    A cybersafety educational framework for primary school learners in South Africa

    Information and communication technologies (ICTs) have made life much easier for many people but have also brought many dangers to the world. School learners are amongst the users of ICT who are becoming cyber citizens. This age is good at exploring new things, with a growing number of school learners having access to ICT devices, such as mobile phones, tablets and desktop computers. This is due to the affordability of mobile phones, which they normally receive as gifts from their parents. Due to easy access of ICT, school learners can now access cyberspace which offers them many advantages and benefits. Such advantages and benefits include having a platform to socialise, improved and ease of access to information as well as improving their learning. Despite these benefits, school learners (primary school learners in particular) are prone to falling victim to a range of cyber risks and attacks since cyberspace is an unregulated platform that poses many potential dangers Common cybersafety threats associated with school learners include cyberbullying, sexting/“sextortion”, engaging with strangers, accessing inappropriate content and being exposed to a breach of privacy. Because the cybersafety of children, especially primary school learners, is often compromised, there is a need to protect them from the threats associated with ICT. However, protecting children from the aforementioned cybersafety threats is complicated because access to cyberspace is no longer confined to the home computer, but has extended to mobile phones, which are even more pervasive. Therefore, it is essential for school learners to be educated on how to protect themselves and their information in the virtual computer world. A number of developed countries like Australia, New Zealand, Canada, United States of America (USA) and United Kingdom (UK) have included cybersafety education in their school curricula. Similarly, the rapid growth of the Internet around the world, allowed some countries in Africa to take the initiative to start implementing cybersafety education in schools including Mauritius, Tunisia, Kenya, Ghana, Mozambique, Cameroon, Egypt and Rwanda. Countries like Uganda, Sudan, Morocco and South Africa are still facing challenges in this aspect. This study is focused on the cybersafety of primary school learners in the South African context

    Selective Suppression: Relations between Civil Society Organizations and the State in Zimbabwe

    This study assessed whether civil society organizations in Zimbabwe that have previously been suppressed by the state, currently experience any change in their relations with the state under the Mnangagwa Presidency. I adopted a case study approach to comparatively assess the experiences of two civil society organizations relations with the state over a two- year period. The two case studies are of the Zimbabwe Congress of Trade Unions (ZCTU) and the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ). Selected media sources, including the organizations' social media (i.e., Facebook, websites, and Twitter) and non-state news media, were used to obtain mainly qualitative data and basic numerical information. Gramsci's theory of hegemony and Foucault's concept of ‘panoptic surveillance' informed my analytical framework. The findings show that state suppression is at the core of the relations between state and civil society organizations that are critical of the state in Zimbabwe. The recurring forms of suppression include arrests, detention, assaults, abduction, torture, raids, theft, surveillance, judicial harassment, cyber-attacks/smear campaigns, travel bans, salary cessation and abuse. The findings suggest that ongoing state suppression is worse than during the latter part of Mugabe's Presidency. Selective suppression of targeted civil society organizations that are critical of the state also reflects diminishing democracy in Zimbabwe. This appears to be a general pattern in the region and one possible reason why bodies such as African Union and the Southern African Development Community are reluctant to discipline member states, including Zimbabwe, for human rights violations or state repression of critics

    Now in its 11th edition, The Global Risks Report 2016 draws attention to ways that global risks could evolve and interact in the next decade. The year 2016 marks a forceful departure from past findings, as the risks about which the Report has been warning over the past decade are starting to manifest themselves in new, sometimes unexpected ways and harm people, institutions and economies. Warming climate is likely to raise this year's temperature to 1° Celsius above the pre-industrial era, 60 million people, equivalent to the world's 24th largest country and largest number in recent history, are forcibly displaced, and crimes in cyberspace cost the global economy an estimated US$445 billion, higher than many economies' national incomes. In this context, the Reportcalls for action to build resilience – the "resilience imperative" – and identifies practical examples of how it could be done.The Report also steps back and explores how emerging global risks and major trends, such as climate change, the rise of cyber dependence and income and wealth disparity are impacting already-strained societies by highlighting three clusters of risks as Risks in Focus.     Perceived Influence of Information and Communication Technology on Clinical Service Delivery among Caregivers and Patients in Makurdi Metropolis

    This study investigated the perceived influence of information and communication technology on clinical service delivery among caregivers and patients in Makurdi metropolis. The study employed a survey method where two hundred and thirty two (232) participants consisting of 144(62.2%) males and 88 (37.9%) females with ages ranging from 16-58 years participated in the study. A questionnaire consisting of two sections was used to collect data from the participants. Findings from the hypotheses indicated that, there was a negative correlation between ICT usage in clinical service delivery and disease diagnosis in Makurdi metropolis r (230df) =-.001, P >.05 one-tailed. There was a negative correlation between ICT usage in clinical service delivery and disease prognosis in Makurdi metropolis r (229df) = -.023, P > .05 one tailed. There was a negative correlation between ICT usage in clinical service delivery in reducing the severity of errors in disease diagnosis and prognosis in Makurdi metropolis r (229 df) = .042, P> .05 one-tailed. There was a negative correlation between ICT usage in clinical service delivery in improving the quality and speed of clinical service delivery in Makurdi metropolis r (229 df) = -.030, P> .05 one-tailed. These findings were discussed within the framework of ICT in Nigeria bearing in mind its influence on the general population. The study recommended that government and private practitioners should train their staff on ICT usage and not to lay them off. The study also recommended that more researches should be conducted in the study area for further identification of the long term solution of problems of ICT usage using larger sample sizes. On policy basis, it was therefore recommended that government should support the development of ICT in Nigerian hospitals with a separate remit and budget from the health ministry.     The Economics of the Internet of Things in the Global South

