    Fiscal Impact of EU Migrants in Austria, Germany, the Netherlands and the UK

    This study was undertaken to estimate some aspects of the net fiscal impact of EU migrants in four EU countries Austria, Germany, the Netherlands and the United Kingdom. The report outlines the role of Fiscal Impact of EU Migrants in Selected Countries migrants from EU countries as participants in the labour market, as taxpayers and as benefit recipients also. The fiscal contribution of EU foreigners has increased substantially in the past several years. Compared to 2009, inn 2013 EU migrants paid 31% more in direct taxes as their wages increased and more EU workers found employment opportunities in Austria, Germany, the Netherlands, and the UK. As migration accelerated, EU foreigners also paid 44% more on indirect taxes, as they spent more onconsumer purchases. EU foreigners in Austria, Germany, the Netherlands and the UK received 35% more benefits than they did in 2009, due to the overall expansion of the welfare state in addition to the inflow of EU migrants

    Big data analytics is a virtually new term in power system terminology. This concept delves into the way a massive volume of data is acquired, processed, analyzed to extract insight from available data. In particular, big data analytics alludes to applications of artificial intelligence, machine learning techniques, data mining techniques, time-series forecasting methods. Decision-makers in power systems have been long plagued by incapability and weakness of classical methods in dealing with large-scale real practical cases due to the existence of thousands or millions of variables, being time-consuming, the requirement of a high computation burden, divergence of results, unjustifiable errors, and poor accuracy of the model. Big data analytics is an ongoing topic, which pinpoints how to extract insights from these large data sets. The extant article has enumerated the applications of big data analytics in future power systems through several layers from grid-scale to local-scale. Big data analytics has many applications in the areas of smart grid implementation, electricity markets, execution of collaborative operation schemes, enhancement of microgrid operation autonomy, management of electric vehicle operations in smart grids, active distribution network control, district hub system management, multi-agent energy systems, electricity theft detection, stability and security assessment by PMUs, and better exploitation of renewable energy sources. The employment of big data analytics entails some prerequisites, such as the proliferation of IoT-enabled devices, easily-accessible cloud space, blockchain, etc. This paper has comprehensively conducted an extensive review of the applications of big data analytics along with the prevailing challenges and solutions

    Machine-Readable Privacy Certificates for Services

    Privacy-aware processing of personal data on the web of services requires managing a number of issues arising both from the technical and the legal domain. Several approaches have been proposed to matching privacy requirements (on the clients side) and privacy guarantees (on the service provider side). Still, the assurance of effective data protection (when possible) relies on substantial human effort and exposes organizations to significant (non-)compliance risks. In this paper we put forward the idea that a privacy certification scheme producing and managing machine-readable artifacts in the form of privacy certificates can play an important role towards the solution of this problem. Digital privacy certificates represent the reasons why a privacy property holds for a service and describe the privacy measures supporting it. Also, privacy certificates can be used to automatically select services whose certificates match the client policies (privacy requirements). Our proposal relies on an evolution of the conceptual model developed in the Assert4Soa project and on a certificate format specifically tailored to represent privacy properties.     Pension Policy in EU25 and its Possible Impact on Elderly Poverty

    This paper reviews changes in pension policies in EU countries between 1995 and 2005 and describes how they might affect risk of poverty for future pensioner populations. The pension landscape in Europe has changed considerably in the past decade and the paper highlights commonalities as well as differences in pension reforms across these countries. A common trend is that the retirement incomes drawn from the public pension systems are on the decline, the changes are likely to shift more risks towards individuals, and there are fewer possibilities of redistribution in favour of the lower income individuals. The paper includes exploratory projections of how the risk of elderly poverty might evolve in the future. The countries where the benefit ratio is set to decline significantly, as expected, would see at-risk-poverty rates increase quite substantially, especially during the period 2025-2050, when the bulk of the decline is expected. This analysis points towards the importance of a more comprehensive assessment of the reforms, in particular in their impact on vulnerable groups (such as women and disabled people with disruptive work history) and in the clarity of the signals they give to individuals in extending their working career if they want to avoid greater risks of poverty during retirement.Social Security and Public Pensions, Retirement, Retirement Policies, Private Pensions

    Scenarios for the development of smart grids in the UK: literature review

    Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid. It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers. The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.

    CYCLOSA: Decentralizing Private Web Search Through SGX-Based Browser Extensions

    By regularly querying Web search engines, users (unconsciously) disclose large amounts of their personal data as part of their search queries, among which some might reveal sensitive information (e.g. health issues, sexual, political or religious preferences). Several solutions exist to allow users querying search engines while improving privacy protection. However, these solutions suffer from a number of limitations: some are subject to user re-identification attacks, while others lack scalability or are unable to provide accurate results. This paper presents CYCLOSA, a secure, scalable and accurate private Web search solution. CYCLOSA improves security by relying on trusted execution environments (TEEs) as provided by Intel SGX. Further, CYCLOSA proposes a novel adaptive privacy protection solution that reduces the risk of user re- identification. CYCLOSA sends fake queries to the search engine and dynamically adapts their count according to the sensitivity of the user query. In addition, CYCLOSA meets scalability as it is fully decentralized, spreading the load for distributing fake queries among other nodes. Finally, CYCLOSA achieves accuracy of Web search as it handles the real query and the fake queries separately, in contrast to other existing solutions that mix fake and real query results

    A World Bank perspective on pension reform

    This report highlights the World Bank's thinking and worldwide involvement in pension reform. Both are driven by the Bank's mandate to help countries develop economically and to reduce poverty. The Bank has four key concerns in working with clients on pension policy: 1) short-term financing and long-term financial viability; 2) effects on economic growth; 3) adequacy and other distributive issues; and 4) political risk and sustainability. In response to these concerns and after review of the three main reform options for unfunded systems-mere pay-as-you-go reform, a rapid and complete shift to a mandatory funded system, and a gradual shift to a multi-pillar scheme-the Bank favors the later approach, but in a pragmatic and country-specific manner. When helping to implement a pension reform, the Bank takes full account of country preferences, circumstances and ownership, bases its support on sound reform criteria, links client assistance with knowledge management, provides training and other measures to enhance the reform capacity of a country, and seeks cooperation with other international institutions.Pensions&Retirement Systems,Banks&Banking Reform,Environmental Economics&Policies,National Governance,Health Monitoring&Evaluation

    De-perimeterisation as a cycle: tearing down and rebuilding security perimeters

    If an organisation wants to secure its IT assets, where should the security mechanisms be placed? The traditional view is the hard-shell model, where an organisation secures all its assets using a fixed security border: What is inside the security perimeter is more or less trusted, what is outside is not. Due to changes in technologies, business processes and their legal environments this approach is not adequate anymore.\ud This paper examines this process, which was coined de-perimeterisation by the Jericho Forum.\ud In this paper we analyse and define the concepts of perimeter and de-perimeterisation, and show that there is a long term trend in which de-perimeterisation is iteratively accelerated and decelerated. In times of accelerated de-perimeterisation, technical and organisational changes take place by which connectivity between organisations and their environment scales up significantly. In times of deceleration, technical and organisational security measures are taken to decrease the security risks that come with de-perimeterisation, a movement that we call re-perimeterisation. We identify the technical and organisational mechanisms that facilitate de-perimeterisation and re-perimeterisation, and discuss the forces that cause organisations to alternate between these two movements
