Wrestling with Japanese Tribalism Emerging Collaborative Opportunities For India and Japan

Japanese firms, with their strong technology base and high domestic factor costs, have the potential of teaming with India, with its more basic infrastructure and eight times the population. Japan's poorly-performing excess capital could fuel India's strongly-developing middle class and robust entrepreneurialism. Especially promising are collaborative information technology projects. What stands in the way of a greatly expanded relationship? Much of the blockage stems from Japan's insularism, an impetus here labeled tribalism. A hopeful dimension is that this tribalism can be clearly defined as archaic, recognized as detrimental, and then toned-down. Further points for development include an active campaign to encourage diversity in Japan, teaming up to provide alternatives to investment in neighboring China, and agitating for representation on the UN Security Council. Content Recognition and Context Modeling for Document Analysis and Retrieval

The nature and scope of available documents are changing significantly in many areas of document analysis and retrieval as complex, heterogeneous collections become accessible to virtually everyone via the web. The increasing level of diversity presents a great challenge for document image content categorization, indexing, and retrieval. Meanwhile, the processing of documents with unconstrained layouts and complex formatting often requires effective leveraging of broad contextual knowledge. In this dissertation, we first present a novel approach for document image content categorization, using a lexicon of shape features. Each lexical word corresponds to a scale and rotation invariant local shape feature that is generic enough to be detected repeatably and is segmentation free. A concise, structurally indexed shape lexicon is learned by clustering and partitioning feature types through graph cuts. Our idea finds successful application in several challenging tasks, including content recognition of diverse web images and language identification on documents composed of mixed machine printed text and handwriting. Second, we address two fundamental problems in signature-based document image retrieval. Facing continually increasing volumes of documents, detecting and recognizing unique, evidentiary visual entities (\eg, signatures and logos) provides a practical and reliable supplement to the OCR recognition of printed text. We propose a novel multi-scale framework to detect and segment signatures jointly from document images, based on the structural saliency under a signature production model. We formulate the problem of signature retrieval in the unconstrained setting of geometry-invariant deformable shape matching and demonstrate state-of-the-art performance in signature matching and verification. Third, we present a model-based approach for extracting relevant named entities from unstructured documents. In a wide range of applications that require structured information from diverse, unstructured document images, processing OCR text does not give satisfactory results due to the absence of linguistic context. Our approach enables learning of inference rules collectively based on contextual information from both page layout and text features. Finally, we demonstrate the importance of mining general web user behavior data for improving document ranking and other web search experience. The context of web user activities reveals their preferences and intents, and we emphasize the analysis of individual user sessions for creating aggregate models. We introduce a novel algorithm for estimating web page and web site importance, and discuss its theoretical foundation based on an intentional surfer model. We demonstrate that our approach significantly improves large-scale document retrieval performance

What are the impacts of implementing ISOs on the competitiveness of manufacturing industry in China?

Based on the proposed ‘PIE’ analytical framework, this paper argues that the preparation, implementation and evaluation of international standards (ISOs) affect the competitiveness of (foreign-financed) export-oriented manufacturing industry in southern and southeastern China, both in the short- and long-term. During the period of preparation, the decision to adopt ISOs is mainly driven by market demand and/or by the decisions of established competitors. Negative effects due to the diversion of scarce resources and institutional resistance to change during the period of transitional implementation are offset by the overall enhancement of the firm's productivity in the long run. ‘Tailoring for the external audit’ and ‘second-best’ practices are two strategies commonly employed by Chinese firms to lower the transaction costs involved in ISO audits

Dangerous unions : mapping human smuggling and human trafficking in international marriage through Japan\u27s legal response

This working paper explores human smuggling and human trafficking through international marriage. It focuses on Japan\u27s criminal justice response, while examining the major stakeholders involved in this activity. The paper focuses on the time period from 2008-2013. International marriages, particularly commercially brokered arrangements, have rapidly increased throughout East and Southeast Asia, with more women from less developed countries moving to richer destinations. The increasing prevalence of brokered marriages, and the overall numbers of marriage migrants, provides cover for criminal organizations to smuggle labor migrants on false marriages, and to send some migrants into what are clearly human trafficking situations

The Politics of LGBT Policy Adoption: Shibuya Ward’s Same Sex Partnership Certificates in the Japanese context

This article will examine the determinants of LGBT (lesbian, gay, bisexual, and transgender) policy adoption in Shibuya, one of the twenty-three city wards of Tokyo, by taking an actor-specific approach to the first case of officially recognized same-sex partnership in Japan. How did the sexual minority issue become the subject of official agendas? How did actors both inside and outside the municipal government seize agenda-setting opportunities for government action? The results indicate that key policy makers’ entrepreneurship played a primary role in the official recognition of same-sex partnership by linking policy solutions with agenda-setting opportunities. This analysis demonstrates that the adoption of municipal LGBT policy does not necessarily reflect the redistribution of non-material resources, such as citizen values, but rather resembles the patterns of welfare politics