    While the Internet of Things (IoT) is not new, its key components are becoming increasingly affordable now, which makes the technology extremely attractive for the Global South. By collecting data from various IoT sources, combining them with data from other sources and using big data analytics, decisions can be made and actions can be taken that can have important economic, social, ecological and environmental implications in these countries. The most visible impacts of the IoT in these countries include improvements in agricultural and food systems, enhancement of environmental security and resource conservation, achievement of better healthcare, public health and medicine, and enhancement of the efficiency of key industries. This paper provides an overview of how the IoT is currently being used in the Global South. It also discusses the opportunities and challenges that IoT initiatives present there. The analysis indicates that the IoT may address some of the institutional bottlenecks, technological challenges and key sources of high transaction costs. On the other hand, various sources of underdevelopment may act as barriers to full utilisation of the IoT

    In-school adolescents’ loneliness, social support, and suicidal ideation in sub-Saharan Africa: Leveraging Global School Health data to advance mental health focus in the region

    Introduction: Adolescent and youth mental health problems are increasingly becoming an area of concern in global health. Young people in sub-Saharan Africa experience significant adversities and systemic challenges despite technological advancements and demographic transition that the region is experiencing. We examined the nexus between experiences of loneliness, low social support, and presence of suicidal ideation among in-school adolescents in sub-Saharan Africa. Method: A total of 19,119 in-school adolescents from eight countries in sub-Saharan Africa were included in this study. Suicidal ideation was the main outcome variable and loneliness, and social support were the explanatory variables. Percentages were used to summarise the prevalence of suicidal ideation, loneliness, and social support among the in-school adolescents. A multivariable binary logistic regression analysis was later used to determine the association between suicidal ideation and the explanatory variables and covariates using Stata v16. Four models were tested using the regression analysis. We presented the regression results using adjusted odds ratios (aOR), with their respective 95% confidence intervals (CIs). Results: Overall, the past year prevalence of loneliness, peer support, one or more close friends, and suicidal ideation were 10%, 33.4%, 90.1%, and 14.5%, respectively. In-school adolescents who felt lonely (aOR = 1.88, 95% CI = 1.69, 2.09) were more likely to experience suicidal ideation. However, those who received peer support (aOR = 0.89, 95% CI = 0.82, 0.97) and had one or more close friends (aOR = 0.77, 95% CI = 0.68, 0.86) were less likely to experience suicidal ideation. Conclusion: These results point to the significant roles of loneliness, and lack of social support, in understanding suicidal ideations. Countries in sub-Saharan Africa need to improve child and adolescent mental health policies and programmes to respond to these risk factors and mental health challenges. Programmes with a differential focus on the needs of males and females, younger and older adolescents will be important in the future

    Youth and the Millennium Development Goals (MDGs): Challenges and Opportunities for Implementation

    Young people ages 15 to 24 are 1.2 billion of the world’s human capital. Around the world, many of them are already making contributions to the Millennium Development Goals (MDGs), and their work should be further acknowledged and strengthened. Increasingly, youth are recognized as key participants in decision-making and development, as reflected in the growing presence of non-governmental youth organizations and the upsurge of youth advisory boards and committees to international institutions and programmes. Yet building the capacity of and creating sustained partnerships with young people are crucial strategies to achieving the MDGs that have not been fully realized by the international community. This paper aims to provide an overview of youth participation as it currently exists, to outline the ways in which youth are directly involved and affected by each Goal, to demonstrate the ways in which young people are contributing to the MDGs, and to provide ‘Options for Action’ that governments, the United Nations system, donors and other actors can harness, support, and scale-up in order to support young people in making significant contributions to achieving the MDGs. Part I outlines the existing mechanisms for youth participation in development policy. These channels can be used by governments and institutions to strengthen and mobilize young people as partners in policy formulation. Successful modes of participation should be recognized and replicated, and also adapted to the challenging political and socio-economic realities facing many youth-led and youth-serving organizations. Part II presents youth participation as it relates directly to the MDGs. Each goal is analyzed with respect to its effect on young peoples lives as well as how young people can play – and indeed are playing — a role in its implementation. Under each goal are a number of “Options for Action” that governments, the UN and multilateral organizations can use to fully harness the contributions that youth can make to achieving the MDGs. Part III outlines the synergies between the Options for Action presented in this report and the Quick Wins proposed by the Millennium Project. The Options for Action are complimentary and provide a process to implement the Quick Win actions, using young people as key implementing agents and service providers. Part III also outlines a number of youth-focused Quick Wins that can make a significant and measurable difference to the state of young people in target countries. Part IV elaborates on how youth can participate in achieving the MDGs and contains cross-cutting recommendations on youth engagement in all 8 Goals. Overall, the report demonstrates that investing in youth will provide the longest and most effective dividend towards meeting the Millennium Development Goals (MDGs) by building the social capital needed to foster pragmatic development. Indeed, without the involvement of young people, a demographic that comprises one fifth of the world’s total population, the full achievement of the MDGs will remain elusive and their long-term sustainability will be compromised. Youth participation is currently quite varied, ranging from effective, to sometimes tokenistic, to often non-existent. There are specific ways in which youth and youth organizations can contribute to the design and implementation of MDG-based strategies, some of which are outlined in this document.
