Constructing a global counterterrorist legislation database: dilemmas, procedures, and preliminary analyses

Counterterrorist legislation is one of the main ways in which countries, particularly democracies, respond to terror attacks. Yet, there is to date no comprehensive cross-national database of counterterrorist legislation. This article introduces an overarching global counterterrorist legislation database (GCLD), covering more than 1,000 laws in 219 countries and territories over the years 1850-2009. I present the dilemmas and difficulties involved in constructing a global terrorism database and explain how these difficulties were addressed when assembling the current database. The article also brings descriptive statistics and analyses of the data, focusing on the historical development of global counterterrorist legislation and on the regional distribution of this legislation. It concludes with some recommendations for future researchers who may want to use the database.Publisher PD

Throughout American history, both terrorism and extremism have been constructed, evoked or ignored strategically by the state, media and public at different points, in order to disown and demonize political movements whenever their ideologies and objectives become problematic or inconvenient – because they overlap with, and thus compromise, the legitimacy of the dominant ideology and democratic credentials of the state, because they conflict with the dominant ideology or hegemonic order, because they offend the general (voting) public, or because they expose the fallacies of national unity and bi-polar opposition in the face of foreign enemies or international conflicts, such as the war on terror. This chapter looks at how domestic extreme right terrorism has been constructed, represented, evoked or ignored in the American political imagination in the post-civil rights era, with a particular focus on its changing status following the Oklahoma City bombing and 9/11

Security Economics: A Guide for Data Availability and Needs

The rapid and accelerating development of security economics has generated great demand for more and better data to accommodate the empirical research agenda. The present paper serves as a guide to policy makers and researchers for security-related databases. The paper focuses on two main issues. Firstly, it takes stock of the existing databases, highlighting their main components and also performs a brief statistical comparison. Secondly, it discusses data shortages and needs that are considered essential for enhancing our understanding of the complex phenomenon of terrorism as well as designing and evaluating policy.

About 1bn people live in failing states. Their lives are plagued by insecurity and poverty. Failing states are marginalized and if current trends continue they will be lagging even further behind in the future; trapped in a vicious cycle of underdevelopment and violent conflict. Thus, the definition of state failure focuses on two main aspects: failure to provide security and the failure to provide economic opportunities. State failure is costly in human and economic terms. It imposes costs not only to the citizens of their own state but even higher costs to other states in the region. Turning around failed states is an enormous challenge. Ultimately, the change has to come from within the country but the chapter also discusses what the international community can do to assist.

The Economics of Terrorism and Counter-Terrorism: A Survey (Part II)

This survey provides an in-depth analysis of existing research on the economic analysis of terrorism and counter-terrorist measures. First the existing evidence on the causes of terrorism is analyzed, then we consider the evidence of the consequences of terrorism and we demonstrate why it is important to regarding of the issue of counter-terrorism policy. Moreover the survey presents the existing knowledge on the interrelation between the economy and the issue of security and it incorporates analysis the level of knowledge about the causal chains between security and the economy. Also it focuses on perspective and methodologies from the discipline of economics but also refers to research from related disciplines (sociology, political science). It also assembles the knowledge on the impact of terrorism on the economy as reflected in macro-economic variables and its impact on specific sectors. Furthermore it assesses how potential an actual terrorist event determine consumer and producer behaviour, public policy, as well as terrorist responses to these policies. An Exploration of Transportation Terrorist Stabbing Attacks

In his August 22, 2018 message to supporters of the Islamic State of Iraq and [greater] Syria (ISIS), Abu Bakr al-Baghdadi implored ISIS fighters in Syria and Iraq as well as those on various jihadist fronts in Africa, the Middle East, and Asia not to be dismayed by military setbacks suffered by the Islamic State, but to continue fighting, confident that Allah would ultimately reward those who remained steadfast with victory. In the same message, he exhorted homegrown jihadists abroad— “the fierce lions in the lands of the Cross—Canada, Europe, and elsewhere” to carry out simple attacks within their limited capabilities that would nonetheless have great psychological impact because they would strike in the enemy’s homeland.Previous reports by the Mineta Transportation Institute have addressed bombings (see Suicide Bombings Against Trains and Buses Are Lethal but Few in Number and Explosives and Incendiaries Used in Terrorist Attacks on Public Surface Transportation: A Preliminary Empirical Analysis ).
