The new merger: combining third sector and market-based approaches to tackling inequalities
In this paper we discuss the challenge posed by growing inequalities, specifically health inequalities, which have grown increasingly wider in recent decades. Rather than arguing for a wholesale return to state intervention to curb the worst excesses of the market, we put forward a less obvious potential solution, arguing for a greater role - and greater recognition - for the 'social economy': the part of the third or non-profit sector concerned with trading in the market rather than relying upon public funds or charitable donations to stay in business. We present three examples of such organisations, drawn from the UK, and discuss how doing business in such a way presents obvious benefits for, but challenges to, existing thinking, particularly in relation to how 'success' should be measured
Electronic information sharing in local government authorities: Factors influencing the decision-making process

Copyright @ 2013 Elsevier B.V.Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems. The challenge of enterprise/innovation: a case study of a modern university
In the prevailing economic and political climate for Higher Education a greater emphasis has been placed on diversifying the funding base. The present study was undertaken between 2012 and 2014 and addressed the implementation of an approach to the transformation of one academic school in a medium-sized modern university in Wales to a more engaged enterprise culture. A multimethod investigation included a bi-lingual (English and Welsh) online survey of academic staff and yielded a 71% response rate (n = 45). The findings informed a series of in-depth interviews (n = 24) with a representative sample of those involved in enterprise work (support staff, managers, senior managers), and those who were not. The results provided the platform for the âS4E modelâ for effective engagement with enterprise: (1) Strategic significance for Enterprise, (2) Support for Enterprise, (3) Synergy for Enterprise, and (4) Success for Enterprise. The outcomes of the research and the recommendations from it have potential to inform practice in other academic schools within the university and, in a wider context, within other Schools of Education regionally, nationally and internationally. Its original empirical exploration of enterprise within education studies is a significant contribution to that body of knowledge

Business Grid Services
Grid services have come to represent the synthesis of web services and grid computing paradigms. Web services provide the means to modularize software, enabling loosely coupled and novel synthesis. Grid computing removes the binding between functional software components and specific hosting hardware, enabling software to be deployed dynamically over a network (e.g. intra-, extra- or inter-net). Applying the constructs of grid computing to the service orientation of enterprise software will allow business service networks to utilize more specialized services. An upper service ontology that enables business grid services to be described and then related to the grid hosting platform is presented. Explicit knowledge is required for enterprise software, hosting servers and the domain that can then be utilized by both SLA and reservation systems. The ontology presented is derived from and validated using a collection of web services taken from leading investment banks

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. This paper presents the proposed theoretical model and is largely devoted to an explanation on the development of the model
Design Challenges for GDPR RegTech
The Accountability Principle of the GDPR requires that an organisation can
demonstrate compliance with the regulations. A survey of GDPR compliance
software solutions shows significant gaps in their ability to demonstrate
compliance. In contrast, RegTech has recently brought great success to
financial compliance, resulting in reduced risk, cost saving and enhanced
financial regulatory compliance. It is shown that many GDPR solutions lack
interoperability features such as standard APIs, meta-data or reports and they
are not supported by published methodologies or evidence to support their
validity or even utility. A proof of concept prototype was explored using a
regulator based self-assessment checklist to establish if RegTech best practice
could improve the demonstration of GDPR compliance. The application of a
RegTech approach provides opportunities for demonstrable and validated GDPR
compliance, notwithstanding the risk reductions and cost savings that RegTech
can deliver. This paper demonstrates a RegTech approach to GDPR compliance can
facilitate an organisation meeting its accountability obligations
