Outline of a Decision Support System for Area-Wide Water Quality Planning

This working paper outlines requirements for an implementation of a computerized decision support system which addresses the technical aspects of area-wide water quality planning. The framework for this work is in the context of the environmental law adopted in the United States during 1972. This law, known as the Federal Water Pollution Control Act Amendments of 1972, specifies various requirements that both municipal and industrial discharges must eventually conform. By 1977 municipal waste treatment plants must have in place secondary treatment facilities and for industry it is necessary to utilize what is referred to as "best practical technology" for waste treatment. Under certain circumstances as described in section 303 of the law further treatment may be required to meet water quality standards. Section 208 of the Federal Water Pollution Control Act Amendments of 1972 calls for area-wide implementation of technical and management planning, with the objectives of meeting 1983 water quality goals and establishing a plan for municipal and industrial facilities construction over a twenty year period. Emphasis is placed on locally controlled planning, on dealing with non-point sources as well as point sources, and on consideration of both structural and nonstructural control methods. The scope of present examination is limited to those aspects of technical planning which are amenable to implementation within the framework of a computerized decision support system

Set processing in a network environment

A combination of a local network, a mass storage system, and an autonomous set processor serving as a data/storage management machine is described. Its characteristics include: content-accessible data bases usable from all connected devices; efficient storage/access of large data bases; simple and direct programming with data manipulation and storage management handled by the set processor; simple data base design and entry from source representation to set processor representation with no predefinition necessary; capability available for user sort/order specification; significant reduction in tape/disk pack storage and mounts; flexible environment that allows upgrading hardware/software configuration without causing major interruptions in service; minimal traffic on data communications network; and improved central memory usage on large processors

The semantic database model as a basis for an automated database design tool

Bibliography: p.257-80.The automatic database design system is a design aid for network database creation. It obtains a requirements specification from a user and generates a prototype database. This database is compatible with the Data Definition Language of DMS 1100, the database system on the Univac 1108 at the University of Cape Town. The user interface has been constructed in such a way that a computer-naive user can submit a description of his organisation to the system. Thus it constitutes a powerful database design tool, which should greatly alleviate the designer's tasks of communicating with users, and of creating an initial database definition. The requirements are formulated using the semantic database model, and semantic information in this model is incorporated into the database as integrity constraints. A relation scheme is also generated from the specification. As a result of this research, insight has been gained into the advantages and shortcomings of the semantic database model, and some principles for 'good' data models and database design methodologies have emerged

Economic data bank management in a developing nation

This dissertation describes the results of a research project which was undertaken at Loughborough University of Technology. The basic objectives of the research project were: (1) to investigate the management elements required for organising the development of an Economic Data Bank (EDB), with particular emphasis on the requirements of a developing nation; (2) to investigate the sociological, political and technical implications associated with organising the development of an EDB in a developing nation. A theoretical framework was established for this study. Decision Support Systems: Issues and Challenges; Proceedings of an International Task Force Meeting, June 23-25, 1980

This book reports on a three-day meeting on Decision Support Systems held at IIASA. IIASA's interest in sponsoring the meeting was spurred by several factors. First, the term DSS clearly is used in a wide range of contexts; we hoped to develop a deeper understanding of the term and the new field to which it refers. Second, we felt that ongoing work in the DSS field would be enhanced by interaction between professionals who had been working on such systems and people from fields that function as "resource disciplines" for DSS. Finally we wished to bring professionals from several nations together, from the east as well as the west, to share experiences and to assess the viability of the DSS concept in different cultures. The broad objectives set for this meeting were realized in a number of ways. Virtually all the participants testified that they had gained a deeper understanding of DSS, the role it can play in asssisting managers in organizations, and the need for further development in key areas
