Elastic Business Process Management: State of the Art and Open Challenges for BPM in the Cloud
With the advent of cloud computing, organizations are nowadays able to react
rapidly to changing demands for computational resources. Not only individual
applications can be hosted on virtual cloud infrastructures, but also complete
business processes. This allows the realization of so-called elastic processes,
i.e., processes which are carried out using elastic cloud resources. Despite
the manifold benefits of elastic processes, there is still a lack of solutions
supporting them.
In this paper, we identify the state of the art of elastic Business Process
Management with a focus on infrastructural challenges. We conceptualize an
architecture for an elastic Business Process Management System and discuss
existing work on scheduling, resource allocation, monitoring, decentralized
coordination, and state management for elastic processes. Furthermore, we
present two representative elastic Business Process Management Systems which
are intended to counter these challenges. Based on our findings, we identify
open issues and outline possible research directions for the realization of

CamFlow: Managed Data-sharing for Cloud Services
A model of cloud services is emerging whereby a few trusted providers manage
the underlying hardware and communications whereas many companies build on this
infrastructure to offer higher level, cloud-hosted PaaS services and/or SaaS
applications. From the start, strong isolation between cloud tenants was seen
to be of paramount importance, provided first by virtual machines (VM) and
later by containers, which share the operating system (OS) kernel. Increasingly
it is the case that applications also require facilities to effect isolation
and protection of data managed by those applications. They also require
flexible data sharing with other applications, often across the traditional
cloud-isolation boundaries; for example, when government provides many related
services for its citizens on a common platform. Similar considerations apply to
the end-users of applications. But in particular, the incorporation of cloud
services within `Internet of Things' architectures is driving the requirements
for both protection and cross-application data sharing.
These concerns relate to the management of data. Traditional access control
is application and principal/role specific, applied at policy enforcement
points, after which there is no subsequent control over where data flows; a
crucial issue once data has left its owner's control by cloud-hosted
applications and within cloud-services. Information Flow Control (IFC), in
addition, offers system-wide, end-to-end, flow control based on the properties
of the data. We discuss the potential of cloud-deployed IFC for enforcing
owners' dataflow policy with regard to protection and sharing, as well as
safeguarding against malicious or buggy software. In addition, the audit log
associated with IFC provides transparency, giving configurable system-wide

Managing post-disaster reconstruction finance -- international experience in public financial management
In recent years, natural and man-made disasters have confronted the international community with its most demanding reconstruction challenges since the aftermath of World War II. Managing the inflow of resources and spending those resources well have proven to be two of the main difficulties in such reconstruction projects, particularly after large-scale disasters. A central dilemma of the public financial management of reconstruction is the need for very high levels of accountability to demonstrate fiduciary credibility, while at the same time ensuring the rapid implementation of recovery programs. This paper identifies options and lessons for managing post-disaster reconstruction finance in three key areas: (i) the establishment of special institutions to manage the reconstruction process; (ii) the selection of public financial management systems with respect to the application of country systems, special fiduciary arrangements, or donor/NGO execution; and (iii) monitoring and evaluation systems. The authors synthesize the phasing of assistance and approaches in eight recent post-natural disaster reconstruction efforts (Aceh-Indonesia, Yogyakarta-Indonesia, Sri Lanka, Maldives, Pakistan, Colombia, Grenada, and Honduras) to help guide the priorities and options for future instances of public financial management for disaster reconstruction. Regional Data Archiving and Management for Northeast Illinois
This project studies the feasibility and implementation options for establishing a regional data archiving system to help monitor
and manage traffic operations and planning for the northeastern Illinois region. It aims to provide a clear guidance to the
regional transportation agencies, from both technical and business perspectives, about building such a comprehensive
transportation information system. Several implementation alternatives are identified and analyzed. This research is carried
out in three phases.
In the first phase, existing documents related to ITS deployments in the broader Chicago area are summarized, and a
thorough review is conducted of similar systems across the country. Various stakeholders are interviewed to collect
information on all data elements that they store, including the format, system, and granularity. Their perception of a data
archive system, such as potential benefits and costs, is also surveyed. In the second phase, a conceptual design of the
database is developed. This conceptual design includes system architecture, functional modules, user interfaces, and
examples of usage. In the last phase, the possible business models for the archive system to sustain itself are reviewed. We
estimate initial capital and recurring operational/maintenance costs for the system based on realistic information on the
hardware, software, labor, and resource requirements. We also identify possible revenue opportunities.
A few implementation options for the archive system are summarized in this report; namely:
1. System hosted by a partnering agency
2. System contracted to a university
3. System contracted to a national laboratory
4. System outsourced to a service provider
