    Integrating multiple criteria decision analysis in participatory forest planning

    Forest planning in a participatory context often involves multiple stakeholders with conflicting interests. A promising approach for handling these complex situations is to integrate participatory planning and multiple criteria decision analysis (MCDA). The objective of this paper is to analyze strengths and weaknesses of such an integrated approach, focusing on how the use of MCDA has influenced the participatory process. The paper outlines a model for a participatory MCDA process with five steps: stakeholder analysis, structuring of the decision problem, generation of alternatives, elicitation of preferences, and ranking of alternatives. This model was applied in a case study of a planning process for the urban forest in Lycksele, Sweden. In interviews with stakeholders, criteria for four different social groups were identified. Stakeholders also identified specific areas important to them and explained what activities the areas were used for and the forest management they wished for there. Existing forest data were combined with information from interviews to create a map in which the urban forest was divided into zones of different management classes. Three alternative strategic forest plans were produced based on the zonal map. The stakeholders stated their preferences individually by the Analytic Hierarchy Process in inquiry forms and a ranking of alternatives and consistency ratios were determined for each stakeholder. Rankings of alternatives were aggregated; first, for each social group using the arithmetic mean, and then an overall aggregated ranking was calculated from the group rankings using the weighted arithmetic mean. The participatory MCDA process in Lycksele is assessed against five social goals: incorporating public values into decisions, improving the substantive quality of decisions, resolving conflict among competing interests, building trust in institutions, and educating and informing the public. The results and assessment of the case study support the integration of participatory planning and MCDA as a viable option for handling complex forest-management situations. Key issues related to the MCDA methodology that need to be explored further were identified: 1) The handling of place-specific criteria, 2) development of alternatives, 3) the aggregation of individual preferences into a common preference, and 4) application and evaluation of the integrated approach in real case studies

    Participatory Modelling and Decision Support for Natural Resources Management in Climate Change Research

    The ever greater role given to public participation by laws and regulations, in particular in the field of environmental management calls for new operational methods and tools for managers and practitioners. This paper analyses the potentials and the critical limitations of current approaches in the fields of simulation modelling (SM), public participation (PP) and decision analysis (DA), for natural resources management within the context of climate change research. The potential synergies of combining SM, PP and DA into an integrated methodological framework are identified and a methodological proposal is presented, called NetSyMoD (Network Analysis – Creative System Modelling – Decision Support), which aims at facilitating the involvement of stakeholders or experts in policy - or decision-making processes (P/DMP). A generic P/DMP is formalised in NetSyMoD as a sequence of six main phases: (i) Actors analysis; (ii) Problem analysis; (iii) Creative System Modelling; (iv) DSS design; (v) Analysis of Options; and (vi) Action taking and monitoring. Several variants of the NetSyMoD approach have been adapted to different contexts such as integrated water resources management and coastal management, and, recently it has been applied in climate change research projects. Experience has shown that NetSyMoD may be a useful framework for skilled professionals, for guiding the P/DMP, and providing practical solutions to problems encountered in the different phases of the decision/policy making process, in particular when future scenarios or projections have to be considered, such as in the case of developing and selecting adaptation policies. The various applications of NetSyMoD share the same approach for problem analysis and communication within the group of selected actors, based upon the use of creative thinking techniques, the formalisation of human-environment relationships through the DPSIR framework, and the use of multi-criteria analysis through a Decision Support System (DSS) software.Modelling, Public Participation, Natural Resource Management, Policy, Decision-Making, Governance, DSS

    A framework for the selection of the right nuclear power plant

    Civil nuclear reactors are used for the production of electrical energy. In the nuclear industry vendors propose several nuclear reactor designs with a size from 35–45 MWe up to 1600–1700 MWe. The choice of the right design is a multidimensional problem since a utility has to include not only financial factors as levelised cost of electricity (LCOE) and internal rate of return (IRR), but also the so called “external factors” like the required spinning reserve, the impact on local industry and the social acceptability. Therefore it is necessary to balance advantages and disadvantages of each design during the entire life cycle of the plant, usually 40–60 years. In the scientific literature there are several techniques for solving this multidimensional problem. Unfortunately it does not seem possible to apply these methodologies as they are, since the problem is too complex and it is difficult to provide consistent and trustworthy expert judgments. This paper fills the gap, proposing a two-step framework to choosing the best nuclear reactor at the pre-feasibility study phase. The paper shows in detail how to use the methodology, comparing the choice of a small-medium reactor (SMR) with a large reactor (LR), characterised, according to the International Atomic Energy Agency (2006), by an electrical output respectively lower and higher than 700 MWe

