned to a political disaster furthermore has led to massive looting that severely impacted Indonesians of Chinese descendant, including unresolved mystery of the most atrocious sexual violation against women and covert killings of students and democracy activists in this country. Since then, precisely aftermath May 1998, which publicly known as “Reformasi”1, Indonesia underwent political reform that eventually corresponded positively to its macroeconomic growth. Twenty years later, in 2018, Indonesia captured worldwide attention because it has successfully hosted two internationally renowned events, namely the Asian Games 2018 – the most prestigious sport events in Asia – conducted in Jakarta and Palembang; and the IMF/World Bank Annual Meeting 2018 in Bali. Particularly in the IMF/World Bank Annual Meeting, this event has significantly elevated Indonesia’s credibility and international prestige in the global economic powerplay as one of the nations with promising growth and openness. However, the narrative about poverty and inequality, including increasing racial tension, religious conservatism, and sexual violation against women are superseded by friendly climate for foreign investment and eventually excessive glorification of the nation’s economic growth. By portraying the image of promising new economic power, as rhetorically promised by President Joko Widodo during his presidential terms, Indonesia has swept the growing inequality in this highly stratified society that historically compounded with religious and racial tension under the carpet of digital economy.Arte y Humanidade

    The hunting of wild animals for their meat has been a crucial activity in the evolution of humans. It continues to be an essential source of food and a generator of income for millions of Indigenous and rural communities worldwide. Conservationists rightly fear that excessive hunting of many animal species will cause their demise, as has already happened throughout the Anthropocene. Many species of large mammals and birds have been decimated or annihilated due to overhunting by humans. If such pressures continue, many other species will meet the same fate. Equally, if the use of wildlife resources is to continue by those who depend on it, sustainable practices must be implemented. These communities need to remain or become custodians of the wildlife resources within their lands, for their own well-being as well as for biodiversity in general.
