    Framework for a spatial Decision Support Tool for policy and decision making

    The main challenge of developing of a spatial DST (Decision Support Tool) to support the decision making on future livestock production will not be a technical one, but instead a challenge of meeting the con-text requirements of the tool, such as the characteristics of the country-specific spatial plan-ning and decision-making process, the wishes of the potential users of the tool and its output as well as the country-specific policies and regulations. The spatial DST which is being pro-posed in this report therefore does not include complex and state-of-the-art GIS techniques, but instead tries to be as clear and simple as possible, in order to give the potential users a full understanding during the analysis process and with using the output of the tool. A spatial DST can easily become a ‘black box’ if the users do not fully understand the limita-tions of the tool and its output. Despite the fact that output maps of GIS systems may look very detailed and suggest a high degree of accuracy, they are often not. This will entirely de-pend on the availability of reliable and detailed input data. Most likely, many of the produced output maps should be used in an indicative way only. Therefore, the output of the spatial DST needs to be accompanied by supporting information on the reliability of the output and the shortcomings due to unreliable or missing input data, as well as the consequences for use of the output. Therefore, a comprehensive meta-data assessment system is proposed as an in-tegrated part of the spatial DST. The distribution of the output will also require tools to pro-duce more sketch-like presentations, e.g. using fuzzy borders and aggregated maps, which are another important feature of the spatial DST

    Cost-effective aperture arrays for SKA Phase 1: single or dual-band?

    An important design decision for the first phase of the Square Kilometre Array is whether the low frequency component (SKA1-low) should be implemented as a single or dual-band aperture array; that is, using one or two antenna element designs to observe the 70-450 MHz frequency band. This memo uses an elementary parametric analysis to make a quantitative, first-order cost comparison of representative implementations of a single and dual-band system, chosen for comparable performance characteristics. A direct comparison of the SKA1-low station costs reveals that those costs are similar, although the uncertainties are high. The cost impact on the broader telescope system varies: the deployment and site preparation costs are higher for the dual-band array, but the digital signal processing costs are higher for the single-band array. This parametric analysis also shows that a first stage of analogue tile beamforming, as opposed to only station-level, all-digital beamforming, has the potential to significantly reduce the cost of the SKA1-low stations. However, tile beamforming can limit flexibility and performance, principally in terms of reducing accessible field of view. We examine the cost impacts in the context of scientific performance, for which the spacing and intra-station layout of the antenna elements are important derived parameters. We discuss the implications of the many possible intra-station signal transport and processing architectures and consider areas where future work could improve the accuracy of SKA1-low costing.Comment: 64 pages, 23 figures, submitted to the SKA Memo serie

    When grassroots innovation movements encounter mainstream institutions: implications for models of inclusive innovation

    Grassroots innovation movements (GIMs) can be regarded as initiators or advocates of alternative pathways of innovation. Sometimes these movements engage with more established science, technology and innovation (STI) institutions and development agencies in pursuit of their goals. In this paper, we argue that an important aspect to encounters between GIMs and mainstream STI institutions is the negotiation of different framings of grassroots innovation and development of policy models for inclusive innovation. These encounters can result in two different modes of engagement by GIMs; what we call insertion and mobilization. We illustrate and discuss these interrelated notions of framings and modes of engagement by drawing on three case studies of GIMs: the Social Technologies Network in Brazil, and the Honey Bee Network and People's Science Movements in India. The cases highlight that inclusion in the context of GIMs is not an unproblematic, smooth endeavour, and involves diverse interpretations and framings, which shape what and who gets included or excluded. Within the context of increasing policy interest, the analysis of encounters between GIMs and STI institutions can offer important lessons for the design of models of inclusive innovation and development

    Creation of a Decision Support Tool for Expectant Parents Facing Threatened Periviable Delivery: Application of a User-Centered Design Approach

    Background Shared decision-making (SDM) is optimal in the context of periviable delivery, where the decision to pursue life-support measures or palliation is both preference sensitive and value laden. We sought to develop a decision support tool (DST) prototype to facilitate SDM by utilizing a user-centered design research approach. Methods We convened four patient and provider advisory boards with women and their partners who had experienced a surviving or non-surviving periviable delivery, pregnant women who had not experienced a prior preterm birth, and obstetric providers. Each 2-h session involved design research activities to generate ideas and facilitate sharing of values, goals, and attitudes. Participant feedback shaped the design of three prototypes (a tablet application, family story videos, and a virtual reality experience) to be tested in a final session. Results Ninety-five individuals (48 mothers/partners; 47 providers) from two hospitals participated. Most participants agreed that the prototypes should include factual, unbiased outcomes and probabilities. Mothers and support partners also desired comprehensive explanations of delivery and care options, while providers wanted a tool to ease communication, help elicit values, and share patient experiences. Participants ultimately favored the tablet application and suggested that it include family testimonial videos. Conclusion Our results suggest that a DST that combines unbiased information and understandable outcomes with family testimonials would be meaningful for periviable SDM. User-centered design was found to be a useful method for creating a DST prototype that may lead to improved effectiveness, usability, uptake, and dissemination in the future, by leveraging the expertise of a wide range of stakeholders

    Status Report of the DPHEP Study Group: Towards a Global Effort for Sustainable Data Preservation in High Energy Physics

    Data from high-energy physics (HEP) experiments are collected with significant financial and human effort and are mostly unique. An inter-experimental study group on HEP data preservation and long-term analysis was convened as a panel of the International Committee for Future Accelerators (ICFA). The group was formed by large collider-based experiments and investigated the technical and organisational aspects of HEP data preservation. An intermediate report was released in November 2009 addressing the general issues of data preservation in HEP. This paper includes and extends the intermediate report. It provides an analysis of the research case for data preservation and a detailed description of the various projects at experiment, laboratory and international levels. In addition, the paper provides a concrete proposal for an international organisation in charge of the data management and policies in high-energy physics

    Source File Set Search for Clone-and-Own Reuse Analysis

    Clone-and-own approach is a natural way of source code reuse for software developers. To assess how known bugs and security vulnerabilities of a cloned component affect an application, developers and security analysts need to identify an original version of the component and understand how the cloned component is different from the original one. Although developers may record the original version information in a version control system and/or directory names, such information is often either unavailable or incomplete. In this research, we propose a code search method that takes as input a set of source files and extracts all the components including similar files from a software ecosystem (i.e., a collection of existing versions of software packages). Our method employs an efficient file similarity computation using b-bit minwise hashing technique. We use an aggregated file similarity for ranking components. To evaluate the effectiveness of this tool, we analyzed 75 cloned components in Firefox and Android source code. The tool took about two hours to report the original components from 10 million files in Debian GNU/Linux packages. Recall of the top-five components in the extracted lists is 0.907, while recall of a baseline using SHA-1 file hash is 0.773, according to the ground truth recorded in the source code repositories.Comment: 14th International Conference on Mining Software Repositorie