    Civic Crowdfunding for Agents with Negative Valuations and Agents with Asymmetric Beliefs

    In the last decade, civic crowdfunding has proved to be effective in generating funds for the provision of public projects. However, the existing literature deals only with citizen's with positive valuation and symmetric belief towards the project's provision. In this work, we present novel mechanisms which break these two barriers, i.e., mechanisms which incorporate negative valuation and asymmetric belief, independently. For negative valuation, we present a methodology for converting existing mechanisms to mechanisms that incorporate agents with negative valuations. Particularly, we adapt existing PPR and PPS mechanisms, to present novel PPRN and PPSN mechanisms which incentivize strategic agents to contribute to the project based on their true preference. With respect to asymmetric belief, we propose a reward scheme Belief Based Reward (BBR) based on Robust Bayesian Truth Serum mechanism. With BBR, we propose a general mechanism for civic crowdfunding which incorporates asymmetric agents. We leverage PPR and PPS, to present PPRx and PPSx. We prove that in PPRx and PPSx, agents with greater belief towards the project's provision contribute more than agents with lesser belief. Further, we also show that contributions are such that the project is provisioned at equilibrium.Comment: Accepted as full paper in IJCAI 201

    Individuals Time Preference and Social Discounting: A Survey and a Meta-Analysis

    The choice of an appropriate social rate of discount is critical in the decision-making process on public investments. In this paper we review concisely the literature on social discounting and refer explicitly to a recently growing field of related research, that is, individual time preference. The consideration and analysis of behavioural factors of individuals in the definition and use of an appropriate social discount rate are critical for balanced decision-making, for example, in the field of environmental policy. The empirical literature shows quite some variation in the estimated values of individual discount rates. Therefore, we present results from a meta-analysis conducted over more than 40 experimental and field studies reporting individual discount rate estimates. We find that the experimental design of a study has a great impact on these estimates and conclude that our meta-regression function has a low transfer value.

    Improving water asset management when data are sparse

    Ensuring the high of assets in water utilities is critically important and requires continuous improvement. This is due to the need to minimise risk of harm to human health and the environment from contaminated drinking water. Continuous improvement and innovation in water asset management are therefore, necessary and are driven by (i) increased regulatory requirements on serviceability; (ii) high maintenance costs, (iii) higher customer expectations, and (iv) enhanced environmental and health/safety requirements. High quality data on asset failures, maintenance, and operations are key requirements for developing reliability models. However, a literature search revealed that, in practice, there is sometimes limited data in water utilities - particularly for over-ground assets. Perhaps surprisingly, there is often a mismatch between the ambitions of sophisticated reliability tools and the availability of asset data water utilities are able to draw upon to implement them in practice. This research provides models to support decision-making in water utility asset management when there is limited data. Three approaches for assessing asset condition, maintenance effectiveness and selecting maintenance regimes for specific asset groups were developed. Expert elicitation was used to test and apply the developed decision-support tools. A major regional water utility in England was used as a case study to investigate and test the developed approaches. The new approach achieved improved precision in asset condition assessment (Figure 3–3a) - supporting the requirements of the UK Capital Maintenance Planning Common Framework. Critically, the thesis demonstrated that, on occasion, assets were sometimes misallocated by more than 50% between condition grades when using current approaches. Expert opinions were also sought for assessing maintenance effectiveness, and a new approach was tested with over-ground assets. The new approach’s value was demonstrated by the capability to account for finer measurements (as low as 10%) of maintenance effectiveness (Table 4-4). An asset maintenance regime selection approach was developed to support decision-making when data are sparse. The value of the approach is its versatility in selecting different regimes for different asset groups, and specifically accounting for the assets unique performance variables
