A cluster contains many Small and Medium Enterprises (SMEs) operating in the same or similar industry strongly connected with each other to produce good and services.,In developing country , especially, Small and Medium Enterprises (SMEs) take very important role to their economic. Most governments, as facilitator, support cluster through initiate help and encourage SMEs' linkage to reach the concept of industry cluster. Many literature reviewed claimed that the most difficult processes in creating a cluster is the development and sustain the collaboration to connect these SMEs together. After some investigation, the problem of creating SMEs connection is information sharing at micro-economic level.. Knowledge sharing is one of the most important key success factors of cluster management to gain collaboration among SMEs since there are abundant of explicit and tacit knowledge within each SMEs in a cluster. Naturally, most firms do not want to share their business information and knowledge. In reality, however they needs these information to successfully manage their business cluster. It is crucial and necessary we find out what kind of information or knowledge they want to know and shareable among them in order to manage cluster successfully. Many operation management techniques already existed in many firms. One of the ways to help knowledge sharing operate successfully using information technology as a tool is directed to Knowledge Management System (KMS). This methods can help facilitate the communication and information flow and needs to be investigated further to help maintain the cluster collaboration and knowledge sharing..     Increasing competitiveness of the construction sector by adopting innovative clustering

    Companies in today's world need to become and stay competitive. This means, among other things, that they have to create new ideas and turn them into innovative products and processes. Appropriate innovation management strategies, including creation of various kinds of alliances with other business entities, need to be adopted within the company. Clustering is one of such possibilities. The paper discusses the main features of clusters and the benefits for their members; in addition, it identifies specific features of the construction sector that require specific approaches to establish a cluster.\ud The methodology Innovative Cluster Model with 3x3x3 mail elements (ICM333) is proposed and used to initiate and develop a cluster in the construction sector. In the cluster development three stages are identified: emergence, development and maturity of the cluster. Actions associated with these three stages tackle four areas (in each stage): rationale, organization, resources, and implementation. All areas are thoroughly elaborated and discussed in the paper. In the first step, the emerging cluster, the key element is identification, assessment and dissemination of development opportunities. It can run parallel with the cluster initiation, which is followed by the operation. Within the steps to be taken in the stage of the developing cluster, visions nad the goals have to be defined first, followed by the definition of the cluster organisation. The mature cluster stage has to focus on performance measurement and management, and take appropriate measures to garantee its sustainability and adequate innovative character.\ud Implementation of the proposed cluster development methodology has the potential of greatly facilitating the betterment of a construction sector in a particular country. It can be a valuable tool, when available to policymakers, chambers of commerce and trade, and other stakeholders that wish to foster the development of such clusters.\ud The paper reports on the results of the 7th Framework project FP7-REGIONS-2007-1 RegCon – Support Action for Innovation Driven Clusters in Construction.\u

    Cluster management synergy valuation: Synthesis and illustration of a discounted cash flow synergy valuation model for cluster management organisations

    The practice of cluster management has become an integral component to the modern cluster business environment. This research develops a framework for the valuation of synergies generated by a cluster management organisation (CMO) to be used as either a method of (ex-post) management evaluation or (ex-ante) for capital budgeting purposes. The theoretical framework is synthesised from clustering and business alliance (predominantly Mergers and Acquisitions (M&A) and Joint Ventures (JV)), literature. The case of the South African Furniture Initiative (SAFI) was used to inform model development and to illustrate practical application of the theoretical synergy valuation model. The case study found that the synergy valuation model faces problems with practical application due to the wide variety of activities commonly associated with CMO goals and objectives. It concludes that even though a synergy framework would provide a useful tool for evaluation and capital budgeting, further research is required to develop a more accurate method of impact estimation

    Recursive quantum repeater networks

    Internet-scale quantum repeater networks will be heterogeneous in physical technology, repeater functionality, and management. The classical control necessary to use the network will therefore face similar issues as Internet data transmission. Many scalability and management problems that arose during the development of the Internet might have been solved in a more uniform fashion, improving flexibility and reducing redundant engineering effort. Quantum repeater network development is currently at the stage where we risk similar duplication when separate systems are combined. We propose a unifying framework that can be used with all existing repeater designs. We introduce the notion of a Quantum Recursive Network Architecture, developed from the emerging classical concept of 'recursive networks', extending recursive mechanisms from a focus on data forwarding to a more general distributed computing request framework. Recursion abstracts independent transit networks as single relay nodes, unifies software layering, and virtualizes the addresses of resources to improve information hiding and resource management. Our architecture is useful for building arbitrary distributed states, including fundamental distributed states such as Bell pairs and GHZ, W, and cluster states.Comment: 14 page

    Cluster initiatives management

    The cluster excellence and the ways of achieving it have become the main questions of scholars and practitioners in recent years. Despite the on-going debate there are still only a few studies that investigate cluster initiatives (CI) performance and management phenomena, identify the success factors underlying cluster initiatives management success and compare their influence. The objective of this study is to identify Critical Success Factors of cluster initiatives management. The proposed Analytic Hierarchy Process framework identifies the relative importance of different success factors to cluster initiative management and determines the key areas of activity and management focus. The AHP based interviews conducted among European cluster managers representing 19 cluster initiatives located in 10 countries allowed to identify the following Critical Success Factors: ‘Assuring sustainability of financing’, ‘Development of CI mission, vision, strategy and operational action plan’, ‘Integration building partnerships inside the CI, creation of interpersonal links, social networks, trust’ and ‘Development of cluster’s critical mass and management of partners’ complementarities and interdependencies’. Their joint importance for cluster initiative management success reached 40%, while the remaining 60% was distributed among 16 other factors

    This article presents a model of the corporate management system within the framework of the cluster approach, developed by the example of production enterprises of the Lipetsk region. The article analyzes theoretical approaches to defining the essence and content of the concept of cluster and analyzes the main participants of a territorial-production cluster by the example of the Lipetsk region. The cluster approach to forming the company’s corporate strategies assumes the realization of a way of creating and developing cluster formations in the region with the purpose of increasing the value of the company participating in the cluster.     A management architecture for active networks

    In this paper we present an architecture for network and applications management, which is based on the Active Networks paradigm and shows the advantages of network programmability. The stimulus to develop this architecture arises from an actual need to manage a cluster of active nodes, where it is often required to redeploy network assets and modify nodes connectivity. In our architecture, a remote front-end of the managing entity allows the operator to design new network topologies, to check the status of the nodes and to configure them. Moreover, the proposed framework allows to explore an active network, to monitor the active applications, to query each node and to install programmable traps. In order to take advantage of the Active Networks technology, we introduce active SNMP-like MIBs and agents, which are dynamic and programmable. The programmable management agents make tracing distributed applications a feasible task. We propose a general framework that can inter-operate with any active execution environment. In this framework, both the manager and the monitor front-ends communicate with an active node (the Active Network Access Point) through the XML language. A gateway service performs the translation of the queries from XML to an active packet language and injects the code in the network. We demonstrate the implementation of an active network gateway for PLAN (Packet Language for Active Networks) in a forty active nodes testbed. Finally, we discuss an application of the active management architecture to detect the causes of network failures by tracing network events in time
