    Nonunion Employee Representation in North America: Diversity, Controversy, and Uncertain Future

    The diverse conceptual perspectives and practical experiences with nonunion employee representation (NER) in the United States and Canada are reviewed. We first propose a 6 dimensional descriptive schema to categorize observed NER practices. Dimensions of diversity include (1) form, (2) function, (3) subjects, (4) representation characteristics, (5) extent of power, and (6) degree of permanence. We then turn to the NER controversy, which is a tangled skein consisting of many different threads of values and prescriptions. To unbundle the controversy, we develop four "faces" of NER - (1) evolutionary voice, (2) unity of interest; (3) union avoidance, and (4) complementary voice -- so that future research can more consciously test the validity of competing perspectives with hard data. Generalizing about NER is problematic because of these many dimensions of diversity, and because NER is viewed through different ideological and conceptual lenses. We conclude that NER's future trajectory is uncertain due to conflicting trends but in the short-run is most likely to remain a modest-sized phenomenon. Working Paper 06-4

    [Excerpt] Several international unions and the national AFL-CIO have developed sophisticated proposals calling for an industrial policy which would utilize a business-government-labor structure for planning national economic activities. Yet to be developed, however, are any guidelines for labor\u27s participation in local economic development activities. Since 1982 Fort Wayne, Indiana, has pioneered what is being touted as one of the most aggressive and successful economic development programs in the country. An economic development consulting firm, the Fantus Company, was used to organize the business community around an agenda designed to weaken labor and encourage a series of job wars with other communities. A careful examination of the Fort Wayne Strategy reveals a program that is subtly yet deeply anti-union, anti-worker, and not in the long-run interests of the people of Fort Wayne. A review of the Fort Wayne Strategy and local labor\u27s response can provide valuable lessons for the labor movement across the country

    Human Resource Practices, Knowledge-Creation Capability And Performance In High Technology Firms

    This study examines the relationship among key HR practices (i.e., effective acquisition, employee-development, commitment-building, and networking practices), three dimensions of knowledge-creation capability (human capital, employee motivation, and information combination and exchange), and firm performance. Results from a sample of 78 high technology firms showed that the three dimensions of knowledge creation interact to positively affect sales growth. Further, the HR practices were found to affect sales growth through their affect on the dimensions of knowledge-creation capability
